The arrangements for the annual parade
and contest of the Savannah Fire Depart
ment. which will take place on the 9th of
next month, have not been fully per
fected. but it Is understood will
be during the coming week.
During the past week the Bartow
and the Washington steam fire engines
were tested, and Col. A. N. Miller, super
intendent of the water works, was se
lectinl to act as steamers’ judge on the
day of the parade. The other judges have
not been named.
As already announced, the contests will
tak*- place "on South Broad street alter
the parade, when the companies will be
■.tationed as follows: The engine at the
plug on South Broad street between Bull
and Drayton: the reel to start from Presi
dent street, run up Drayton to South
Bn ad. attach to engine, lay out 100 feet
of hose and play water 150 feet from noz
zle by steam, the tire in the engine to be
lighted as soon as the signal is given for
the reel to start. In the reel and steamer
contest no cozzle under one inch is to be
used.
In the parade the several eompani s

Br..ad street, in front of Fireman’s Hall,
and move off at, 2:30 sharp down tkiuth

Board of Aldermen. After the inspection
the lin- will form and proceed up Bay to
W.- Broad, thence to South Broad, and

Tic- Werner Hook and Ladder Company
will shortly begin practice for the con
t- -.t which is to take place between tbe
respective detachments. The Wavers
will receive Ocmulgee No. 3 Company,
of Macon, who were to have been their
guests last year, but who were prevented
from coming. The Oemulgees will bring
their hose-reel and twenty men, but will
not participate in any of tbe contests.
-There is a strong bond of feeling between
the Wavers and Oemulges-s, which was
fostered upon tie* occasion of the tourna
ment last month, and the visitors are
assured of a reception and entertainment
la-littiiig them. No programme has yet
Is-en arranged, but an excursion down the
river will probably be one of its features.
All the paid members of the depart
ment received their new uniforms last
Saturday. It consists of dark blue sack
roat and vest and pants of the regulation
pattern, with cap. The cap, coat and
vest arc ornamented with gilt buttons
bearing tbe initials of the department,
-•s. F. I>.” A few days ago two new fire
alarm boxes of the last improved non-in
terference patterns were located in the
Southern portion of the city—box No. 45.
on the corner of Montgomery and Duffv
streets, and No. 46, at the corner of
Price and Huntingdon streets. Each of
these boxes cost $125. The idea of tbe
non-interference patent is that if an
alarm is being sounded from these boxes
no alarm lrom a box bearing a different
number can b- sounded until the number
from the non-interference box has been
fully repeated by the fire alarm bells and
gongs. B-sides, il an alarm is being
giv.-n from other boxes in th- city
neither of the non-interferec-e
boxes can be made to give an alarm until
the number of the box first op- ned has
n sounded. Hence a mixed alarm i
impossible.
To-day 1.000 feet of new rubber hose will
U- placed in service, and in a day or two
several hundred feet of hose will be fur
nished the Protection Hose Company, on
Henry street, between Whitaker and
Bull "streets. The improvements which
have been made in the department

in the overhauling of the apparatus and
the addition of th® latest irnprovemen’s
to tbe engine houses with the reorgan
izing of the d-'-partment. has mail- it one

Although a great many repairs have
already been made upon the engines and
apparatus, a great deal yet remains to lie

new boilers in all of the engines, in
two of them anyway, and when this is
done their effectiveness will lie increased
and the danger of a serious break, with

Elmira. N. Y.. was in the city last week
i and made proposals for the replacing of

The Fourteenth Anniversary or Its
Adoption to he Celebrated by the Col
ored Military To-day.
The fourteenth anniversary of the adop
tion of the fllteenth amemlment to the
constitution will l>e celebrated to-day by
the colored military of Savannah, with
five visiting companies from South
Carolina. A parade will be made
through the principal streets of the city,
and at the Park extension, under com
inanrt of Major John 11. Deveattx, of the
Volunteer Guards of Georgia Battalion.
The visiting companies consisting
of the Attucks Guards and Ran
dolph Light Infantry of Charles
ton. and the- Sumner Light Infantry and
the Attucks Cadets, of Beaufort, accom
panied by a large number of colored peo
ple. arrived in the city last night on the
Charleston train, and were received at
the depot by the Georgia Artillery, the
Georgia Cadets and the Savannah and
the < batham Light Infantry. The Sum
ner Light Infantry were escorted by the
Georgia Artillery, who will entertain
them while in the city. The
Attacks Cadets arc the guests
of the (ieorgia Cadets. The
Randolph Light Infantry were taken in
charge by the Savannah Light Infantry,
while the Chatham Light Infantry will do
the honors for the Attucks Guards.
These military organizations, composed
ol 11 companies of infantrv.one of artillery
and one of cavalry, will" form on South
Broad street, with the right resting on
Habersham street, at !>:3O o’clock this
morning. The Volunteer Guards of Georgia
Battalion.composed of t>companies,will be
formed on the extreme right. The visiting
military, w ith the Georgia Artillery and
the Savannah Hussars, will complete the
formation. The parade will then take
place through the streets, and after a
dress parade at the parade ground, will
return to South Broad street and be dis
missed. The celebration will l>e concluded
bv a ball and other entertainments given
in honor of the visiting military.
DROWNED IN THE KITES.
A Fireman on the Steamer David Clark
Falls lrom the Deck and Is I.ogt in the
Waters.
Yesterday morning, about half-past 8
o’clock, a negro named Philip Wingfield,
one of the firemen of the steamer David
Clark, was sitting on the forward rail of
the hurricane deck, and, losing his bal
ance. fell headforemost into the river be
tween the wharf and the boat, which was
lying at the foot of Lincoln street. Ned
Walker, another fireman, ran to the
paddle box and got down on the wheel of
the boat, hoping to catch the unfortunate
' man when he came to the surface
of the water, but be did not come to the
top until he had passed some ten teet clear
of the boat, when he immediately sank
again. All the hands of the steamer made
an unavailing search for the body of the
missing fireman, and as it had not risen
up to dark last night it is supposed to
have lodged beneath the steamer City of
Bridgeton, which was lying at her wharf
a short distance below the David Clark.
Wingfield was about 4."> years old and
was formerly from Augusta, where he was
at one time married. His wife died a few
years ago, leaving no children. He had
been in the employ of the steamboat com
pany a little over a year, and the officers
of the David Clark speak in the highest
terms of his fidelity and of his qualifica
tions as a fireman.
COLORED EXCURSIONISTS.
The Anniversary of the Baptist Church
at Abercorn.
Yesterday morning, about 9:30 o’clock,
the steamer David Clark left her wharf,
foot of Lincoln street, with an excursion
party of about three hundred colored
l>eople to celebrate the anniversary of the
Baptist Church at Abercorn; about 18
miles up the Savannah river. The excur
sionists were in charge of Rev. U. L.
Houston, pastor of the First Bryan Bap
tist Church, who preached the anniver
sary sermon in the church at that point.
The rest of the day was spent
In the grove near the church, and the
party returned to the city just before
dark". The officers of the boat say that it
was one of the most orderly excursion
parties that has ever been on the boat, and
that nothing occurred to mar the religious
pleasure of the day.
In the run upon the Southern Bank
on Saturday Mrs. Hennessey was an
nounced as withdrawing her money,
amounting to SSOO. The Morning News
is requested to state that this is neither
Mrs. John Hennessey nor Mrs, C. Hennes
sey.

tion in business tbe jewelry trade has to

RAILROAD RCMBLING*.

The Bartow branch railroad will be
completed in a short time.
The Florida Railway and Navigation
Company have reduced the local passen
ger rate to 1 cent per mile.
Local warehouses for the S., F. and W.
and the F., R. and N. Railways are being
constructed at the depot grounds at
Gainesville.
It is said that tbe citizens of Luthers
ville, Ga., are discussing a railroad sur
vey to Puckett’s station. They hope to
be’able to run a branch road to the station
at an early day.
The Florida Railway and Navigation
Companv has just made a contract with a
New York firm for 50.000 tons of sixtv
pounds steel rails, the same to be delivered
at Fernandina within six months. This
rail is to be used in relaying the entire sys
tem of roads and in the construction of
new roads, one of which, it is said, w ill
run to Charlotte Harbor. The 50,000 tons
will comprise 560 miles of rail.
Last Saturday the cars were running a
mile from Chipley on the Greenville ex
tension. The engine is used for hauling
Iron and cross-ties and perhaps in tilling.
One hundred and forty-eight hands were
at work. The number is to tie increased
until the work is completed to Greenville.
The Wrriieethrr Vindicator says: “we
understand that the arbitrators have
awarded damages to the owners of land
for the right of way for the railroad from
Chiplev to Sulphur Springs to the amount
of $1,075.”

RESOLUTION ADOPTED IS COUNCIL MAY 7, 1981.
By Alderman Thomas—
Whereas. Council did on the 2)th day of
February, lsß4, by section 4 of the ordinance
passed that day" to determine the value of
real estate, ordain that no buildings or re
pairs to the amount of SIOO should be made
until permit should lie obtained from Clerk of
Council: and whereas, property south of
Anderson street is exempt from taxation,
and people owning or improving
such property may think that tilt
repair or " improvement of such
land may not . be regulated
by said ordinance; and whereas, it is of the
utmost importance that a correct record of
dates should lie kept of all buildings erected
in said extended limits; therefore, tie it

rity of Savannah, That the Clerk of Council
be instructed to publish section 4 of said ordi
nance calling attention to the same, and that
it includes that portion of ttie city south of
Anderson street, and that its provisions will
be enforced in all parts of the city.

SEC 4. Awl it is hereby further ordeained by
thnaxtihority aforesaid, That from and after
the passing of thisordinanee all persons build
ing any house or making repairs, amounting
in value to one hundred dollars ($100), to any
house in said city, shall take out a permit
from the office of the Clerk of Council before
any building or repairing is begun. For such
permit no fee shall be paid, and any person
who shall violate the provisions of this sec
tion of .his ordinance shall on conviction
thereof in the Rolice Court be fined in a sum
not exceeding twenty-five dollars, jn the dis
cretion of the court.”
SEC. 5. And it is further ordained by the au
thority aforesaid. That all ordinances or parts
of ordinances conflicting with this ordinance
are hereby repealed in so far as they so con
flict.
