An Act making appropriation* to supply
deficiencies in the appropriations for tho
execution of the laws,
and for tho service of tho Qnartci master's
Department of the government, for the
fiscal year ending June 30,1868, and for
other purposes.
Be it resolved by the. Senate and House of
Representatives of the United States of
America in Congress assembled, That the
following sums, or so much thereof as may
be necessary, be, and the same are hereby
appropriated, out of any moneys in the
treasury not otherwise appropriated, for
the objects hereinafter expressed, for the
fiscal year ending June thirty, eighteen
hundred and sixty-eight, namely :
To provide for the expenses of carrying
into effect the “Act to provide for the more
efficient government of the rebel States
for the first military district, the sum of
fifty thousand dollars ; for the second mili
tary district, the sum of one hundred and
ten thousand dollars ; for the third military
district, the sum of ninety-seven thousand
dollars ; for the fourth military district, the
sum of oue hundred and fifty thousand
dollars; and for the fifth military district,
the sum of two hundred aud fifty thousand
dollars; making, in all, tho sum of six
hundred and fifty-seven thousand dollars.
To supply deficiencies in the service of
the quartermaster’s department, to wit:
For regular supplies, three million five
hundred thousand dollars.
For incidental expenses, seven hundred
and fifty thousand dollars.
For the purchase of cavalry and artillery
horses, four hundred thousand dollars.
For transportation of the army, seven
million three hundred and fifty Ihousand
dollars ; making, in all, the sum of twelve
million dollars.
Offioe of the Chief of Engineers :
To supply deficiencies in tiic office of tho
Chief of Engineers, for blank books, sta
tioncry, and miscellaneous items, two
thousand dollars.
Building corner of F and Seventeenth
streets:
To supply deficiency for fuel, compensa
tion of firemen, aod miscellaneous items,
eight thousand dollars,
LEGISLATIVE.
For increased compensation to Congres
sional Printer, to Juno thirty, eighteen
hundrod and sixty-eight, one ihousand
three hundred and forty-four dollars and
forty-four cents.
To supply a deficiency in the contingent
expenses of tho House of Representatives
for the present fiscal year, the following
sums, namely ;
For stationery, fifteen thousand dollars :
Provided, That from and after the third
day of March, eighteen hundred and sixty
eight, no Senator >r Representative shall
receive any newspapers except the Con
grt ssional Globe, or stationery, or commu
tation therefor, exceeding one hundred and
twenty-five dollars, for any one session of
r ongresß.
For furniture, repairs, and packing
boxes for members,twenty thousand dollars.
For miscellaneous ‘toms, fifteen thousand
dollars.
For folding documents, including mate
rials, fifty thousand dollars.
For newspapers, twelve thousand five
hundred dollars.
To supply a deficiency in the contingent
expenses of the Senate for tho present
fiscal yp»r, namely :
Foe clerks to committees, and pages,
horses, and carryalls, thirty three thousand
eight hundred and four dollars.
For additional messengers aud laborers,
fifteen thousand dollars.
For labor aud materials in the folding
room, to be provided by the Sergeant at
arms, five thousand dollars,
.JUDICIARY.
For salary of marshal of the Supremo
Court of the United States from April third,
eighteen hundred and sixty seven, to Juno
thirty, eighteen hundred and sixty eight, at
thirty five hundred dollars per annum, four
thousand three hundred and fifty five dol
lars and seventy seven cents.
DEPARTMENT OP EDUCATION.
For amount required for salary of Com
missioner to March thirty, eighteen hundred
and sixty seven, oue hundred and ninety two
dollars
Sec. 2 And he it further enacted, That
so much of tho first section of tho act of
March third, eighteen hundred and nine,
entitled l An act further to amend the seve
ral acts for tho establishment and regula
tion of the Treasury, War, and Navy De
partments, as authorizes the President, on
the application of the Secretary of any de
partment, to transfer the moneys appropri
ated for a particular branch of that depart
ment to another branch of expenditure in
the same department, be, and the same is
hereby, repealed ; and all acts or parts of
acts authorizing such transfers of appropria
tions be and the same are hereby repealed*
and no money appropriated for one purpose
shall hcreaster be used for any other pur
pose than that for which it is aypropriated.

I hereby certify that I have been partially para
lyzed for four years. Four months of that lime I
was not able to make a step, or cveu so much as
move one of my toes on either foot, and was en
tirely destitute ot feeling in ray legs.
I was examined by forty eight Confederate
Army Surgeons, all pronouncing me incurable—
having Curvature of the Spine, which produced
paralysis. I commenced taking treatment of Pro
fessor Roberts, March 4th, 1868, and now, after
taking nine treatments, by Animal Magnetism , I
feel like a “new creature!” I can now stand, up.
and walk any desired distance, without crutches
or canes, which was utterly impossible /or more
than four years before seeing Dr. Roberts.

This certifies that I have been a great sufferer
with Rheumatism for five years, my left ankle
being much swollen, very stiff and painful. I
was treated twice only bv Dr. Roberts, at the
Augusta Hotel, February IStli and 20th, 1868, aud
now have not one symptom of Rheumatism or
pain in my body. All the medicine I hud taken
seemed to make me worse, and I never had
any relief until I was treated magnetically. J’eople
may laugh; but I have no more rheumatic
paiiis—that’s so.

1 have been a hopeless invalid for the weary
space of ten or twelve years laboring under a
combination of dreadful diseases which have long
since been pronounced incurab.». I bad of lato
grown rapidly worse, until three days since I was
brought to this city on a bed, being entirely nuable
to sit up, for the purpose of consulting the far
famed Prof. Roberts. After the first treatment,
which was only a few minutes, I wa3 free of all
pain and able to walk anywhere, and to-day I feel
so well and strong I can scarcely realize that I
am the same being who was so feeble aud Buffer
ing so much three days since. I can never express
my heartfelt gratitude to the man whose wonder
ful skill has thus relieved me of so much inexpres
sible suffering. May God bless the Doctor
wherevei he goes, is my humble prayer.

for eight months past I have been afflicted
with Neuralgia in the light side of the face, and
most of the time suffered most excruciating pain,
during which time I have "sought relief in vain
from the regular medical profession ; aud I further
certity that I was relieved the first time I was
treated by Prof. Roberts, aud apparently pernia
neatly cured after being treated the third time. I
most confidently recommend him to all similarly

have, for live years past, been afflicted with
goitre. Physicians pronounced it incurable, and
from them I obtained no relief, but upon the con
trary continued to grow worse, until treated by
you four times, by Animal Magnetism, in January
and February, 1868, since which time it has almost
disappeared, and I am entirely relieved from suf
fering with it.

This certifies that I have suffered exceedingly
with a large tumor on the left side of my face lor
twenty-live years. During this age of torture it
has beeu removed twice by painful surgical opera
tions, which only sensed to aggravate its growth.
When Dr. Roberts came to Atlanta I took treat
ment bv Animal Magnetism, and have been
greatly benefitted by him—in point of truth, more
than by the entire twenty seven “regular” doctors
who have attended me.
Under the treatment, the tumor softened and re
duced in size, the hearing in my left ear has beeu
restored, and my left arm, which was almost use
less, lias been restored to its original strength. I
can now sleep oil my left side—a thing I could not
do for many years before. I firmly believe if I
could continue the treatment the tumor would
