Norfolk might be considered the great natural
port of the Middle States, and with a central

munication to all parts of the Union, it was
Admirably adapted for a direct line of steam
ers bet ween Liverpool and the Sout hern States.
Several railway companies wore willing to
assist such a line by taking shore*; and he
did not think it. improbable that, the neighbor
ing Slates might ussini such pioneer line with
a subsidy.
The u<J vantages of free trade, so well un
derstood in this couulry. Were gaining adher-
ents .hi the States, where a strong “free trade”
party already existed and was vigorously in
action, and he thought he might safely say
that successive changes would now be Uiade
iu their tariff in the right direction. In re
gard to emigration he remarked that ve y lit

Europe was obscure nml doubtful. Emigra
tion directed to the South would return an
unquestiouftMo advantage to Europe, for the
emigrant, if he did not himself, grow cotton,
would release those who would. The South
ern States had every advantage in soil and
climate, bnt no labor equal to I heir power of
production. The negro race was stationary,
and migliL now be expected to decline in mini-,
bers, as all colored races appeared to do
-when placed in conflict with the whites. There
was a move on font for the Introduction of
Chinese laborers, but there were many who
looked with regret to the iupoaring of such a
population, alien in uo many respects, and
thought of the! future with anxiety. Apart
from the mere laborer, there wor© brilliant
openings, iu the.South ior men of capital and
of special knowledge. In conclusion, he said
he should lio thankful to the Chamber for any
communications which might hear upon the
means of increasing the commerce of tli<vtwo
eonulrics, and (hereby strengthening the bond
of mutual commercial iu!crest, the surest
pledges for peace and mutdal good will.
In answer to various questions asked by dif
ferent members ofHU6 Chamber, Mr. Morc-
heml utafcd'thiit in most of the States white
labor could bo employed in the cpttou fields
throughout the year without disadvantage.—
He had himself, in Sfississippi, employed new
labor from Canada and Ireland for two years
with success, and regarded it as a thorough
test. In regard to Chinese immigration he
saiil that t he fever forthese laborers was not
ho great in the Southeastern as in the South
western Staley -he. expected .that there
would be from 40,000 to 60,000 of these
“coolies” ready tat commencing the next
cotton crop with. He laid special stress on
the advantagesj of the Southern States for
men of moderate capital. . 'There was no com
parison between the advantages they offered,
and those presented by the Northwestern
States. Very few employers in the Southern
Stales paid wages, btft those who did paid
men ten to thirteen dollars per month, and
women and hoys abotttsix to four dollars feps
These rates were exclusively of board and
lodging, which were always provided. The
mutual syatem, however, was a co-operative
one. The employer provided the laborer with
house and garden, assigned him n parcel of
land, ftpd then gave him half the crop, the
l iboflfrpaying all the expenses of cultivation,
or one-third of the crop net, tne employer
paying all expenses. Before the war one
hand could raise from 10 to 12 bales ot cotton.
Since the War four bales was the average, the
half of which would bring the laborer $200
gross, or $160 net. Smart men would, of
course, make much more.
The Chairman then assured Mr. Morehead
that the Chamber would assist his project in
every way in their power.
Mr. Morehead tbnnkcd the Chamber for flie
promise, and mentioned that the -£pnvent ion
would reassemble nt LouisriUe, in Keutucky,
ou the loth of October next.
