Accounts from Santa Marina state, that a proc
lamation had been issued at that place directing
ait Britis.i subjects to leave it in the course of'fif
teen days from tne 12th of this month. This
measure was considered a most extraordinary one,
alter the assistance rendered Spain by Great Bri
tain, in an arduous contest to compel the French
to leave their territory.
A report was propagated at Santa Martha, on
the arrival of the late post from Santa Fe, slating
that Great Britain inlchded furnishing vcssiis for
the purpose of conveying 20,000 men to Buenos
Ayres, and other ports in South-America, to as
sist in quelling the independents, and that sne
had also promised that she would entirely clear
the seas of independent privateers.
From tne neutrality ah along observed by the
British government in tne dispute between Spain
and her colonies, the incorrectness of the above
report will appear evident.
The ship Louisa, captain Aimaida, of 16 guns
and 100 men, under the republican coiors oi
Buenos Ayres, from the capes of Virginia, going
round cape Horn on a cruize, was spoken witn
on the loth August, fat. 24, so, long. 00.
By the Florida we learn that the schooner El
Carmon, whicn sailed from this port tor Santa
Martha, under convoy of nis majesty’s liigate
Sybeilc, has been seized at a port about tweive
miles to leeward of her destination, for landing
rum, and suit to Santa Maltha, where sne was
condemned, and the captain ordered to be snot.
Lieutenant colonel Francisco, aid-de-camp to
geneial Moriiio, came passenger in tiie Fioiida.

Mr. Gallatin has written from Paris to a friend

DARIEN BANK.
The subscription book for die stoca of this institution
alloted to Darien was opened on Friday las., and in less
than five minutes, applications to tne amount otoue Hun
dred and ninety thousand dollars were made —ex-
ceeding the stock allowed by the legislature, forty thou
sand dollars.
NEW MAIL ARRANGEMENT.
The mail now goes direct from Darien up the banks
•f the Alatamaiia, by the way of Montgoin ry Court
house to Milledgeville, weekly. It arrives m tins city
every Sunday evening and departs the morning tol
lowing at eight o’clock. The postmaster-general lias
established a post-office at Mrs. Bagg’s, about thirty
five miles hence, and appointed 11. F. Hose to con
duct it.

Geytlemen—l am happy to have it in my power to
, say something in favor of Iloboy bar, which 1 heard
much cried down. My ship, the Lord Wellington,
drawing upwards-df thirteen feet, came over at halt tide
! to the southward of the best water on the bar, on ac
count of the shyness of the wind, when we found no
thing under quarter less three. Immediately inside of
this excellent bar, ! found myself at safe anchorage in
six fathom's, and plenty of room to ride and good ground.
I have seen vaptaiu Wilson’s report of the above bar,
and perfectly agree witli him ill it. Much praise is
due to the pilots, who hoarded me several miles from

SUMMARY.
We learn with regret that, on the evening of the 27th
lilt, a gale of wind did considerable injury to the ship
pin;*; in Savannah harbor. An Augusta boat, laden with
cotton, sunk, and several row-boats were lost in the
river or dashed to pieces against the wharves and ves
sels. On the morning of that day, an Augusta boat,
containing spin.s and sugar to a large amount, filled,
with water, by get ing fastened under the projection of
a wharf, while the tide was flowing. Next day, the

Mr. T. Hamilton declines being a candidate for the
vacancy m congress, occasioned by the election of Mr.
Forsyth to the senate.
It was reported a. Washington City, 14th ult. that the
postmaster-general was about to direct the postmasters ,

* Steam-Frigate. —The navv commissioners have con
tracted with the proprietors of the Columbian Founde
rs in Ncw-Yor for the engine ami machinery of anew
steam frigate. The m ulelof the vessel is entirely dis-
I ferent from the Futon battery, and will possess all die
qualities of ordinary ships of war.
Advices from Havana are to the 9th ult. The troops

The voltage in France is represented as having been
very abunuan . Brandy, fourth proof, was selling at
one dollar per gallon, and expected down to ninety
cents. The grain harvest has been rattier deficient;
and, it was believed, ttint beaus, peas, rye flour and rice
would command good prices.

lit] Last Night’s Mail.
No wes'erii papers were received, last night, at the
- post-office in Darien. The non-arrival of that excellent
paper, the- Georgia Journal, whenever it occurs, is sure
o be regretted by our citizens, but the present failure
is doubly felt, from the Darien Bank charter not hav
* jug appeared in the Journal of the 22d, and every per
- syn implicitly believing >t would come in that of the
• 28th; winch, together with the other western papers
now due must he detained by an error in some post
office or accident to the driver.
7he treaty, we this day publish, by authority, is that
which was concluded at Madrid, 1862, but the ratifica
tion ot wind), by Spain, lias been withheld until gpcent
ly.
This treaty provides for the settlement, by the arbi
tration of commissioners, and m the most unexception
able manner, of all claims prior to the year 1802, of the
citizens of Spain and of the United States, respectively,
for losses sustained by the depredations of citizens of
tiie two governments, prior to the year 1802.
The claims for spoliations by French privateers car
rying their prizes into the ports of Spain, during the
same period, and which have been ever since the sub
ject of negotiation, are not provided for. They are,
liow ever, expressly reserved, and the existence of the

Public Lands.— By a report from the land office, in
pursuance of a resolution of the house of representa
tives, it appears that the amount due to the United
States for purchases of public lands northwest of the
r vet- Ohio, .s 7,296,489 dollars. The lajtds sold prior
to he year lul2, have been paid for, or have reverted
to the l nued States, because the period of original cre
dit, and the extortion of time for payment, (three
years) have expired. The whole amount of sales dur
ing the intermediate period have been 14,447,675;
and here liavi been received, by the United States,
8,615,655 dollars.— ib.
Os the diplomatic corps abroad, it appears that no
less than three of its members are expected shortly to
rerttirn to the United States; namely, Mr. Gallatin from
France; Mr. Erving from Spain, and Mr. Sumpter from
Rio Jane to. Hr. Forsyth is spoken of as likely to fill
the p'Jee <>l ~*. Erving, and Mr. John Graham that of
Mi. “'i*i nter; but no conjecture is yet afloat as to the

’ Extract to the editor of the Baltimore Patriot, dated
U ‘ashington, December 19.
Although I have no access to the back stairs, to use an
j old phrase, yet 1 can assure you, and you may rely up-
I on its truth, that government are in possession of com
munications from the United States’ agent at Venezue
la, not the ino*t flattering to the patriots. The agent
lias protested in strong terms against the paper blockade
of that government. General Bolivar justifies it by the
precedent furnished by Great Britain, in the late war
with Napoleon, and calls it a retaliation for the former
blockade of the royalist general Moriiio at Cartliagfcua,
and refuses to relinquish it. Admiral Brion says Unit
the British send an armed force to demand restitution—
the Americans only remonstrate; and that it is of no use
to lake any more British vessels who break the block
ade, but that the Amerschns are lair game, because they
only talk and write.’ in consequence of this menacing
lone, 1 have good reason to believe that the president
will order some of our frigates on that station, not only
to correct this language, but the course of proceeding
of Ansmendi’s court of admiralty. I'lie government
has been at groat pains and expense to obtain general
anJ correct nlormation of the South American provin
ces—they have wliat they have sought for in abundance;
and will act accordingly. More anon.

Tut, Spa visa Maine.—A letter from st. Thomas ot
the 24th of November mentions, Utai, on the Ist oi No
vember, the royalists were in possession of Barcelona,
Cuinana, Valencia, Victoria, Uaraccus, caginra, and Por
toCavello; and that all uie ports to the cast of Cuinana,
were held by the patriots.
Another letter oi the 2oth of November, says, “It is be
lieved by some here, that the report ot the arrival of
Lord Cochrane at Margaretta, is altogether a fabrication
to excite tiie fears of tue ro) alisls.”
Captain Briggs, f the schooner Mary-Ann, from Prin
cipe, Cuba, arrived at New-Yorkon the 18tn instant, in
forms, that wiule lying at port in September last, a small
squadron of privateers, supposed .u he commanded oy
captain Dotier, took possession of the place, and in their
indiscriminate plunder of the stores, carried off his car
go, 65 nail Darrell of flour, 3 barrels beef, 5 barrels her
rings, o half barrels beef, 2 boxes looking glosses mark
ed Bl), 1 box muskets, 5 boxes hats marked DU, 4 casks
wine, and other small articles; and although he after
wards had an interview with the commander, and clearly
shewed it to be American property, lie could get no pay
for it, nor any part of it restored.

Upon the petition of James Calder, stating that
Russell Fowler is indebted tollman the sum of nine hun
dred dollars by his two several bonds, drawn by the said
Russell Fowler, amounting to nine hundred dollars, and
that to secure the payment of the same, the said Russell
Fowler did, on the seventh day of July, one thousand
eight hundred and twelve, mortgage all that tract of land
granted to James Calder for three hundred and fifty
acres, dated the 29th day of November, 1818, secretary’s
office, in book E. E. E E. E. folio 538, dated the 30ih
day of November, 1803, situate, lying and being in the
county of M’lntosh, bounded northw estwardly by Rob
ert C aider's, southeastwardly by Sspelo creek, south
westwardly by Miller’s, and northeastwardly by Da\ id
Gerald’s land.
Disordered, That the said Russell Fowler do pay into
court the principal and interest due on the said two sev
eral bonds, within twelve months from the dale hereof,
otherwise the equity of the redemption of the said mort
gaged premises will he foreclosed — and it is ordered,
That this rule lie published once a month for twelve
mouths in one of the public gazette of this state, or serv
ed on the mortgage within six months from this date.
