1st. We present as a grievance, the little atten
tion heretofore paid to (lie presentments of ilic
grand inquest or this county; and respectfully
ask—where is the necessity of pointing out evils,
if the remedy is withheld by those ai me who can
apply itf Preceding grand juries of our county
have represented many evils which we regret to
say, have not received the attention of tlie differ
em departments to whom th y were addressed;
and we fear fUture grand juries, from this circum
stance, will feel little inclined to notice grievan-
^ when, in so doing, there is no hope of a re
medy.
2d. We present, as a serious grievance, the no
torious deceptions practiced by tlie use of false
weights and measures; and recommend, that the
Solicitor be instructed to prosecute the offenders;
' and that the names of those persons that have been
lat- lv found offending, be furnished by the com
missioner* of the market.
3d. We recommend, that the act passed by the
last legislature, regulating pci sons of color m this
state, be published; and that the ordinances of the
city council, for the better government of people
of color, he re-published, and rigorously enforc
ed by the proper . uthonties; and recommend to
tlie police offiixre. to be attentive in restraining
negro, * from being disorderly on the sahlutlR
4th. We recommend, to die proper authority,
sgch a regulation, with regard to taxation, as wiil

experience, yet arc inseparable from the present
system. A supreme court of errors and appeals
will wot only correct these evils, but all such
exist in inferior judicatories, and above all will
establish an uniform athmn.stration of law and
equity throughout the sra’e—for it is a lamenta
ble fact, Uut, in our different judicial circuits,
there is as much variance in practice and decision
a* if we were citizens of other states. Such want
of uniformity must necessarily impair contract
and that confidence which should kiit together
with entire union all parts of our state, that her
a£i»cuiiui.tl and commercial rights and advan
uigc* may be properly understood and enjoyed.
We think that such will be the happy effect ol
a supreme court of errors and appeals, and of a
