A Proclamation.
VKT’HEREAJ, I have received official
** information from the Sh'-riiF of
Hancock county, that a certain JAMES
BRIDGES, confined, under a charge of
murder, in the common jaii of the slid
county, did, on the night of the 26th
ultimo, make his escape theretrorn—
I have therefore thought fit , to idue
this my Proclamation, offering a Reward
of ONE HUNDRED DOLLARS to
any person or persons who will apprehend
the said James Bridges, and him fafely
lodge in tome fecare jaihin thisftate.
And I do hereby charge and require
all officers, civil and military, belonging
to thisftate, to be aiding and aflifting in
apprehend! ng and securing the said offender
so that he may be brought, by a due courfc
of law, to anfwcrto the charge alledged
against him.

. AN ACT more effectually to provide for
the organization of the militia of the
diffriCl of Columbia. ,
Sec. 12. And be it further enabled, •
That every comm anding officer of a com
pany (hall, within five days after every
battalion and legionary muller, make up
and report to the commanding officer of
his battalion, a return of his company,
in fiich manner and form as (hall be fur
mlhcd by the adjutant from time to time ;
it (hall be the duty of the commanding
officers of battalions to make like returns
to the commanding officers of legions,
within five days thereafter, who (hall
cause the adjutant of his legion to make
legionary returns to the brigade infpeftor,
within ten days thereafter.
Sec. 13. And be it further enafted,
That each captain or commanding officer
of a company, (hall appoint to his com.
pany, four sergeants, four corporals, a
drummer, and fifer, to be approved of
by the commanding officer of his battal
ion ; the appointment of such non-con»-
missioned officers to be evidenced by war
rant under the hand of the commanding
officer of the battalion ; and if any person
so appointed and approved of, and hav
ing accepted, (hall refufe or ncgleft to
take upon him the duties of his appoint
ment, or (hall negleft or refufe to obey
the orders of his mperior officer, he (hall,
for each offence forfeit and pay a Aim,
at the diferetion of the court of enquiry,
not exceeding ten dollars, to be aflfefl'ed
and applied as other fines imposed by this
aft, and the commanding officers of bat
talions (hall have power to reduce to the
ranks any non-commissioned officer, whom
on complaint made, and due notice given,
he (hall find guilty of mifeonduft, or nc
gleft of duty.
Sec. 14. And be it further eraSed ,
That the commissioned officers of the fc
veral legions, (hall meet once in every
year, within their refpeftive legionary
dilirifts, for the purpose of being train
ed and inftrefted by the brigade in
fpeftor; the days and places, of meeting
to be fixed on by the commanding officer
of the brigade to which the legions be
long, the officers, thus assembled, (hall
each continue three days, ami no longer;
every time they are so called out, the
clJcft officer present (hall call the roll on
each day, and report the delinquencies to
the (ucceedir.g legionary court of enquiry,
and every officer failing to attend such
meeting, on being fnmmoned, not hav
ing a rcafonable excufr, to be adjudged
of by the court of enquiry, (hall forfeit
snd pay, for each day he (hall fail so to
attend, ten dollars, to be appropriated
as other fines arc by this aft.
Sec. 15, And be it further enatled %
That any officer who (hall be guilty of
disobedience, or other auibchaviour,
when on dury, or (hall at any time 1*
guilty of any conduft, unbecoming the

Sec. 17. And be it further enaflff*

hoard, the commanding officer, or such
court or board may cause him to be con*
fined for the day. And that the com
manding officer of each brigade, legioi,
battalion, or company, (hall have power
to fi< certain limits to their refpeftive
parades, within which no fpeftator or
hyedander (hall enter, without petmiffiott
from the commanding officer, and if any
porCon (hall intrude or offend, he (hall ho
liable to be confined during the day, ill
such manner as the commanding officer
ihall direst.
Sec. 18. And be it farther enaß.fi*
That all commiflinned officers arc requir
ed to appear in full uniform when on du
ty, and on failure, (hall forfeit and pay
five dollars for each offence, to be assessed
and appropriated as other fines imposed
by this aft.
Sec. ig. And he it further entitled,
That a brigade infpeftor, to aft as a bri
gade major, and be commiffioncd witji
the rank of major, (hall be appointed by
the Prcfidcnt of the United States, and
the lieutenant colonel commandants arc
hereby authorifed to appoint a legionary
ftaff, to consist of one adjutant, one quar
ter mailer, one pay mailer, to be taken
from the officers of the line, and one fur
gron, one surgeons mate, and also, one
fcrgeaot major, one quarter mailer fer
geatit, one drum major, and one fife ma -
jor, which appointments (hall be evi
denced by warrants under the hand of the
lieutenant colonel commandant, and ic
(hall be the duty of the brigade infpeftor,
to attend the brigadier general when re
quired, so receive and execute all order*
ncceffary to carry into effeft the provi.
(ions of this law, and to attend the annu
al training of the officers, and at the fc
veral legionary and battalion mutters,
and he (hall infpeft the several battalions
belonging *0 his brigade, at their refpeft
ivc musters, and he (hall take an accurate
account, from perfooal infpeftion, of the
quality of the arms and accoutrements,
and whether the fame arc fit or unfit for
service, and (hall afeertain with precision
the bores of mulkcts; and (hall make an
nual returns in the month of June of each
year, of the (late of the militia of the
brigade to which he belongs, to the com . -
manding officer of the brigade, to he by
him reported to the President of the Unit
ed States, and upon rcfufal or neglcft,
he (hall be fuhjeft to a fine of thirty dol -
lars, unless he can make a rcafonable ex -
cufe to the commanding officer of tire
brigade. And it (hall be the duty of tl*
adjutant to attend and execute the orders
of the commanding officer ol his legior,
necefiary to carry into effeft the ptov*.
