AN ACT.
To regulate slaves and free parsons of
color in the counties of RiJimood and
Hancock.
lie it enacted by the Senate and House
of Representatives of the stale of Geor
gia in General Assembly met, and it is
hereby enacted by the authority vs lhe
same, That from and after i|;e passage
**■ this .act, it shall not be lawful sos
slave or fieo person of colour, to keep a
h oust* of, entertainment or to vend goods,
ware*, or metchacidize, spitjtoos liquors
or provisions for ilieirywo profit, oilier
tliau w hat is allowed by the existing law*
of this Stale, within ihe limits of Rich
mond and Hancock counties.
2. And be it further enacted, That n«>
siave shall he allowed 'o hire his t or hei
lime, from his or her owner or manager,
nor shall any slave be allowed to work o<
cairy on any tr.iffic on his or her own ac
count, or for the purpose of procut ing a
livelihood or raising money to pav his or
her hiie or wages to Iris <>r her owner or
employer in said emm-ies; except such as
may be Barbers who sloill be permitted to
hire tlreir time, and tent slnips for carry
ing on their bnsines®.
3. And be it further enacted. That ii
shall tint be lawful lor any peison having
the management or ownership of any
slave or slaves,to suffer such to hire iiisoi

or slaves, within the limiis aforesaid, nor
shall it be lawful for any person to hire
any slaves and permit such to work or

4. And be it further enacted , Thai it

any others than his or her own, or such
others as shall at ail times be directly un*

ft' and use in all of their transactions of
business of any kind or nature whatsnever.
5. And be it further enacted , That
any white persons offending against the
provisions of this act, be indicted and
proseewted before the Superior Courts for
any such offence arid on conviction there 1
of, shall forfeit and pay a fine of fifty dol
Ini sand all cost of said suit, for each and
every such violation of this law, one half
to bo paid to the iuformer and piosecntor,
and the other half to be paid u> the In
feiiioi court for the use and benefit of said
counties.
G. And be it further enacted , That
evety slave or staves who shall offend a
geinst any of the provisions of this act,
shall be liable to ami receive not less titan
twenty, nor more than fifty lashes, for
every time he or she so ofTend, to be in
flicted by the constable of the district or
any other of the county, where such vio
lation of the law is committed.
7. And be it further enacted , That the
justices of the peace of the districts of
said bounties are authorised and requited,
or either of (hem shall have jurisdiction
and cognizance of all and every infraction
or violation of this act, that shall be com
mitted by any slave or slaves in said coun*
ties.
8. Arid be it further enacted , That it
shall be the duty of the constable of said
districts, in case any slave violates the
provisions of this act, to apprehend such
slave arid take him or her before one of
tho justices of the peace; whose duty it
shall be to hear arid determine upon the
guilt or innocence of such slave, and in
the event of conviction shall direct the
constable whose duty it shall be to inflict
the punishment pointed out in 'he 6.1 t
section of this act, and the cos' and all le
gal expences of said trial, shall be paid
by the owner m manager, or whose em
ployment they may he in, of all such slave
or slaves that shall so offend against the
latv of the above mentioned Counties.
9. Ami be it further enacted , That it
shall be tiro duty of said constables to
seatch into and prosecute every violation
of this act, and in case he shall wilfully
and knowingly tail or neglect to do so,
he shall sot every such failure be indicted
and prosecuted befote the Superior court,
and upon conviction, shall pay a fine of
fifty dollars or be imprisoned at the discre
tion of the court,for not less than two nor
more than ten days, and pay all costs of
said prosecution.
10. And be it further enae’ed, Thai
the regulation, control and government of
all free persons of colour coming into and
residing in the city of Augusta, shqll be,
and the same are hereby vested in the city
council: Provided , such regulation, con
trol and government, should not conflict
with the laws now of force in this State,
and which docs not conflict with the fore
going provisions of this act.
11. And be it further enacted. That all
laws and parts of laws or ordinances mili
tating against this act, be and the same is
wholly tcpealed.

ed in Europe ih Edinburgh, in the Ro
tunda, Dublin ; in Spring Gardens, Lon
don ; and lastly, from Niblos’ Gardens,
New-York ; where it was visited by up
wards of 24 000 persons. It commences
with the principal events in the Life of
Napoleon, the BATTLE OF WA
TERLOO, the surrender of Napoleon,
his arrival at St. Helena, his residence on
that Island, and his funeral Procession.
—The whole comprises twelve different
views executed on nearly 20,000 square
feet of canvass, by eminent Aitists, and
is rllowed to be One of the finest produc
tions of Art. Ten thousand Figures are
brought before the spectators with strik
ing likenesses of the chief characters. The
Officets, Men and H<>rses, are as large as
life. Ships of Wat &c. taken from draw
iugs’inade on the spot. A Military Band
accompanies each Evolution of the Pano
rama, and a correct description is given
of each view as it approaches.

somewhere between Warrenton and Sparta,
