HOUSE of REPRESENTATIVES,
Ai'gujia t Monday , November I, 1790.
AT a General AfTembly, begun and held
at the town of Augusta, the following
pcrlon6, returned Members for the Houle of
Representatives, attended, viz.
Mr. Seaborn Jones, Mr. Lyman, Mr.
Wylly, Mr. Sullivan and Mr. Waidburger;
a nd being qualified before Mr. Brownfon, a
justice of the Peace for the county of Effing
ham, took their feats:
The Members adjourned till 4 o’clock.
The qualified Members met.
Mr. Houftouu, Mr. Habeiftiam, Mr. King,
Mr. Taliaferro, Mr. Abercrombie and Mr.
Daniell, attended; and being qualified before
"Thomas Watkins, Esq. a Jullice of the Peace
for the county of Richmond, took their feats.
The Members adjourned till to-morrow
morning, 10 o’clock.
Tuejday, November 2.
. The Members aflembled.
Mr. Sims and Mr. Ellis attended ; and
being qualified before Thomas Watkins, Esq.
Justice of the Peace for the county of Rich
mond, took theii feats.
Mr. Hardiu, Mr. Franklin, Members from
Franklin ; Mr. Wood, a member for Wath
ington; Mr. Miliedgc and Mr. Tatnall,
members from Chatham i Mr. Moore, a
member for Wilkes; Mr. Gignilliat, Mr.
MMntolh, and Mr. O’Neal, members for
the county of Liberty; Mr. Andrews, a
member for the county of Richmond; and Mr.
James jones, a member from Burke county,
attended, and being qualified, took their feats.
Mr. Clayton, a justice of the Peace for the
county of Richmond, attended the House,
and adminifteied to the members of the House
of the Representatives, the oath to support
the Conflitution of the United States.
The members proceeded to ballot for a
Speaker ; and the ballots being taken and ex
amined, it appeared that Joleph Haberlham,
Esq. was appointed } he was conducted to the
Chair accoidiDgly.
The House proceeded to the appointment
of a Clerk, when James M. Simmons was
appointed.
Rtjolved, That Robert Harvey be appoint
ed door-keeper to this House.
Ordered, That Mr. james jones and Mr.
Daniell, be appointed a committee to attend >
the Senate, and iuform them, that this House 1
is now convened and ready to proceed to
business. , , ,

tary, Mr. Watkins.
Mr. Speaker,
The Senate have appointed Mr. Stephens
and Mr. Fowell, a committee to join any
committee to be appointed by the House of
Reprefeutatives, to inform his Excellency
the Governor, that the General Aikmbiy is
now formed and teady to proceed on public
business. And he withdrew.
The House took up the mefi'age; and hav
ing concurred therein, appointed Mr. Wald
burgei and Mr. Lynun on the part of the
House cf Representatives.
Re olved , Thai a committee on Petitions be
appointed; and that Mr. Giguilliat, Mr.
Milledge, Mr. LyiTtan, Mr. James Jones,
Mr. Sjms, Mr. Moore, Mr. Wood, Mr.
Abercrombie and Mr, Hardin, be that com
mittee.
The House adjourned till to-morrow
morning, 10 o’clock.

Mr. James jones, irom the committee ap
pointed to prepare such Handing rules or or
ders as may be proper to be oblcrved in this
House, teporicd a draft of the fame, which
he read in his place, and afterwards delivered
in.
And the said report being again read and
amended, was agreed to by the Houle.
A n.cilage from his Exceiicncy the Gover
nor, by Mr. Secretary Meriwether, was re
ceived and read.
Ordirtd , That the lame do lie on the table.
On motion by Mr. James jone9,
Ordcndy That leave be given to prepare te
bring in a “ bill to clear Brier creek from
Walker’s bridge to the mouth thereofand
that Mr. james joue3, Mr. Wylly and Mr.
Eilis, do prepare and brmg in the fame.
Mr. Seaborn jones presented a petition
from Mcfl'. White and Robertson, and others,
which was received aud lead, and ordered
to be referred to the committee on petitions.
Mr. Scabotn jones presented a petition
from Joseph Mock, which was received and
read.
That the fame be leferred to the
committee on petitions.
Mr. Milledge presented a petition from
Joseph Day, which was received and read, aud
1 ordered to be referred to the committee on
1 petitions.
Mr Waldburger presented a petition from
George Baillie, jun. adminiftracor of Robert
Batlhe, Esq. deceased, which was received
and read, and ordered to be referred to the
committee on petitions.
Mr. Sullivan preleuted a petition from a
number of perfous whole names are thereunto
fubferibed, from Wilkes coumy, which was
received and read, aud ordered to be rcicr
red to the members from Wilkes.
Mr. Sullivan prelected a petition from a
number of the iiihabitauu of Wilke*, iu the
fora* wf Broad river and Savauuah, which was
received and read, and ordered to be refer
red to the committee on petitions.

Mr. James jones gave notice, that he in
tended to move for leave to bring in a bill to
revise and amend the judiciary Act, And
a!fo, for leave to bring in a bill for redeeming
the funded aud audited certificates iflued on
the faith and credit of this (late, and for other
purposes therein mentioned to-morrow.
Mr. Morrison, a member returned for the
county of Burke attended, and being qualified
by the Speeker, took his feat j be also toofr
and fubferibed the oath tofupport the Federal
Conllitution.
Re/olvedy That a special committee be ap
pointed on petitions presented to former
Legillatures, and which have not been decid
ed on ; and that Mr. Waldburger, Mr. Mor
rison aud Mr. Daniell, be that committee.
Mr. Moore presented a petition from 1
number of the inhabitants of Richmond and
Wilkes, which was received and read.
Orderedy That the fame be referred to tbc
committee on petitions.
Mr. King informed the House, that he in
tended to move lor leave to-morrow to bring
in a bill to amend the tobacco law.

I am direded by the Senate to inform the
House of Representatives, that they havepaf
fed the following resolutions, viz.
Re/olvedy That the Attorney and Solicitor
General be direded and required to defend all
adioua that may be brought in any of the
Courts within this (late, for the recovery of
property that may have been fold under the
Ad of Confifcation, palled the 4th day of
May, 17 8a i and that they be levctally fur
niflied with copieß of this resolution.
Re,olvedy That the Tieafurer deduft from
the bond of Samuel St irk, the full amount of
sales of thirty-five acres of land, which was
recovered by Hampton Lillibridge, by ejed
meut on the nth May, 1789, io (oon as the
amount thereof (hall be nude mauifeft by *
certificate from the Auditor*
Re/olvedy That the Tieaftfrer do receive
from the Clerks of the several Courts of this
(late, such mouies as may have been respec
tively by them rece ved for adions brought
previoufc to the 14th of Augult lait, any tc
lolutiou to the contrary notwithstanding.
To which resolutions they do rielire the
concurrence of the House of Representatives.
The House proceeded to take up the said
mellage ; and concur ted in the firft resolution,
referred the second and fourth to tl»e commit
tee on petitions, and the third to a special
committee, confiding of Me. Sullivan, Mr.
Seaborn jones and Mr. Abercrombie.
