MEADOWS, FROST <& CO.’S REPORT.
Liverpool, October 9, 1868.
Per “Russia.”
The Money market has remained in a monotonous
position lor a long time; the fluctuations having been
so slight, it has been impossible to vary our report,
thus that of each week has been simply a repetition
of the preceding one. Capital, being still superabun
dant, proves that the energies of the commercial com
munity still lie comparatively dormant, and there is
unfortunately no immediate prospect of utilizing the
vast accumulation of idle money.
COTTON.
During the summer, we published our Cotton price
current only monthly, ou account of so .many ol our
friends having gone to places of recreation : the Cot
ton campaign having now commenced, it is our inten
tion to print it every fortnight; the Telegraph has ren
dered a weekly one unnecessary; we purpose however
to issue our Corn circular eve ry alternate week to ena
ble us to insert a Cotton report, if twe changes of the
market should justify one, thus occasionally, our
friends may receive details of the Cotton market for
three or four consecutive weeks.
It is usual to express an opinion at the commence
ment of a Cotton season: we shall however refrain
from doing so, as it is impossible to give one with any
degree of certainty, whilst the future is so obscured;
-and circumstances must arise, over which we have no
control, to excite or to depress prices: our market too
frequently changes capriciously—so lately as Off Sat
urday the 26th ultimo, New Orleans “Middling” was
sold at 9?£d. f*. lb; and on Monday the 5th instaut, it
was quoted at ll ? 4 d. c* lb, making a difference of l ' a d.
in nine days; since then, a retrograde movement has
had the ascendency and prices have yielded lb.
The Cotton market opened on Friday, the commence
ment of the official week, ending the 1st of October
with considerable despondency of tone, cinauattug
from a strong desire to realize, whilst the demand in
dicated want of confidence'; prices were easier: on

FOR BALTIMORE
A Letter from Mark Twain.
Judge Charles F. Cady hands us the fol
lowing characteristic epistle, received lately
from the lively Mark Twain.—St. Louis Times.
No. 146 Asylum Street, i
Hartford, October 5. f
Dear Judge: lam just starting away on a
trip up the mountains, and I snatch a moment
to apologize to you and.Hodnett for my lapse
of duty. You see I couldn't <lo it. I have
been on the wing ever since I left you—aud I
am at it yet. Tell H. I am on the war-path.
I am going after the person'who sent this dia
bolical “Question , in Moral Science,” as be
calls it, to be elucidated by me. Moral
science is my -bhst hold-, generally, but the
interrogatory is too many for me- , *I have not
sdlved it quite, but I suppose I could have
dope it if 1 had remained m my right mind.
You try it awhile. You are healthy.
“QUESTION IN MORAL SCIENCE.
“H a man were to signify however,
which he was not if he had the power, which
being denied him he will endeavor anyhow,
merely because he don’t would you ?”
v It mixes me, beyond expression. Because
sometimes I think he is, and, sometimes I
think lie .isduld, and then again.I think he
don’t. ‘ Other times I. think ,he dasn’t. Jnst
occasionally I think he did, but then I am
not certain;. : Indeed, lam not quite certain
on any count in this indictment—if it be an
indictment; and since it isn’t like anything
else.I can think ol it must be an indictment.
Bring powers of the legal mind to bear upon
it* 1
You treated me so hospitably when I was

HENRY BRIGHAM, Agent,
the sales reached 20,000 hales and prices gained ^d.(q>
^ ft; on Saturday, a further impulse was given
to business by the confirmation of unfavorable rumors
respecting the weather in some of the cotton sections,
and prices improved }±cL 7?. ft: Oh Monday morning,
there was considerable excitement, which caused hol
ders to place a higher value on their Cotton than was
justified; thus lid. ft was quoted for “Middling”
Uplands, but this figure was successfully resisted by
the buyers, who withdrew, and consequently gave a
quiet tone to business before its clof^e: ou Tuesday,
great disappointment was felt, when ii was discovered
that a retro gad u movement had set in, and that the
sales were of less proportions than those of tbo pre
ceding days: this unfavorable .and unexj*ected state
became fixed, and the quotations of American Cotton
were yesterday lowered *£d. "D lb from Monday,
though they show an improvement of ' a d. ft ft on
the quotations at the close of the previous week.
Egyptian has been in fair demand, which, however,
hftx been freely met. East India has changed hands
extensively, but, in sympathy with other descriptions
of Cotton, has lost half ot the advance it had gained.
The sales amounted to 96,010 bales, including 54,140
bales to the trade; 18,590 bales fin* export, and 23,280
bales on speculation.
To-day, the market is greatly depressed and prices
are very irregular; quotations therefore are not reli
able.
Manchester, October 6.
To-day, business seemed to bave collapsed, buyers
having stood so resolutely aloof: large transactions
had been previously entered, into, but at unremuner-
ating prices: spinners and manufacturers have found
it impossible to follow the advance of the raw ma
terial. - ■ t
Saturday, October 10.
Manchester Trade Report.—The f demand for
both Yarns and Cloths is so feeble that prices have not
qeen tested: a general concession would have been
readily submitted to for the purpose of effecting sales.
Complaints have been numerous and loud, and if no
thing arise soon to 'mitigate th» consequences of a'
losing business, there must be muck dissatisfaction
expressed.
