a medium of intelligence which will
promptly transmit to them the “Proceedings”
of their Legislature. We are not only general
ly, but individually concerned in ail acts of leg
islation, because these acts involve personal hs
well ns political rights, between which thereex
i«ts a most intimate connexion. It is the inter
est then, of every man in the community to he
timely acquainted with the action of our repre
st.ntaiivjs upon these rights. This isadesidera
tum— to supply which the Journal is intended.
At the present we labor under much inconveni
ence for she want of it. For near, and some
tines more than three months after the expira
tion of the Session, the Laws of the State, with a
few exceptions, are as a -sealed Book” to the
g reat mass of the people; and frequent, snch are
injurious effects produced by this delay, that
•ieo have been known, who, in obedience to a
preceding, have actually violated a subsequent
iaw whicji had been reversed or modified— not
knowing that a new had been substituted for au
old law.
