The people in erecting a Government
on public territory, with authority may

or property and a method of obtaining
just.ee with security.” But they cannot
go beyond, and adopt regulations not
essential to their own security, which
conflict with the rights of others, and
it they do. Congress cannot constitu
tionally sanction them.
