this week. Several persons have

Bill Arp writes in the October Fo
rum on the negro question. He takes
a doleful view of the situation, pre
senting it iD the darkest colors, but
suggests no remedy. Referring to the
educational advantages the negroes
enjoy in Georgia, he says they have
more than 2,000 teachers in the State,
besides those iu the university and oth
er endowed institutions, and though
the negroes show marked progress at
every examination there are 2.200 ne
groes on the chaingangs, 60 per cent,
of them being under 20 years of age,
40 per cent, being able to read and
write, 40 per cent being members of
the chu.cb in good standing, and 1,350
of them being confined for larceny in
some form. He makes the additional
statement that if all the youug ne
groes who steal were prosecuted by
their employers there would be five
times as many in the ebaingang. He
argues that stealing is a race trait
with the negro, and be steals just be
cause it is his nature to. He has no
moral training tbat makes him fear
to steal; he fears God not at all, and
man but little. He has no fear of be
ing lost, not even the violent brute on
the gallows. He says they make
good servants and are ever read; to
do you a favor, and.their stealings are
usually articles of small value.

sociation. under tlie name and style of the
“Hogansville Investment Company;” and
that the object of said association is to
buy, hold, and sell realty for pecuniary
gain, to borrow and loan money, act as
agents in buying and selling, to sue and
be sued to have and use a common seal,
to convey, lease, mortgage, and otherwise
dispose of property in any manner in
which a na uial person mignt lawfully
dispose of similar property, to elect officers
make by-laws, and to exercise all powers
usually conferred upon corporations of
similar character, as may be consistent
with the laws of the State of Georgia and
of the United States; and the said il Hogans-
ville Investment Company” is to have its
place of business in Hogansville, county of
Troup aud State of Georgia.
Your petitioners further show that the
capital stock to be employed by them,
actually paid in, is Ten Thousand Dol
lars, divided into shares of one hun
dred dollars each, and they ask the right
and power to increase said capital stock to
any sum not exceeding fifty thousand dol
lars.

passing of an order by said Honorable
Court, granting this, their application,
and that they and their successors be in
corporated for and during the term of twen
ty years, with tlie privilege of renewal at
the expiration of said twenty years, for the
purpose hereinbefore set forth.
