The Legislation
that- Reacts
In New York and Pennsylvania
pressure is now being brought to bear
for a repeal of the Extra Crew Law,
and, strange to say, some of those
who clamored for the enactment of
the law are being seriously affected
by it and would welcome its repeal.
TTiis law arbitrarily required the rail
roads to put so many employes on
each train, whether or not essential
to either safety or service. It per
mitted the management no alterna
tive even if a train carried more era
ployes than necessary to its satis
factory operation.
Tho railroads accepted the law, and
in the case of the Pennsylvania ays
tern alone a waste of more than i
million dollars annually Is reported.
This is taken from the money Hhich
has heretofore been Bpent in develop
ment and in safety devices.
Now that the pinch of hard times
is here hundreds of trains have been
discontinued on that system, and
thousands of employes have been
thrown out of work, many of whom
would stiil be in service were it not
for the million dollars waste caused
by the extra crew law, which, while
forcibly providing many new and un
necessary positions, has now forced
the fu

on August 6, 1911, in the county of
Troup, an unknown party or parties
did murder E. C. Arnett and escaped,
and are now fugitive from justice, i
I have thought proper, therefore,
to issue this my Proclamation, here
by offering a reward of one hundred
and fifty dollars for the apprehension
and delivery of said unknown party
or parties with evidence sufficient to.
