sole office of that f jnctionary is to super
vise the conduct of the hanks, inaugurated
Under this law, to *«*»* that the} do not
transgress the regulations imposed on
them, and to visit upon them, if they do,
the petialtiea presetibed.
Section five ordains that all associations
under the act shall be composed of not
leas than five persons. Those thus acting,
•hall make an organization certificate,
which shall specify—First; The name as
sumed by such association, which shall
be subject to the approval of the comp
troller. Second, Tin place where its op
erations shall be conducted Third, The
amount of us capita! stock, and the num
ber of shares into which the haute shall
be divided. Fomth, Tl te names and places
of residence of the shareholders, and the
Dumber of shares held by each. The cer
tificate shall be acknowledg'-d before a
Judge or Notary Public, and sent, duly
authenticated, to the comptroller, who
shall place the same oti record.
In a town whose population is not over
six thousand, an association may be or
ganized under this act, with a capital of
not leBS than fifty thousand dollars.—
Otherwise*, the minimum is not under one
hundred thousand dollars, and in a city
with a population exceeding fifty thousand
persons, the capital cannot be less than
two hundred thousand dollsra.
The natural duration of such associa
tions slui.il he twenty years. They may
be sooner dissolved, either by forfeit of
franchise or the voluntary action of share
holders.
The affairs of every ass ciation must
be managed by at least five directors, one
of whom shall he the president. Each
director shall possess, in his own right, at
least ten shares of the capital stock, and
declare on oath, that said shares are not
pledged, or in anywise hypothecated for
any debt or loan. Should he cease at any
time to own the requisite amount of stock,
he shall thereby vacate his office as di
rector.
Capital stock shall be divided into
shares ol one hundted dollars, and be
deemed as personal property. Every
shareholder shall be held individually re
Sponsible, equally and ratably, and red
one for another, in. all cm tracts, debts,
and engagements of his association, to
the amount of his stock at it par value.
Banks may increase tlrrh- capital fiom
time to time. The maximum of such in
crease shall be determined by the comp
troller in the articles of association, ajid
no increase shall be valid until the wfioli*
amount of such increase shall be paid in,
and notice thereof transmitted to the
Comptroller, and Ins approval received —
They may also reduce their capital, but
never be! >w the amount required by the
Currency act for their outstanding citoit-
lutiou, nor until the ptoposed reduction
shall have been transmitted to the comp
troller, and obtained his vise.

The bonds thus deposited shall he held
by the Treasurer of the United States for

It any Association should refuse to re- ^ E &
' deem one of' its nates when presented, in
lawful currency, the party presenting the
same may have it protested and forwarded
to the Comptroller. On the receipt of such
protest, the Comptroller with the consent
of the Treasurer, may appoint a special
agent to investigate the refusal. Should
the fate of such tefusal be verified, the
Comptroller shall declare within thirty
days thereafter rhat the United Stales
bonds and securities pledged by the re
cusant association, are forfeited to the
United States. Holders of the circulation
of such bank, shall then be notified to
present it at the Treasury of the United
States, where it will be redeemed in law
ful currency. The Comptroller shall fur*
thermore appoint a receiver—under bond
and security—whose dnty it will b* to
put such bank in liquidation and legally
wind up its affairs. Under this commis
sion all acts done in contemplation of
solvency, which maybe prejudicial to the
creditors of the bunk, shall be declared
null and void.
Any officer connected with such organ
izations, who may be gnilty of misde
meanor in his office, shall, upon conviction,
be punished by imprisonment for not less
than five, at d not more than ten years.
The foregoing includes all of the salient
points which en erinto the composition of
our National Bank system. It occurs to
ub, that assumiug the basis of this system
to be impregnable, it provides every
check, guard and balance, which the most
jealous wisdom could suggest. It is
necessary to bear in mind, however, what
this basis is. It in neither less, nor more,
than the credit of the General Govern
ment. Now, with regard to the perma
nent soundness of that credit, it is due
to candor to state that widely divergent
opinions prevail. Many consider it suf-
■ficiently fortified to resist successfully all i
the influences which assail it. On the
other hand, not a few believe that it is a
dead sea-fiui’l, whieh may at any moment
turn to the asdics on our lips. The report
of the Secretary of :he Treasury furnishes
all the attainable information on the point
If an inspection of its statements should
satisfy them about the preliminary and
vita! question of the National credit, we
have no hesitation in saying, on hi half of
the banks, that we are acquainted with
no paper cm retry -whieh Combines so
much to approve with so little to condemn.
While, therefore, it is olrvions that nothing
could be nnite foreign from our purpose
than to aim any n flection against the sol
vency of our National Banks, we would
not at the same time be regarded as strew
ing flowers over the possible pitfalls which
inhere in all systems of currency whose
promises to pay are not at the will of their
holder convertible into gold The neces
sity, however, which at present obtains
to the South for the inim< diate employ
ment of every dollar which may Come iu
to her possession extracts fr m these
cautionary suggestions most of their prac
tical s gnificaiice. It is only wls*n a cur
rency becomes the "ecepfaelc of perma
nent investments tl at it appears in its
most oinilionc phase, and, *•> far as the
Southern people arc concerned, hoarding
is not a practice which is »t all emminent.
From the foregoing out readers are as
we!! pri pared to judge of the t-Xf>fdiency
or inexpediency of exchanging their land*,

I T would take time to count up the different
kinds of Washing Machines, which have in Va
rious ways, for th<- last ten years, solicited tbe at
tention of housekeepers, boasting themselves as
tbe ne plus ultra of inventions in that line. But
somehow, the promises they made were not ful
filled. At any rate, none ot them fonnd their way
into general use, and tbe horrorsof wash-day con
tinued as horrible as ever. This was to be re
gretted. since, within the whole range of domes
tic wants, there is no desideratum like that of a
machine that Weald actually do what the inven
tions we have referred to so freely promised.
If. however, tve are not greatly mistaken the
discovery of the right thing has been hit upon,
and t he labors aud miseries of "blue M- nday.” or
any other day usually devoted to the week’s lava-
tion, are soon to be numbered among disagrees,
hie memories. This change has been accomplish
ed bv the invention of Mr. Johnson who, in wbat
is called his Union Washing Machine, with its at

all such transfers, and give prompt advice
of the same to the association from whom
the builds transferred origin ited. ,
Upon delivery to the Treasurer of the
required amount, and character of bonds,
the bank so delivering shall receive from
the Comptroller circulating notes (en
graved under his direction) of different
denominations, in blank, registered and
countersigned by himself and the Treas-
' nrer. The amount in notes thus issued
shall not exceed ninety per cent of the
amount of the bonds deputed, at the par
value thereof, if bearing interest at the
rate ef five per cent, per annum; aud in
no esse shall the sum of such notes issued
to any association exceed the amount of
its capital stock actually paid in.
Such notes, after having been properly
signed by the President and Cashier ivf the
Bank to whom they are given, Bhall be
received at par everywhere in the United
States in payment ol taxes, excises, lands
and all other dues to the Government ex
cept duties on imports; and also for all
salaries and other debts owing by the
United States to creditors within its ter
ritory, except interest on the public debt
and redemption of the national corrency.
These notes, if worn or mutilated, shall
be received by tae Comptroller; and if
destroyed he shall, upon proof of destruc
tion, re-place to the Bank to whom they
belonged blank notes of an equal amount.
Whenever the market value of any
bonds deposited under this act with the
Treasurer of the Unite d States shall be
reduced in value below the amount of cir
culation issued for the same, the Comp
troller is empowered to demand from the
association which deposited them the
amount of such depreciation in other
United States bonds at cash vahie.
The loans of banks underpins act shall
at no time exceed on;*-teitth of the amount
of the capital slock paid. This will sat

that this deed of mercy, performed by
you, her chosen servant, would not fail to
win her favor and secure her everlasting
