The Washington correspondent of the Balti
more Gafeile writes under date of; October 28:
Notwithstanding the unparalleled boastings
are determined to recognize only the old es
tablished lawful ballot-box. The Chronicle
warns its readers that “no man oraet of men
have the right toincrease the number of bal
lot-boxes, or change the manner of holding
the election ' except by legislative en
actment,”. and declares that “the;-Express
