Far the tetter regulation of the Sextons Bui of
Mortality, and/or after purpotet therein men■
Whereas, reports of the tmhrallliines* of tin*
city, in themselves erroneous and prejudicial to
the best interests of/this community, have been
received and propagated abroad; and, whereas,
these reports have in no small degree arisen out
of the loose and irregular manner in wnich (owing
to the imperiect condition of the ordinances on
this subject) the records of mortality have been
kept. To correct these reports, and to adopt
such regulations as will enforce a fair account of
all deaths that shall hereafter occur, and the con
ditions of persons dying within the limits of tbit
ordained, by the mayor and aldermen of the
city of Savannah, in council assembled, and it is
ordained by authority of the tame. That the clerk
of council shall, at the expense of tius corpora
tion, provide and furnish, to .the sexton, a book,
ruled and lined in sueb-a manner as to designate
the names, ages', sexes, whether they be whites or
blacks, conditions, trades or professions, coun
tries of birtb, whether accustomed or unaccus
tomed to the climate, stranger*, whether arriving
before or during the sickly season, disease or casu
alty, and day of death, of those who die, toge
ther kith a space for such remarks as the sexton
may deem worthy of note, and that by the term
accustomed to the climate shall be understood,
such persons as have resided in the city at least
three successive summers and autumns, or such as
have resided five summers and autumns at inter
vals in this city, and by the term unaccustom
ed to the climate shall be understood, such per
sona as have remained one and less than three suc
cessive rummer* and autumn*, or lei* than five
summers and autumns, at interval*, in ibis city.
And, bo it further ordained, by the authority of
the tame, That it shall be the duty of the :exton
to enter aii deaths occurring in the city, letting
down, in a fair and legible Iuind, the nan.es, ages,
sexes, wbettirr they be whites or blacks, their
conditions, trades or professions, whether they
arc accustomed or unaccustomed to the climate,
if stranger*, whether arming before or during the
sickly season, thediseaseor casualty cauaingdeaih,
and the day of death, together with whatever re-
marks be may deem pertinent, in the book, to be
prorided by the cleric of council.
And, be it further ordained, by authority of the
tame, That it shall be the duty of the sextun to
make every enquiry relative to such as die, to ena
ble him to make the proper entries, of such per
son or persons as he may deem best qualified to
give tile information required; and that, when the
sexton is at all doubtful of the correctness of the
statements given, lie shall be authorized and di
rected to administer an oath to the informant or
informants, to give to tbe best of his, her or their
belief true and coned answers to such quest- ns
as may, by the sextoo, be propounded to him
her or them; provided that the questions propos
ed by the sexton have a necessary and direct re
lation to tlie information which, by this ordinance,
tbe sexton is required to obtain.
And, be it further enjoined, That, if any per
son or persons shall refuse to give whatever-in
formation he, she or they may posses ; ol
the nature required by this'ordinance, or refuses
to swear or affirm to the correctness nf hi.-., her
or their statements, when required by tbe sexton,
such person or persons, upon information brought
before this board, by the sexton, (whose duty it
dull be) shall be fined in a sum not exceeding
twenty dollara, to be collected in the u>ual way.
And, be it further ordained, by authority of the
nine, That it shall be tlie duty of the sextun, and
he is hereby required to apply to, and obtain in
writing from, the attending physician of every de-
ceascd person, whom he snail inter or cause to be
interna, the dfiease or causualty which occasion
ed death, the duration of disease, toe. signed by
tlie physician, which statements the sexton shall
preserve and file, subject to the inspection of
council.
And, be it further ordained, That, whenever a
person shall die without having received medical
attendenee, it shall be tlie duty of the sexton to
enter in the record of mortality that the disease
producing death was unknown, unless death was
evidently the result of s^me -bvious casualty; and
that then he shall record what that casualty was
And. be it Jurther ordained, by authority of the
tame, That it shall be the duly of the sexton to
superintend and .keep in charge the negro bury
ing ground of this city; and that he shall inspect
each and every grave before interment, and take
due care that they be not less than six feet deep;
and that, for each grave thus inspected iu said ne
gro burying ground, he shall be entitled to re
ceive the sum of fifty cents.
And, be it further ordainedThat, if any per
son shall bunr or inter, in said negro burying
ground, any deceased person or persons without
the knowledge and permission of the sexton first
had and obtained, the same shall, for each and
every such offence, it a free white person, be fin
ed in a sum not exceeding ten dollars; and, if a
person of color, the sum of ten dollars, or shall
receive not exceeding thirty-nine stripes.
And, be it Jurther ordained, That, if any slave
or slaves shall be buried in . said negro burying
ground without tbe knowledge and consenc of the
sexton, the person or persons, owning said slave
or alaves at the time of death, shall be deemed
the author or author* of such illegal interment or
interments, and be fined accordingly.
And, be it further ordained, Tlial it shall be the
duly of the clerk of council annually, at the close
of each year, to have printed, at the expense of
council, one hundred copies of a summary of the
deaths occuring in this city for that year, after tlie
manner and form of the record of mortality; and
to' have one copy addressed to the mayor and
aldermen of each of tlie chief cities of the United
States, and to such European cities as the mayor

And, be it further ordained, ThaUhis ordinance
shall go. into operation on the first day of Sep
tember next.
And, be it Jurther ordained, That all ordidances
or such parts of ordinance* as are in effect, con
trary to the spirit and intent of thia ordinance be
repealed and tbe same are hereby repealed.

struction and materials; whether any manufactory
is carried on within or about it; and, in case
of goods and merchandize, whether or not
they are of the description denominated haz
ardous or extra hazardous. And if anyr person
insuring any building or goods in this office,
shall describe toe same otherwise than as they
really are, so that the same be insured at less
titan the, rate of premium specified in the print
ed proposals of the company, such insurance (hail
be void and of no effect
No insurance, whether original or continued,
shall be conridered as binding, until the actual pay
ment of the premium.
Goods held in trust, or on commission, are

Twenty Dollars’ reward.
Banavayon tbe evening the 11th inst. my ne
gro wench Sills, carrying her child, a female of
su weeks old. It is presumed from several cir
cumstances that she was assisted in getting i-ffby
a negro fellow, named Peter, (belonging to capt.
Clark, of thecity guard) and is no doubt harbor
ed and supported by him, either in tbe suburbs ut
tbe city or its vicinity. Having a mother and sis
ter belonging to a Mr. Bouiquin about 10 or 11
miles on the Ogechee road, she may-have been
conveyed to that quarter to elude discovery. Sil
ls is about-22 years, old, of low jttatne and dow n
look; being born and raised in the neighborhood
and formerly owned by several inhabitants in this
city she is too well known to require a farther
