Their Government is ta he suppertad by impost duties paid upon Northern diardhaodise. They have so long bad tbeir way onder the Administrations of Mr. Pieros and Mr. Buchanan, that they con sult only their fancies and caprices. It is now time for our Government to put in its oar, and let the South know that it takes two to make a bargain. If the Southern States assume to levy duties to support their new Confederacy, let them knew that we are to make the first levy. A floating Custom-Ilouaa, in tbs shape of a chip of-war, should forthwith be placed at the outlet of each Southern harbor, collect ing the revenue, in ready money, upon each article imparted. If the Southern Confedera cy levy another duty, let them enjoy the lux ury of high prices to their heart’s oonteut.— The result, however, would be a complete stop to importations into Southern ports by sea.— Both the import and export trade of the South would be carried on through Northern cities, where it could be done without inconvenienoe to any portion of the country. The Southern people, receiving &11 their supplies of goods through the interior channels of trade, would exercise their own choice in the payment of duties on Northern manufactures, and this choice we are confident would produce only a very small revenue. It is time this farce, which for months has been enacted in the South, should come to an end. The bubble may as well be pricked at onoe, aa to wait. A half a-doien ahipa of war stationed at the proper points is all that is wanted. We can never come to terms with the Cotton States, till something of this kind is done. To presume longer on their manli ness, or integrity, or fair dealing, is to show them that we are either cowards or fools. By taking the etepe propoeed we do not provoke collisions, and hardly run the risk of enooun* tering them. We should, on the other hand, accomplish two great objects. In a few msnths’ time the Southern Confederacy would be com pletely starved out. It would fall of sheer in - anition. By concentrating at Northern sea ports the entire trade of the interior, we should make up the losses caused by this reckless disturbance of the publio peace. We have an additional motive and duty. If any settlement is made, we must be in a position to diotate terms. Up to this lime we have eubmitted in silence to a scriee of outrages, both upon our persona and proparty, that are • disgrace to civilixatian. These deaorve some signal retri butioa, or they wilt only bo multiplied for the future. The longer we wait the bigger the oud will grow. The entire impunity enjoy ed by the Cotton States is a premium to the others to go, or to demand terms equally ab- surd^nd extravagant. Wo hold tbs wbolt is sue in our own hands.
