Significant signs of the progress

Japanese in Formosa.
The first, which appeals to wo

the law. The second is, that
opium smoking and selling the
drug will be punished with penal
servitude.
In the light of a loss to the
revenue, this law i* a wonderful
advance, and we welcome this
statement: “The Japanese finan
cial authorities are content to
seek for' compensation in direc
tion* not injurious to the people.”

with the supply coming from a
distant, land, but there was still
some hope that the trallic might

the Chinese have now learned to
cultivate the poppy, from which
the drug is obtained. As a re
sult, Kngland is in the position
of one who starts a lire, but loses

the Chinese now producing opium
