BE it enabled by the Senate and Hcufe of
Reprefe>.tativts of the United States of
America , in Congre/s ajftmbled , That in addi
tion to the. balance unexpended, of the sum
of twenty thousand dollars, appropriated by
the aft entitled, “ An aft providing for the
expences which may attend neg c atious or
treaties with the Indian Trues, and the ap
pointment of Commiflioners for managing the
lame,” a farther sum, not exceeding twenty
thousand dollars, anting from' the duties on
imports and tonnage, ihall be, and the lame
is hereby appropriated for defraying the ex
peuces of negotiating, and holding a treaty
or treaties, and for promoting a friendly iu
tercoutfe, and prefeiviug peace with the In
dian Tribes. '

BE it enaJted by the Senate and liouft of
Representatives of the United States of

son .ball be permitted to carry on afly trade
or intercourse with the Indian tribes, without
a licence for that purpose, under the hand and
Teal of the Superintendent of the Department,

United States ihall appoint for that p irpofe}

pointed, Ihall, on application, Blue such li
cence to- any proper person, who llud) enter
into bond with one or more fuietics, approv
ed of by the Superintendant, or person iiliiing
such licence, or by the Prclident of the Unit
ed States, in the penal sum of one thousand
dollats, payable to the Prefideut of the Unit
ed States for the time being, for the use of the
Uuued States, conditioned for the true and
faithful observance of such rules, regulations
and reftriftions, as now are, or hereafter ihall
be made for the government of trade and in
teccourfe with the Indian tribes. The said
Superintendants, 'and persons by them li
cenced as afurefaid, Ihall be governed in all
things touchmg the said trade and intercourse
by such rules and regulations as the PrefiJent
(hall preferibe. And no other person (hall be
permitied to carty on any Trade or'intercourfe
with the Indians without such licence asafote
faid. No licence Ihall be granted for a longer
term than two years. Provided nevtrtheltfs ,
That the Pfefident may'make such order re
fpeftiug the tribes surrounded in their feule
ments by the citizens of the United States, as
to secure an intercom fe without licence, if
be may deem it proper.
And be it further enaAtd, That the Super

from whom such licence ihall have been re
called, has not offended agaiuft any of the
proviftoiiH of this aft, or the regulations pre
ferred for the trade and intercodffe with the

And be it further ena3ed % That every per
son who shall attempt to trade with the Indian
tribes, or be found in the Indian country with
such merchandize in. his pdffeflicn as are ufual*
ly vended to the Indians, without a licence

ed, and being thereof convffted in any court
proper to try the fame, thall forfeit all the
merchandize so offered for tale to the Indian
tribes, or so found in the Indian country,.
which forfeiture shall be, one half to tne be
nefit of the person prosecuting, and the other
half to the benefit of the UniteJ chares.
And be it ehaetta ana declared, That nofalc
of lands made by auy Indians, or any uatiou
dr tribe of Indians within the United Stages,
shall be valid to any person or' persons, er to
any Hate, whether having the right of pie
emption to such lands or not, uulefs the fame

lic treaty, held under the authority oi ihc
United States.
