There seems but little hope for the
doomed etty except an ivhsolutedepop
ulation, or, as many aruue, a total an
nihilation of the entire eity. This lat
ter suggestion is, of course, a Might of
wild fanny, ami could not be adopted
except in the direst necessity, which
time, wo trust, will never arrive.
The camp system, inaugurated by
the Board of Health in conjunction
with the Howard Association, has un
doubtedly done great good, in prevent
ing an increase of mortality. There
have been grouped together under the
protecting ujiil sustaining Influence of
tlds institution, a vast multitude ot the
poorer class, about two thousand, or
more, who are entirely dependent upon
the bounties of tho public. To furnish
daily food for this army of poor people
requires considerable funds and the
local revenues of tho eity are said to
be utterly exhausted. They have made
an appeal to the Stale government for
assistance, and nid has been refused
them from that quarter, ou t lie ground
of some technicality in the statute law
—so they are driven to seek relief from
tho charities of the outside world. Tn
this emergency, the recent liberal do
nation of §5,000, by .Toy Gould, of New
York, to the Howards, must have been
timely aid to the zealous efforts of that
philanthropic body. Tho grand senti
ment of assurance conveyed with tho
donation, for them to continue in their
good work and he would foot the bill,
will give new impetus to their labors
and nerve them with n stronger faith
"ill their noble cause.
It is probable that a general sub
scription will be solicited nil over the
country, and a liberal response should
bo made to their call.
While on this subject, we copy the
following from Columbus Times, which
gives, with a general statement of the
epidemic, a well deserved tribute to
Jay Gould:
“Since tho outbreak of the yellow
fever in epidemic form, in Memphis, j
some six weeks ago, the daily reports
of the Board of Health have been
watched the country over, with ’
liveliest interest. The numbers of new
cases have been noticed, and the skill
ful management of the plague by the 1
physicians, and the self-denying de
votion of the nurses, under the direc
tion "t ihe Howard Association, t<>

'"deaths. Last year tins day the deaths
were 48 lip to noon and the new eases
not reported, but it is reasonable to
suppose that the new euses exceeded
'the deaths.
Last year money was freely contrib
uted by almost every city and town in
'the country; some days over lifty
'thousand dollars were eontributed by
New York alone. This year tile con
tributions have been small. The
Howard Association was left last year
with a good balance in hand and il lias
been doing most of Its wreck this year
on that surplus, but now that surplus
is exhausted, and they again appealed
to the people of the country for help.
The appeal was not responded to until
tlie Association announced that for the
want of funds it would be compelled to
abandon its work, unless aid was forth
coming, The dispatches tell of no con
siderable aid by contributions, until
yesterday, when the telegraph an
nounced that Mr. Jay Gould, of New
York, had forwarded five thousand dol
lars, and instructed the Association to
stand by its ling, and to draw on him
