that has, so far, been well done, thrown
awsy ! I still have faith that all will
coine out right yet. This opportunity
ought to be understood ano appreci
ateii by the people of the Southern
States If I know ray own heart, and
every passion which enters it, is to re¬

tie up and heal every bleeding wound

I stated that South Carolina had
abolished slavery in good faith, and
never intended or wished to reetore
it; that the Legislature was then con¬
sidering a wise, jiut and humane sys¬
tem of l,tvs for the government and
protection of the freedmen, in all their
lights of person and property; and
that fheie was uo objection to the
adoption of the proposed amend me it
to the Federal Constitution, except an
apprehension that Congress might,
under the second section of that
amendment, late claim the right to legis¬
for the negro after slavery was
abolished. I likewise stated that no
official notice had ever been received,
by the Legislature, of the proposed
amendment to the Constitution of the
United States.
In reply to this dispatch, I received
the following telegram from the Sec¬
retary of State, dated
Washington, Nov. 0,1865.
To Hrt Excellency B, F. Perry, Provis¬
ional Governor oj South Carolina: .
“Your dispatch to the President, of
November 4ih, has been reoeived. He
is not entirely satisfied with the ex¬
planation it contains. He deems ordi¬ ne¬
cessary the passage of adequate
nances, declaring that all insurrec¬
tionary proceedings al in rhe State un¬
lawful aud void initio.
“Neither the Constitution nor by
laws direct official information to the
State* of amendments tp the Consti¬
tution submitted by Congress. Notice
of the amendment, by Congress, abol¬
ishing slavery was nevertheless sent
by the ^-ecretary of State, at the time,
t > the States which were then in com¬
munication with this Government.
Formal Notice will immediately be.
given to these Htates, which were thta
in insurrection.
The objection which’yon mention, to
the last clause of the Constitutional
amendment, is regarded as querulous
and unrassonablc, because that clause
is really restraining in its effects, in¬
stead of enlarging the puwer of Con¬
gress.
