City Taxes.
Probably- three-Tomths of the lax
payers of the city of Columbus have re¬
ceived within the last two days a notice
that their taxes must be paid by the
24th inst., or that execution would be
issued against their property. Not onc
third oi the parties thus notified are able
to respond. Many, very many, of the
parties tints threatened, are widows and
orphans, holding alone the Jot upon
which they reside, and who have been
living for months upon sugar cauo and
potatoes, with onc mealol meat a week,
to hoard up the money, which last
month they gave in part payment of the
demand of the city, to meet the extra*
j ’ ordinary taxation of two and a half real per |

NeW v 0 rk city pays, with its Central
park iu gre at water works, its army of

manage it. Why the occasion of our
city lax, and the peremptory demand
for it ? It is answered, to meet the city
indebtedness falling due in New York
in January, for railroad bonds and the
coupons attached, and to preserve the
city’s credit 1 The city could not bor
row a hundred dollars in New York to

Washington, December 19. — In
response to a letter proposing an educa¬
tional test after 1871, Senator Wilson
says the time is too soon, and if adopt¬
ed should apply only to those attaining
majority after 1871.
The Old and New School Presbyte¬
rians of Susquehannak and Luseirio
counties, Pennsylvania, have united on
the basis adopted by the Presbyterian
National Convention.
A bill was passed yesterday by the
House, supplementary to reconstruc¬
tion acts, was read twice and referred
to the Judiciary Committee.
Several memorials, regarding the
rights of American citizens abroad,
were presented.
Several speeches were made urging
immediate and vigorous action, to
which Sumner, Chairman of Commit¬
tee on Foreign Relations, replied that
the Committee could not be driven into
hasty action by temporary pressure.
Memorials were referred.
The Deficiency Bill from the House
came up and was debated at length,
with c*alls for ayes and uaya on minor
amendments, evidently with a view of
staving off'the cotton tax and anti-con¬
traction bills, until after the holidays.
Three amendments are pending on
the cotton tax and action to-morrow
hopeless. Doubts are expressed wlmth
er a quorum will be present to-morrow.
A letter was read from the Secretary
of Treasury, stating that the public ex¬
igencies would prevent the contraction
during this and next mouth, and iiSSU
rmg the Senate that no further contrac¬
tion would be made until Congress ex¬
pressed its view6. Adjourned.
Boyer offered a joint resolution thank¬
ing Geu. Hancock lor his support ot
civil law'. The Clerk was not permit¬
ted to conclude reading. A scout ot ob¬
jections arising lrom the Republican
side, and regular order ot business in

A bill for tiie relief of deserters came
up Amendment depriving deserters
to the enemy was adopted. The dis¬

gate military, thus reducing expenses.

The negro character was discussed at
length. Butler maintained that he was
a kind, amiable person, who would pro¬
tect himself when he had the ballot.
Lawrence moved that tho Conven

construction expenses, which the Chair¬
man ruled out of order. Bill passed—

President sent a message 1 to House
covering report of H. G. Sharp, sent m
last January, to investigate whether
citizens of the United States, implicated
in Lincoln’s assassination, were in Eu¬
rope. Sharp reports there are no legal
or reasonable grounds to warrant the
action of the Government against any
persons now in Europe.

debts contracted since 1860 for the pur¬
chase of slaves on tho ground that the
Convention has notlho power to impair
obligations of debts which must be

The report of the Committee on
Printing, giving the Convention’s print
ing to the proprietors of the New
Nation, was adopted.

to-day recommended the appointment

Buffalo, Dec. 19. —The Express
train on the Lake Shore road ran off the
track. The rear car went over a sixty
feet embankment and burned: Forty
