A Proclamation.
WHEREAS the Honorable the Execu
tive Council, by their vote of the
fifteenth inft#<t, ordered and requeued in the
lollowing words.
In COUNCIL, May 14, 1789.
It was mo ved by Mr. Weed, seconded by Mr.
Lyman, that agreeably to ihe powers vefled in
this Board by the Confutation lately adopted
and ratified by the State Con vention.
Ordered, That the Superior Courts be held
in each county in the rotation pointed out by the
laws and extJUng Conjhtution of the fate, the
jhcji to commence at Savannah for the county of
Chatham , on the JirJl Monday in July next.
And that his Honor the Governor be rtqueflcd to
notify the fame by Proclamation. ,

In obedience, therefore, to the said vote, and
by and with the advice of the said Honorable
Executive Council, I hereby issue this Procla
mation, notifying the fame to the people at
large ; to his Honor the Chief-Juftice, the Ho
norable the Aftiftant and other Justices of the
several counties, and to the Honorable the
Attorney-General; to all suiters, witnefles,
and the keepers of tcftimonials; to persons
charged with.crimes, in jail, or on recogni
zance ; and to all whomsoever the fame may
in any wife concern, x .
GIVEN under my Hand, and the Great
Seal of the said State, in the Council
Chamber, at Augusta, this sixteenth
day of May, in the Year of our Lord,
one thousand, seven hundred and
eighty-nine» .and of our Sovereignty
and Independence the thirteenth.

If the Speaker doubts, or a divi/lon he
called for, the House thall divide, those
the affirmative going to the Tight, and those
ituhe negative to the left of the Chair ; if the
Speaker dill doubts, or a count be required,
the Speaker (hall name two Memhers, one
from each tide, to tell the numbers in the af*
firmative, which being reported, Ije thall
then name two others,-one from each fide,
to tell those in the negative ; which being al
so reported, he Hull rife and state the decifioti
to the House.
The Speaker ftiall appoint Committees, un
leift it be determined by the House that the
Committee flialf consist of more than three
Members, »n which case the appointment

In all cases of ballot by the House, the

vote, unless the Hcfufe be equally divided, or
unless his vote, if given to the minority, will
make the d>v;fion be equal, and in case of

When the House adjourn;, the Member* •

Secondly— o/ Decorum avd Debate.
When any Member is about to speak in
debate, or deliver any matter to the Houle,
be fliail rife from his feat, and lefpeftfully

If any Member, in speaking or otherwise

ftiall, or any member may call to order; m
which case the Member called to order ft,all

When two or more Members happen to

Chair.
