cified in the first section of this Act, con
trary to the spirit, trim intent, and mean
ing thereof, shall constitute anew, sepa
rate and distinct offence, and shall be lia
ble to anew, sepnraio and distinct penal*

We arc.indebted to „ friend for the following
proceedings of the Souih-Caiolinn Convention :
Resolved, That whilst this Convention, as an
otVeriog to the pence and hanqony of this Union,
in a just regal and to the interposition of the highly
patriotic Commonwealth of Virginia, and with a
proper deference to the united vote o( the whole
Southern States t-s favour of the -recent accom
modation of the taric has made the late modi
fication ul'the tariff approved by act of Cotigiess
of the 2nd March, 1833. the basis of the repenl j
of her Ordinance of the 24(h November, 1832 j
Yet this Convention ones it to itself, to the peo
ple they represent, and the posterity qf that peo
ple, to declare that they do notj by reqpgp
suid i t peal, acquiesce in the principle of the sub
stantive power existing on the part of Congress
to prAect domestic manufactures: and hence,
on the filial adjustment, in 1842, of the reduc
tions, under the art of the 2d March, 1833. or
at any previous period, should odious discrimi
ivutious be instituted for the purpose ofcontinu
ing in force the protective principle, South-Ga
toliua will feel herseltfree to resist such a vio
lation of what she conceives to be the good
faith of the act of the 2d Mar ch, 1833, by the
interposition ot her sovereignty, or in any other
mode she may deem proper.
Jittolved, 1 hat it is the opinion of this Con
vention, that the military preparations hereto
fore begun by the State should be continued,
and that effectual measures should be adopted
*nd completed, for putting the State in a firm at
titude of defence.
The Committee to whom was referred the Act
of the Cotigress of the United States, eutitled
'•* An act further to provide for the collection
Q/dutie3on imports,” reported the following
O&DI2VANC3.
We the people of the State of South-Carolina
in Convention assembled, do declare and Or
dain that the Act of the Congress of the United
States, eutitled “An Act further to provide for
the collection of duties on imports,” approved
the 2d day of Marcli 1833, is unauthorized by
the.Oonsritution of the United Slates, subversive
of that Constitution, and destructive of public
liberty, and that the satqe is and shall be deem
ed null and void withiu the limits of this State :
and it shall be the du-y of the Legislature, at
such time as they may deem expedient, to adopt
sttch measures and pass such acts as riay be oe
prevent the enforcement thereof, and
*5 indict proper penalties </n ady per. on..who
shall do 'any act in execution or enforcement of
the same within the limits of this State.
We further -ordain, that no person who shall
be hereafter elected or appointed, or who has
heretofore been elected hut lias not yet taken tile
oaths of office required at the time of his elec
tion 01 appointment, to a.iy office civil or ntilitar
rv within this State, (members of the legislature
alone excepted) shall enter on the execution of
such office or be in any respect competent to
discharge the duties thereof, until tie shall have
taken, in addition to the oaths of office now re
quired, at the same time and in the same man
ner thaf sqch oaths are required to be taken, the
following oath of allegiance :
“ t declare myself a citizen of the free and
sovereign state of South-Carolina; I declare'
that my allegiance is due to the sqjd State, anij
hereby renounce and ahjopa all other allegiance
incompatible therewith, and 1 will be true and
faithful to Isaid Siate, so long as I continue u
citizen thereof, So hejp me God.”
And it is further ordained, that if any other
officer heretofore elected or hereafter to he c
lected, shall refute or neglect to take the afore
said oath, within the time that other oaths of Of*
fi;e are requited by law to he taken, such office
shall be considered vacant, and the Governor of
the State shall proceed (except in the pittance
of fudges of the State) to All such vacancy pv
appointing uti officer, to serve until another of
ficer shall be elected and duly qualified.

rqauner in which Mr. Leigh has conducted Ins
mission, during which he has afforded the most i
cratifying satisfaction to.all patties, in sustaining

ON the Ist day of this month, there took
place a tremendous storm at Thomaaton,
which is found to have extended wide and fm ,
pud to have done t,tuch damage—owing to which
the itinerant Agents employed to sell tickets
,could not arrive in time, anti the drawing of the
Union Ro'el Property Lottery could not take
place on the 2d inst. As there is considerable
stock yet to dispose of the Proprietor thinks it
best to have the drawing when .the stock is sold,
or most certainly the first day of January next:
