publican candidate for Mayor, lias defeated Fer :

date. by a majority of I 000 votes.
R'CiiMoxn, Va.. Dec. 4.—The bridge over
Lick Cre-‘k on the East Tennessee Railw.iv,
has been rebuilt, and the trains are now passing
over it. The bridges at other points in East
Tennessee are rapidly being completed. There
is a very slight detention now of passengers and
mails in that section.
Savaxvah. Dec. 1.- Sixteen Yankee vessels |
are inside of the bar. The woodwork ot the
Tybee Light House was fired last night by Con
federates. when the Yankees opened against
the sandbanks, throwing about thirty shells.
The sand banks are not much injured, and
there was nobody to be hurt on our side.
M ixassa. Va.. Dec. 5.—A1l is quiet here: It
is reported, however, that a large body of Fed
eralists crossed the Long Bridge, over the Po
tomac river, opposite Washington, on Wednes
day night, doubtless with the intention of mak
ing a feint while more active operations and
movements will be in progress in the vicinity of
the Evansport batteries.
A gentleman just from Alexandria says that
lie noticed no indications of an immediate ad
vance in that quarter : he estimates the Federal
force on the Virginia side of the river at 45,000
men.
Our Generals expect an engagement before
the Fall campaign closes : and there is a heavy
pressure on Gon. McClellan to advance. The
roads improving, so much so as to enable the
teams and field artillery to moxe forward.
Richmoxd, Va.. Dec. 5. —In Congress, to-day.
lion. Howell Cobb, having returned from his
visit to Georgia, resumed the Chair as Presi
dent.
Messrs. Wm. M. Cook, and Thomas Freeman,

RiCiiuoxn, Va.. Dec. s.—ln the Virginia Con
vention. yesterday, an Ordina, ce giving the
Governor power to’seize salt in private hands,
was laid on the table by a vote of 41 ayes to 3:1
Richm.ixd. Va.. Dec. 6. —A copy of the New
York H-rald. of Dec. 4th.. has been received at
the Kichraond D'spalcli olfi"e. Lin-olr.’s Mes
sage will appear in the latter paper to-morrow
morning.
T he Message opans with a recognstion of the
exciting political difficulties of the country, bat
expresses gratitude to Go 1 for the bountiful
harvest, and general health with which the peo
ple have been blessed.
In reference to the action*.f the seceded
states Lincoln anticipates the possibility of an
appeal on their part for foreign ai I or foreign
interposition : and. thou.b admitting the non
interference of European Powers, hitherto.says
that it is deemed expedient to suggest the ai m
ing and fortifying of the Northern ports and
Lake coasts, to be prepared for any further con
tingency that may arise.
The suggestion is also made for co operation,
on the part of the United States, with Kentucky
and portions of Tennessee, and North Carolina,
against the Secessionists : an 1 the building of a
railway is reco amended to id such a purpose.
The recognition of Hayti and Liberia, is ap
proved.
The President says that the number of troops
offered for the war is beyond the requirements
of Congress.
The restoration of the old Virginia bounda
ries is recommended.
The attention of Congress is p irticularly di
rected to such legislation as will authorise the
freeing of slaves comin'r within the scop? of
military action in the part of the Uni ed States,
and the acquisition of territory for their coioni
z tion when so f eed
The President states th it he has preferred to
block ide the .'ontliern ports, rather than to close
them by proclamation against the commerce of
the world.
The .Message closes with a disquisition on
certain principles announced by a Committee of
the Virginia legislature on suffrage ami modifi
cations of popular Government, and some re
marks upon the relative importance of capital
and labor ; and then commends the National
cause to the firm and earnest reliance upon
Providence for success.
The report of the Eecretary of War says that
the aggregate force in the Federal service is

ty. which left yesterday morning, proceeded five
miles West of the Gasconade river, returned
last night, and report that a troop of eighty

read in both houses to-day. The general im
pression is that it is a strong document. The |
coolness with which the President rolled the
nigger up in a copy of the act of August 6.
1861, entitled “an act to confiscate property
used for insurrectionary purposes,” is greatly
applauded, lie leaped the whole subject
with the stride of a giant, and s ruek the
questi n of capital and labor, a theme popu
lar with the masses. This seems to be the
popu'ar verdict.
Richmond, Va .. Dec. 10 —The Richmond Ex
aminer. of this morning says that Congress, in
secret session, lias passed a bill admitting Ken
tucky into the Southern Confederacy.
The admission" was complete, as the Commis
sioners appointed by Kentucky, at the recent
Sovereignty Convention held in Russellville, in
that State, were fully authorized to act in be
half of the Commonwealth.

From the Comptroller General’s Report.
The Regiments of Volunteers in the Ser
vice of the Confederate Government.
While reporting the expenses of onr State
for Military purposes—although not required
by law, yet I desired if it was possible to do
so, to present the organization of the various
Regiments of Volnnfoers receive! into the
service by the Confederate States Government
—that is, to give the name of the Colonel,
Lieutenant Colonel, Major, and the Captains
and Lieutenants of Companies in each Regi
ment, the counties from which each Company
cam", ami. also the number of each Regiment
as given it by the Confederate States Govern
ment.
As much of this information could only be
obtained from the Wer Department at Rich
mond. I have used my best exertions to obtain
the same from that point, without success. I
have only been enabled togetan official state*
merit of the nuwberinci of the various regi
ments, reported or received at that Depart
ment, up to the Ist of October, together with
the stations of the Regiments named. As
the numbers of many of the Regiments aro
different from those given them when they
left Georgia, and as in all reports of the Con
federate officers, they will only be designated
and kdswn by the numbers given them by
the Confederate Government, 1 have conclud
ed to submit the information received upon
this point, which is as follows:

Although in the above statement Col. Ben
ning’s Regiment is put down as at Lynchburg,
yet for several weeks past if has been at Ma
nassas, and Col. Wright’s third Regiment has
lately been at 11 >anoke Island. N. C. I have

Besides these there already three Regi
ments in the scr-. ice of the State, on or near
the coast to be increased to six Regiments
within the next twenty days, for the purpose
of protecting the seaboar d of Georgia.
Thus it will be seen that our State has at
tListime thirty-four full Regiment- 5 , (some
more than full) and four partially filled Regi
ment , together w ith three Battalions, and
other independent companies in Virginia and
Georgia, amounting in all to about forty Reg
iments iu the C me derate G-iverninen ser
vice. And besides this there are three Kegi
incuts now the State service to be increased
to six Regiments within the next twenty days
for the defence of her sea coast.
