A Proclamation.

county, did, on the night of the 26th
ultimo, make his escape therefrom—
-1 have therefore thought fit, to iflue
this my Proclamation, offering a Reward
of ONE HUNDRED DOLLARS to
any person or persons who will apprehend
the f?id James Bridges, and him lately
lodge in fomefecurc jail in this state.
And I do hereby charge and require
all officers, civil and military, belonging
to this state, to be aiding and aflilting in
apprehending and securing the (aid offender
so that he may be brought, by a due course
of law, to answer to the charge alledged
againil him.
Given under my hand and the great
fcal of the State y at the State House
in Louisville, this sixteenth
day of June, in the year of our
Lord one thousand eight hundred and
three, and of the Independence of the

sixth of December, one thousand eight
hundred and two.

AN ACT more ejfcfl unity to provide for
the organization of the militia of the
dfiriti of Columbia .
Sec. 20. And be it further enafiedy
That the following forfeitures and penal
j ties (hall be incurred for delinquencies,
viz. By a lieutenant colonel command
ant or commanding officer of a legion,
for failing to take an oath to summon any
court or hoard,, or failing I *© give notice
of a brigade, legionary or battalion mu.
fter ; to report delinquencies, to make
return of his legion, (hall for each, and
every such offence or negleft, forfeit and
pay a sum not exceeding seventy dollars;
for failing to fend into service any militia
legally called for, three hundred dollars.
By a major, for failing to take an oath,
to attend any court or hoard, to give
notice of any brigade, legionary, or bat
talion mutter, to examine his battalion,
to report delinquencies, or to make any
return, he fhalPforfeit and pay for each
1 offence and negleft, a sum not exceeding
! thirty dollars; for failing to call forth
his battalion with due dispatch, any de
tachment of men or officers as (hall be
required from time to time by the com-'
manding officer of his legion, or any call
from the Prefidcnt of the United States*
one hundred and fifty dollars. By a cap
tain, for failing to take an oath, to at
■ tend any court, to enrol bis men* to
| give notice of a brigade, legionary or
battalion mutter, to attend any mutter
1 armed, to caufc his-roll to be called, ex
amine his company and report delinquen
cies, or to allot his company into divi
sions, from one to ten, for a regular ro

fifty dollars, to be adjudged of and de
termined by the refpeftive legionary
i courts of enquiry. By a non-Commif
: fioned officer or foldicr, for failing to re
pair to his rendezvous when ordered upon
any call from the Prefidcnt, he (ball for
feit and pay a sum not exceeding fifty
dollars, to be adjudged of and determin
ed by the refp"Ctive battalion courts of
enquiry, and moreover (hall be enrolled
in the class dettined to perform the next

mentioned, (hail be fubjed to he arretted,
tried, cenfurcd, or ca(hiered, at the dif
crction of the battalion courts of enquiry.
Any non-commiffioncd officer or foldicc
failing to attend at his brigade, legiona
ry, battalion, or company mutter, armed
and equipped as the law direds, (hall
forfeit and pay a sum not left than ft
venty.five cents, nor more than five dol
lars, at tiie diferetion of the battalion
courts of enquiry. If any non-commiC
fioned officer or private (hall be returned
as a delinquent in not appearing, armed
and accoutred as the law direds, the
court of enquiry before whom the fame
(ball be tried, may, if it appear realona
ble, remit the fine incurred by him, pro
vided every such delinquent (hall make
it appear that he was unable to procure
the legal equipment. Any private at or
near the mutter ground at any legionary,
battalion, or company mutter, who (hall
refufe or ncgled to go into the ranks
when required, Hull forfeit and pay ten
dollars.
Sec 21. And he it further enabled
That the fines and penalties incurred by
infants and apprentices, for the breach or
ncgled of their duty, in any particular
service, by law required of them, (hall
be paid by the parent, guardian or matter.
Sec. 22. And be it further enulied,
That the legionary court of enquiry (hall
at their firtt meeting in each year, ap
point b f ballot, a colledor, who (hall
proceed to colled all fines a (letted by vir -
tue of this ad, as also all fines incurred
under the ad of Congrcfs, at their last
session, empowering the Prefidcnt to or
ganize the militia of the diftrid of Co
lumbia, not previoudy sent out for col
ledion, upon a lift thereof, certified by
the clerk of the court of enquiry, and
delivered to him in sixteen days after each
legionary court of enquiry, who (hall give
His receipt therefor, and having dcdudtd
a commission of fix per centum, (hall ac
count for, and pay the refiduc into the
hands of the paymatter, in three months
thereafter, and in case of default, to bo
recovered against the coiledor, by mo
tion, in any court of record within said
diftrid, ten days notice of such motion •
being given to the coljedor, at the firtt*
legionary or regimental court of enquiry
‘ after the time before limited, for account
ing and paying to the p.yyrmtter as afore
faid, the fines colledcd by the colledor,
he (hall make return and report to said
court of enquiry, of such fines as cannot
bi collected, by reason of the insolvency
or want ofefFeds of the delinquent pr dc, v
linquents; and if the said colledor (hall
fail to account for, .and pay into the hands
of the paymatter as aforefaid, in the time
limited,as aforefaid, ail the rcfiduc of the
fines by him as aforefaid, the
whole amount of such fines, including hi»

him by motion, in any court of record
