nity of tins country, I take the liberty of address,

ing the supercargoes, masters of vessels, and all
parsons trading to the above port, that he
opened, on tbe 5lh of February, 1819, under the
protection of Use royal tribunal of consulado, and
the approbation of his own government, the new
anJ elegant Exchange Hou e, on a plan- that
would do honor to any of the large, sea-ports of
the Uniled States of America. Ins intended for
the accommodation of merchants, native arid fo
reigners, end likewise for captains of vessels arid
strangers arriving every day, in commereialjutd-
ugncultural pursuits. The hour* Is-sit lifted in
an airy part of the town. No. 7, Calk Dei Clispn

palace The building 1- commodious, having four
l-rge rooms el-gatitly furnished. Besides that of
die suh^enber’s, there is one exclusively'for the
u-'c of non-resiJi iiis—they will find American,
English and French newspapers, price-currents,
pamphlets, charts and maps, lists of the vessels
arrived, those about to sail and the time of their
clearances, and other interesting matters for the
commercial world. The proprietor, therefore,
will be extremely happy to see the masters of
•esscls, supercargoes and passengers soon after
livir arrival.
In order to render this infant establishment
more useful and interesting, the proprietor begs
leave to request them to procure several newpa-
pers of the places of their departure, to report
the news they may get on their passage, and al
the same time to call one Irour before their sail
ing from the above port, to procure the shipping
list, price-current, or other new* of commercial
nature, with which the said James Briss will be
liappy to furnish them.
It is well to observe, that there is a bar-room
fur refreshments, but not billiard tables or any
other kind of amusements are allowed.

the United States, a» a neutral power, can have no
legal right to interfere in tbe contest between the
Insurgent colonies of, and the crown cf Spain, so
as to protect Spanish owners; that said prize hav
ing been taken in open war as Spanish property,
SomjUe and condemned to the captors, any at
tempt to divest them of the rights they thus ac
quired by the exercise of a mere belligerent right,
on tbe pari of the United States, is a violation cf
the principles of public law: —That the said libel,
lant, nor any one for him, has never received any
part of the proceeds of the sales of the said Span
ish schooner Tentativa, which is understood to be
in the hands of some offieer ov officers of this
couit; not have they received any of ‘.he slaves
brought into this port in open violation, as ’tis
pretended, of law.
For remedy whereof, and Jliat this libellant may
have justice don him by being heard in the pre
mises, you are herefcy commanded to cite and ad.

ver, who have, or pretend.lo have, any right, ti
tie, interest, claim anil demand, whatsoever in,
to, or upon the proceeds of sales of the said Span,
ish schooner Tentativa, cr ir, to orupon the same
one hundred and tu enty-seven African slaves, or
any of them, to bring before this court the pro
perty in quevtion, to wit, the said proceeds of
sales of the raid prize schooner called the Tenta-
livn, now 1 in the registry of this court, as ’tis said,
and the same one hundred and twenty -seven Af
ricun slaves, and forthwith proceed to a hearing
and adjudication : of this cause, and be and appear
at a special court of admiralty, to be held at Sa
vannah, in and for itie said district, on Wednes
day the fourteenth day of April next, at eleven
'clock in the forenoon, to answer the libellant
in the premLes. snd shew cause why restitution
hould not be made, and raid slaves removed from
the United S'a'es by the captors according to the
rights acquired by war, the duties incumbent on
a neutral puwer, and the laws of nations.
