New York is just now ■ suffering from a
financial crisis. ,It appears, that a number of
capitalists have combined to produce a strin
gency in the'money market; and have locked
up about 510,000,000 of greenbacks in the
ranks of that city. New York is the great
•theuommand of the countrv at the present

strange that with the enormous amount of
green backs in circulation, a stringency could
be produced in that city by the locking tip of
only ten millions. The speculators who are
in this combination have chosen a very op
portune time for producing a stringency; just
when the banksare largely '.drawn:, upon, for'
.currency to send to the Sonth and West to
move the cotton and produce crops, and,
while the United States Treasury is selling'
§300,000 of gold daily for currency, thus
withdrawing from circulation for. the time
about $400,000 in greenbacks daily, or S4,-
000,000 for the'ten days during which it is
contemplated to sell gold. It is charged that
several of the New York city banks have
aided this combination of capitalists. The
resnlt of this movement has been that the
rate of interest has been run up from three
to seven, per. cent,, which is a heavy taxupon

Thus, a few individuals, by combining can
make money scarce, raise the rate of interest,
paralyze business, change values generally to
an enormous extent, bankrupt merchants and
create widespread trouble.
It is true, that in the hanks in Boston,
Philadelphia and other towns, the rate
of interest is not so high as at pres
ent in New York. They having" a sur
plus of loanable funds, have been send
ing money to New York to be loaned there.
Should tins be done to any considerable ex
tent, the stringency will be relieved and
interest will drop down to the old rate of
three to four per cent The feet that a few
capitalists, by combining and locking up the
comparatively small sum of ten millions of
currency, can produce a stringency like that
which New Yoykj is now experiencing; iff
causing, ^a pretty - wide-spread. .demaiid^fbr
more currency,'and it is likely a stroii{f effort
will be made to prevail upon Congress to au
thorize perhaps a hundred millions more.
The New York World states that the artificial
stringency in the money market is the en
grossing topic of discussion in financial cir
cles, and that the matter of locking up green
backs with the connivance of bank managers
has been presented jo the Secretary of the
Treasury in a letter'from - -Senator-Morgan,
and the action of Congress will be brought
to bear on it in the interests of the great
financial enterprises. The New York Express

“We are glad to learn that this tight money
business has been brought to the attention of
a large number of the members of Congress,
who have been passing through this and the
other Atlantic cities of late, and they have
made themselves acquainted with the" modus _
operandi of “locking up greenbacks. ” They
fully understand the important part which
some of the bank managers play in this busi
ness, and also have their names. Consider
able surprise is expressed at the absence of
the bank examiner at this critical time, and
his entire indifference in the matter. This
affair will be brought before Congress at the
Xrw Orleans, October 30.—Everything is
here to-day. Gen. Steadman last night
rrhlrew his resignation as Superintendent
of the Metropolitan Police, and continues at
•he head of the force.
To-day an injunction was taken in the Fifth
District Court by the Metropolitan Police
Commissioners, restraining the Mayor from
establishing a police -force, on the ground
hat it will bring about a collision.
Ike Republican of this evening has a lead
er mr-'-king strangely of an intention to have
heelectoral vote of this State thrown out by
Congress if possible. It advises the Repub
licans to vote wherever, they can, without
reasonable apprehension of being subject to
personal violence, bnt says: “We are certain"
that if every possible effort should be made
i: would be an impossibility to poll one-half
the real Bepnblican vote of the State." It

whole world. The ‘ following is the evan
gelical edict, with the signatures.attached:

vouchsafed by God, m answer to the united
supplications of His people, the Evangelical
Alliance cordially renew their invitation to
Christians throughout the world to observe a
Week of Prayer m January next.
Very gratifying reports have been received
of the observance of this annual-week of
prayer in different countries, still there is
reason to know that hr many towns and cities
of our own and foreign lands Christians have
not in this way been brongbt into sympathy
with the universal Church of Christ.’ The
Evangelical -Alliance, therefore, desirous of
manifesting the union of all true Christians,
and of extending the benefits which in va
rious ways have attended these annual as
semblies for united prayer, affectionately
call upon the children of God everywhere to
take counsel and to make arrangements for
observing it in their respective localities.
The Alliance feel assured that thereby the
hearts of Christians will be refreshed, and
the hands of those brethren strengthened
who m other places at home and abroadplead
before God for £he gifts of His grace and the
outstretching of .His arm to bless His church
and convert a perishing world.
Fellow Christians! Let us with one accord,

lege,—An attempt was made to fire Emory
and Henry College, Ya., on Saturday night
week. The report we have from the Abing
don Virginian is this : “ About seven o'clock
Saturday evening,; thei atadents repaired to
their society rooms for the purposes con
nected with the societies of the college, but
it appears tliat-one young man was detained
a few moments for some cause, and as he was
on his way to the room he discovered the fire.
The incendiary had split up * a piece of pine
plank and poured upon it a quantity of Kero
sene oil, aud had extended the train of oil
across the' College building.

crived here at one o’clock to-day, and was
ulcomed with an unparalleled demonstra-

This production of an artificial stringency
in the money market gives the innatiouiua h
veiy strong argument in favor of their posi
tion that the amount of currency at .present
in circulation is inadequate to meet the de
mands of the business of the country. The
Nfew York Herald asks what do the currency
doctors and contraction theorists think of
this state of things, when a lew individuals
can make a stingency and disturb the money
market by locking up only ten millions of
the circulation ? And. then answers .its ques
tion as fbtiows: - ' i.ti-
“Why, if their theories were carried put
and the currency contracted as they wishi a
few native or foreign speculators could throw
the Whole country into bankruptcy at any
time. The use or misuse of a few millions
might make a difference of many hundreds
of millions in the value of property and se
curities.' We want An ample currency and
one that is convertible—a currency that can
not be locked np by speculators or drained
-by foreigners. We’ want a money system of
our own, under' whieh the - people may. be
secure against native speculators or foreign
capitalists, f Can we not reach that This is
one- of the greatest problems of the time.
