b y the Secretary of War and by Gen.
Halleck, then commander-in-Chief.
The failure of the expedition is mainly
charged of ^d mi to rid the rortor. navy, under command
General Banks
gayg days t ho Alexandria arWy wm by delayed the inability kikteen
at of
the navy to paes the rapids at Graffd
Eoore, g lt -i 0 g t b e enemy time to con-*
centrate, Admieal Porter in the mean
while was era his men and
boats in collecting cotton.
Gen. Banks says the partial disin¬
tegration of commands was the cause
of embarrassment, the nature of the
failure he refers to the inability of
Gen. Kteele to form n junction with
the mtin column, the withdrawal of
the marine brigade before the move¬
ment was J. completed, and the fact that
Gen. A. Smith's command should
remain with him but thirty days. He
says even hail tire army reached
ed Shreveport it couldn’t bave maintain
if» |kmi tion there, the only possible
method of maintaining this position
would have been to concentrate a
fore® superior in numbers to the South¬
ern army, with sufficient time to pur¬
sue him wherever be shoviUl move,
even if it took the Northern army to
Galveston. *
This was suggested as a possible re¬
sult of the campaign, but it was not
embraced within the original plan and
read waa 'especially precluded by orders
from the Lieut. General com¬
manding that the Southern ;the armies. He declares
; army was defeated
n every engagement, except, that at
Sabine Cross Roads on the 8th of
April. loose This defeat is attributed to tha
order of march, and the ianop- ^
er position of the conyoy train.
