Forrafing a fund for the further im
proving and keeptng in complete repair ,
the public Wells in the City of Augu-
Jta , for finking such others as may be
necrffary, and for other purposes ; and
also for improving and keeping in re
pair, the public roads leading thereto,
and the Streets within the limits of the
fame .
WHERE AS for the convenience of
the citizens, promotion of health,
and protection of property, it is an ob
ject of the firft unpreffion and of the
greatest importance to provide a compe
tent fund for improving and keeping in
repair, the public wells in the city of
Augusta, for finking such others as may
be deemed neccflary, and for other pur
poses ; and for improving and keeping in
repair the public roads leading thereto,
and the streets within the limits of the
fame*
BE it ordained by the City Council of
Augufia, in Count 'd affcmbled, and by
the authority of the fame, That for im
proving and keeping in good order and
repair the public wells in the city, fink
ing wells, and for other purposes, there
shall be a tax imposed of twelve and a
half cents on every hundred dollars va
lue of all houses and lots, and dock in
trade within the limits aforefaid, at the
time of passing this ordinance ; and the
sum of thirty seven and a half cents on
each and every Have within the limits of
the city, owned by persons resident there
in, as laid off into lots, including the
addition to the said city, weftwardly as
far as the Bcaverdam or Campbell’s Gul
ly, to be paid by the owners thereof,
their agents, or truftccs; and the sum
of one dollar on each and every free ne
gro, mulatto or multizo within the li
mits a fore ft id.
And be it further ordained. That for
the further improving and keeping in re
pair the several public roads leading to
the city, within three miles of the fame,
and for the further improving the streets
within the city aforefaid, there lhall be
levied on and collected from each and eve
ry free male person, from the age of six
teen to fifty years, residing in the said
city of Augulla, and within three miles
thereof, an alfcffmcnt of one dollar; and
on every male Have from the age of fix.
teen to fifty, within the city and limits
aforefaid, an alfeflment of fifty cents;
and every hundred dollar* value of all
lands, houses and lots, and (lock in trade
at the time of palling this ordinance,
within the limits aforefaid, an aflelfmcnt
of fix and a quarter cents ; and on each
and every negro or Have (not before for
thispurpofc taxed) the sum of twelve and
a half cents.
And be it further ordained, by the
authority aforefaid, That there lhall be
a tax'of ’two dollars imposed on all four
wheel, and the sum of one dollar on all
two wheel pleasurable carriages, owned
by persons residing within the city and
iimits aforefaid, at the time of palling
this ordinance*
And be it further ordained, That in
as much as the public roads leading from
taw mills to the city, are very much cut
and injured bv waggons freighted with
lumber, there lhall be a tax of twelve
and a half cents imposed on every thou,
land feet of all lumber which may be
brought to, and ratted from the bluff cf
the river Savannah, within the limits a
forefaid.
And be it further ordained, That
there lhall be an afl'eflbr of the said taxes
appointed, whose duty it lhall be to make
a just and accurate statement and digest
of the persons and property liable to the
said taxes at the time of palling this or.
dinance, to be estimated from the best in
formation to be procured. He lhall pro
ceed to make the said affelfment on or
immediately after the firft day of July
next, and lhall make two alphabetical
digests or returns thereof to the clerk of
the city council, within thirty days after
the said firft day of July, one for the in
fpeftion of all persons interested therein,
and the other for the use of the colledor
of laid taxes ; taking care to make fepe
tate columns in said digest, for the pur
pose of diftinguilhing the road tax from
Rhat of the other. For making which
M digest the afleffor (hall be allowed
hree per cent, on the amount collected.
That the afleflbr, previous to entering on
the duties of his office, lhall take and
fubferibe an oath or affirmation before the
Intendant, or any member of the City
Council, to make the said afl'eflbent fair
ly and impartially, to the best of his
power and abilities; and where any per
son or persons, liable to taxation, (hall
he abfenr, or if present, lhall refufe to
make known on oath (to be adaainiftered
by the afiftiTor) the .amounted his, her or
their property, liable as aforefaid, the
affdTor (hall be governed by the btft in
formation he can procure from other per
sons; and when any person or persons
may conceive him, her or themfclves ag
grieved by find aflVffinenr, such person or
persons, on application to the council,
and making tne fame appear on oath,
(hall be redressed therein.
And be it further ordained , That fomc
fit and proper person (hall be appointed
Colleftor of the said taxes, and (hall be
allowed for his trouble the sum of four
and a half per cent, on the amount he
may colled and pay into the city treasu
ry ; and before entering on the duties of
his said appointment, (hall give bond
with two or more approved fecuriti.es, in
the sum of four thousand dollars, condi
tioned for the faithful and impartial dis
charge of the duties of his office, and
(hall, from time to time, when reasonably
required, pay into he hands of the city
treasurer, or to the order of the council,
all such monies as (hall by him be collec
ted. That it (hall be the duty of said
colledlor befidcs giving notice in one or
more of the gazettes of this city, to call
at the house or dwelling, if within the
limits of said affeffinent, of each person
named in said afleffinent or digest, and
unless such taxes be paid on or before the
firft day of September next, it (hnli be
the duty of said colleftor to make a re
turn of all such defaulters to the city
council, and thereupon a general executi
on (hall iflue, signed by the Intendanr
or any two of the members of the coun*
cil, against such defaulters refpeftively
for the amount of his, her or their taxes,
with the addition of ten per centum for
such default, commanding and authorif
ing the said colleftor to make and levy
the said rates or assessments, with cods,
out of such defaulter’s goods and chattels,
lands and tenements, or to take the bo
dy of such defaulter. That if the said
colleftor (hall levy on the goods, chat
tels, lands or tenements of any such de
faulter, he (hall fell the fame at the usual
place of public sales within the said city,
giving such notice as is required of (he
riffs and condables in the sale of real and
personal property, (as the case may be.)
But in cases where he may arred the body
of the defaulter, he (hall carry fnch de
faulier before the Intcndant or any mem
ber of the council, who (hall thereupon
commit such person to the common jail
of this county by a mittimus, which
(hall date the amount of tax and cods
due by such defaulter, and there to remain
until paid, or from thence delivered by
due courfc of law.
And be it further ordainedy That ma
tters of apprentices (hall be liable to have
such apprentices included in his, her or
their returns, and (hall be answerable for
their rates or afleffments refpe&ively, so
far as they are chargeable with poll tax
only.
And be it further ordainedy That
(laves hired by persons living within the
limits aforefaid, (hall be included in the
returns made by the person or persons
hiring the fame, and who (hall be anfwcr
ablc and liable to pay the rates or atteffi
ment aforefaid. . ..
And be it further ordainedy That the
sum of fifty dollars (hall be imposed on
all billiard tables which may be in use
after the expiration of ten days from the
publication of this ordinance; the sum of
one hundred dollars on all E. O. A. B. C.
dice, or other tables conttruffed fqr.the
purpofc of gambling, which may‘-be bfed
after the expiration aforefaid ♦ 1 the sum of
two hundred dollars on each and every
company of players; the sum of fifty
dollars on every (howman or juggler ;
and the sum of one hundred dollars on all
animals, whether elephants, lyons, ty
gers, leopards, camels, hogs
dogs or monkeys, which may be exhibit
ed for (how within the limits of this ci
ty — Provided alzvays, That the iriten
daht, by confcnt of the council, may
reduce or letten this assessment at any
time when he maydeem the fame necessa
ry ; and the collector of the cify tax,
or the niarlhdl of said city, is hereby
authorised and required to levy the'fathe
by distress, on the goods and chattels of
such persons as (hall exhibit such, or any
of the abovementioned animals, or any
other for money ; or keep any of the a
bovementioned, or any other gaming ta
bles, theatrical exhibition or (how ; and
in case no goods are to be found, to take
the body of such persons, who (hall stand
committed until such tax is paid.
Arid be it further ordainedy by the au
thority aforefaidy That in case the.collec
tor of said taxes (hall fail to make a set
tlement and pay over the monies by him
cqUefted; w which ovghi to have been
ccHe&ed, on cr before the Yxrft day of
January next, the Intendant, or prdid
ing member of council, (hall issue execu
tion against said collector and his securi
ties for the amount he may be in arrear,
direfted to the marffial ot said city, or
the (heriff of Richmond county, either
of whom is hereby required to levy the
fame immediately on the goods and chat
tels, lands and tenements, ot such col
lector and his securities refpedtively, as
may be diffident to discharge the said ar- >
tearage and cods, giving such notice of
the sale thereof as the laws of this state
require of literlrFs taking property under
execution in other cases.
And be it further ordained., That the
collector (hall be allowed to charge the
fame fees, or rates of fees for services
performed by him under this ordinace, as
are allowed by the laws of this date to
(heriff’s for similar services.

NOTICE IS HEREBY GIVEN,
THAT separate proposals will be re
ceived at the office ot the Secretary tor
the Department of War, until the 31 ft
day of July next entuing for the supply
of all rations, which may be required for
the use of the United States trom the ift
day of OClober, 1603, until the 501 b
day of September, 1804, both days in
clusive, at the following places —viz.
First. At Niagara, Detroit, Chikago,
the Miami of the Lakes, Michilimacinac,
Fort Wayne, and at any place in the state
of Ohio.
Second. At Vincennes.
Third, At Fort Maffac, near the
mouth of the Ohio, Kalkafkias, and near
the mouth of the Illenois,
Fouith, At South Weft Point, Telli
co, Knoxville, Nalhville, and at any
place or places where troops arc or may
be stationed, marched or recruited with
in the state of Tennessee and Kentucky,
and within the Cherokee nation between
Tennessee and Georgia.
Fifth, At the Chickasaw Bluffs,
Natchez, Fort Adams, Mobile, and any
place within the Mississippi Territory
more than ten miles from the river, and
on the road between the Miififfippi Ter
ritory and the Tennessee river, and on
•he road from the Natchez to the boun
dary line between the Chocktaws and
Chickasaws, and at any place in the
Chickasaw or Chocktaw country between
Bear creek and Natchez.
Separate proposals will also be received
as aforefaid for the supply of all rations
which may be required for the use of the
United States from the ift day of Janua
ry, 1804 until the 31st day of December
of the fame year, both days inclusive,
within the several dates hereinafter men
tioned—viz.
Sixth.. At Fort Wilkinson, Cockfpur
Island, and at any place or places where
troops are or may be stationed, marched
or recruited within the state of Georgia,
or on the Indian boundary between Geor
gia and the Creek nation.
Seventh. At Charleston, Rocky Moun.
tain, on the head waters of the Santee,
and at any place or places where troops
are or may be stationed, marched or rc
' cruited within the ftaies of South and
North-Carolina,
Eighth. At Norfolk and at any place
or places where troops are or may be sta
tioned, marched or recruited witkiri the
. state of Virginia.
Ninth. At Fort M'Henry, and at any
place or places where troops are or may
be stationed, marched or recruited within
the state of Maryland. , ,
..Tenth, At Fort Miffiln, Pittffiurgh,
Carlifle, and at any place or places where
, troops are or may be stationed, marched
or recruited within the states of Pennsyl
vania, New-Jersey and Delaware.
Eleventh;, At Fort Jay, Weft Point,
Albany, Scheneftady, and at any place
and.places where trpops are or may be sta
tioned, marched or recruited within the
state of New-York, excepting Niagara.
Twelfth. At Fort Trumbull, Fort
Wolcott, in any part of Vermont, and
at any place or places where troops are or
may be stationed, marched or recruited
within the dates of CoonefHcut and
Rhode-ldand.
Thirteenth. At Fort Independence
(Boston Harbour), and at any place or
places where troops arc or may be sta
tioned, marched or recruited within the
state of Massachusetts, the DiftriA of
Maine excepted.
Fourteenth. At Portsmouth, Portland,
{and at any place or places where troops i
ate or may be stationed, marched or re- ,
crnited within the (late of New.Hamp*
faire and the Diftrift of Maine.
A ration to cpnfift of one pound and a
quarter of beef, or three quarters of a
pound of pork, eighteen ounces of bread
or flour, one gill of rum, whilky ov
brandy, and at the rate of two quarts of
fait, four quarts of vinegar, four pounds
of soap, and one pound and an halt of
candles to every hundred rations. The
prices of the several component parts
the ration mud be fpecifled.
The rations are to be fumilhed in such
quantities, that there (hall at all times,
during the term of the proposed contrails,
be futticient for the consumption of the
troops at Michilimacinac, Detroit and
Niagara for fix months in advance, and
at each of the other polls on the Weftern
waters, for at lead three months in ad
vance, of good and wholesome provisions,
if the fame (hall be required. It is also
to be permitted to all and every of the
Commandants of fortified places or porta'
to call for at leafons when the lame can
be tranlpcrtcd, or at any time in the case
of urgency, such supplies of like provi
lions in advance, as in the dilcretion of
the Commandant Ihall be deemed proper.
It is to be understood that the Contrac
tor is to be at the expense and rilk of is
suing the supplies to the troops, and that;
ail losses fuitained by the depredations of
an enemy or by means of the troops of the
United States, Ihall be paid for by the
United Slates at the price of the articles
captured or destroyed, on the depositions
of {wo or more persons of creditable cha
ndlers, and the certificate of a coramif
lloned officer, afeertaining the circum
stance of the loss, and the amount of the
article for which compensation Ihall be
claimed.
The privilege is understood to be re
served to the United States of requiring
that none of the supplies, which may be
fumilhed under any of the proposed con
trails, Ihall be issued until the supplies
which have been or may be fumilhed un
der contrails, now in force, have been
consumed, and that a supply in advance
may be always required at any of the fix
ed ports on the sea board or Indian fron
tiers, not exceeding three months.
