The “Lamp Man” came near being ex
tinguished on yesterday afternoon, or rather
his establishment, by accident. A bottle of
Benzine- was broken and became ignited
bum a small fire some distance off, used for

and with a bucket of water, saved a general
burning of bis establishment, and probably

A case in point has come to our knowledge
in this city that should bring the blush of
shame to the cheeks of every man who bus
a soul above the “muck” of this world. It
is this : A poor old white man, who has a
regular city license as a fruit and candy ie
tailer, has long had the use of a portion of
the street beyond the curb stone, under »
shade tree, where he endeavored to gain an
honest living by selling his little wares.
Within a day or two lie has been catechised
as to how lie voted at the recent election ;
and, although the questioner had no moral or
legal right to put it, lie answered, like a
brave and honest man, that he voted the Re
publican ticket. The sequel is that, with the
refilled spirit of modern Christianity, his
trade lias been interrupted, and his stand
occupied by two empty hog heads—sur
mounted, we suppose, by two nondescripts
called “Democratic niggers,” as guards of
honor to the empty things, who enjoy their
“well paid'’ labor amazingly.

A poor woman in the Prussian province
of Posen, being near her death, lately con
fessed to her priest that about thirty years
ago, having been delivered of a boy, she
substituted her own child for the child ol a
countess, in whose employ she was. Neither
the nurse or the. countess became aware of
the exchange, and thus it remained.
Her own boy was educated as a cum lit,
and lias married tire daughter of a very
proud nobleman, while the real count, huv.
ing grown up in poverty, wont out to service,
married, and is now living not far from his
princely estate ol Komoruk, with his own
children. The woman said she could not
die without confessing this sin. The priest
applied at once to the authorities, and an
investigation has commenced.
Prince Alfred.
Prince Alfred, whoso ailymptud assassi
nation is announced from Australia, is
Queen Victoria’s fouitli child. He was
born in 1811, and is con u quently now about
twenty four years of age. From his earliest
years he has bu n regarded as tho most
intelligent and sensible of the Royal family,
and has been'far more popular with the
English people than any other of the
Queen’s children. He holds the rank of
Duke of Edinburgh, and is a captain in the
English Navy. lie lias travelled exten
sively over the world. Inil, whilst he has
been in the.Canadas, lie has not yet visited
the United Stales. The Cable reports the
Prince in a fair way to recover, and adds
that he is to he sent home to England.

Mr- Lory, from Hospital Committee, reported
that tho Hospital at present was empty.
Mr. Levy, from Engine Committee, reported
(hat a fair trial had been given to the steamer
ordered for Fillmore No. 4, aud the sarno hud
been formally accepted by tho City.
Mr. Levy, from the Magazine Committee, stated
that only two bids had boen received for the
hrildiog of the Magazine, and that after consult
ation the dimensions had becu changed from lf>
to 24 feet.
On motion of Mr. Conley, the Committee were
authorized to contract for the building.
Mr. Lynch, from the Special Committee on
Work House, made the following report:

Hon. M'Vfor and Member! of the City Council of
Auyuota.
Gentlemen —Tho committee appointed to en
quire as to tho possibility of immediately estab
lishing a public Work House, would rcspectfrlly
report that they have given tho subject careful
consideration. They are satisfied that tho scr
vices of poraons condemned to labor in this city
under the present arrangement, is of very little
benefit to tho city, and can scarooly be called a
punishment to the prisoners. The system demands
a thorough revision. In the presont embarrassed
state of the city finances, tho only plan that
appears feasible to the Committee is to endoavor
to utilise this labor by preparing rock for tho
purpose of McAdamizing our public streets. The
ruck, we are all aware, can be had in almost
inexhaustible quantities from land belonging to
the city on the bank of the Canal. To accom
plish the desired result, with the least outlay of
money, is the question that has been seriously
debated by your Committee. We recommend
that a strong Stockade bo constructed on tho
bank of the Canal within tho city limits, in
which two ample open sheds be erected to
protect the workmen from sun and rain. Boats
will have to be provided and parties detailed to
bring the material from the quarries to this en
closure, where the prisoners can bo kept em
ployed iu all kinds of weather, iu bre iking the
rock into suitable pieces for use on tho public
streets, to which it can be conveyed by the street
carts at any time. Wo would recommend that
the prisoners, upon being placed in tho working
gang, be furnished with clothing of a peculiar
texture and color, to be worn by them until their
discharge, when thoir own clothing bo re
turned to them. If it is decided by Council to
carry out these suggestions, we recoimnond tho
passage of an ordinance creating an officer of
Council, to be known as Superintendent of the
Working Gang, prescribing his duties and the
discipline to be enforced. Said officer should bo
chosen for his jfeuliarjihm* for the duties to bo
performed, as the success or failure ol the mea
sure will depend very much upon his capacity.
Xfter a careful calculation, wo are satisfied the
• mount required to establish this Work House,
upon tho plan proposed, will not exceed $:5,j00 ;
mi i the expense ol maintaining it will bo but
little. i f any, greater than is required to police
and superintend the present working gang, and
(he re.-ults, we believe, will be much wore satis
factory.

Sir—ln tho statement of the condition of
the City Treasury for the fiscal year ending 31st
March, ISOS, published on the 15th of last
month, it appears that the Augusta Water Works
stands charge l for “Salary and Repairs, ’’
$5,191.94, and is credited with $1,503.00, re_
ceivcd as “Water Rent.” This, of course, is cor
rect, according to the system of accounts at the
City Treasury, but, in my humble opinion, is
not a fair showing for the Works under your
care.
As the March expenses wore not paid until tho
25th of last month, they were not included in
the statement. [ therefore beg leave to submit
the f *ll«*;viug for eleven months of the fiscal
.war : The item of Salaries is made up of those
of the Chief and Assistant Engiueers, and a
Watchman at the Basins. Incidental Expanses
arc made up of fire wood, oil, tallow, cotton
waste, clearing water wheel and gates, examina
tion of fire plugs, '■to Tho Repairs consist
uiainly of repairs on tiro plugs and the banks oj
the Basins. As to tho item of Service Cocks, it
is only necessary to remark that we supply a
•ock to each water tenant, and have tho main
tapped under our immeoiatc direction with a
view of having the location of every tap ou re
cord, so that, on tho refusal or neglect of a water
tenant to pay, the water can be promptly shut
off. The item of Extension coD?Hts entirely of
now work, and takes in the line lately laid on
Camming and D’Antignnc streets, and the ex
tension on Campbell across Walker street., and
ol course includes the five new tiro plugs.

AN ORDINANCE, Regulating the Collection of
Taxes.
He it ordained by the City Council of Avyu9ta,
and it it hereby ordained by authority of the
tame, That a discount of seven (7) per cent, be
allowed by the Collector and Treasurer on all
payments for Taxes standing on the City Tax
Digest for the year 1868, if the same shell be
paid in Uni tod States currency before tho first
day of July next; and an additional tax of five ,
(6) per cent, shall be added to all such Taxes ns
remain unpaid after that date.
He it further ordained, That so much of the
Ordinance as requires the payment of interest
on such Taxes as remain unpaid after J*ixty
days notice has been given, be and the same is
hereby repealed.
Ibis Ordinance was road three times and
adopted.
COMM time ATI ON FROM THE M4TOR.
The following communication was read by the
Mayor:
Gentlemen of the City Counci l —I feel it to be my
imperative duty to call your attention, publicly,
to the fact which as individuals you are doubtless
cognizant of, that many of our citizens have
boon deprived of the means of earning their live
lihood and providing for thoir dependent fami
lies, simply because, at the recent election, they
voted a* thoir consciences approved, rather than
in accord with tho dictation of their employers.
It is a fact, not les* humiliating than true, that
merely for exorcising the right of suffrage, scores
of citizens have been thrown out of employment,
and those dependent upon their daily labor de
prived of the necessaries of life.
I will not insult your intolligonce by an at
tempted argumont condemnatory of this unjust
and unprecedented proscription, incited by sedi
tious newspaper appeals to tho baser passions of
in**n. lam content with calling your attention
to the fact, and asking for prompt aud suitable
action in reference thereto. Apart from other
•onsidorations, humanity calls upon you to aid
these wcu who refused to sacrifice principle for
bread.
As tho employers who have thus acted are,
with but few exceptions, among our largest tax
payers, I suggest, gentlemen, that temporary
rations be issuod to needy parties who may fur
ni<di satisfactory evidence of having received
such treatment, and that, if necessary, an addi
tional tax bo levied for carrying out this humane
design. Very respectfully,

Tho Mayor called tho attention of Council to
the propriety of uniforming the Police; and on

The Mayor reported that he had appointed
George M. Hood Captain of Police, which action
was confirmed.

\ e.lu resolutions were resumed. Brooks di
vided his hour among the Democrats, and
moved the previous question; motion not
seconded* An amendment was offered
which opened a tree debate. Logan opened,
hut was called to order for usitig the word
“villaiuous,” when he took it back. He was
next called to order for saying that Brooks
said what he (Brooks) knew to be untrue.
Ihe Speaker ruled the expression parlia
mentary. The date of the letter which had
been denied in Court, <i few dnys ngo, was
admitted in tho House.
The speech was very hitter. Butler took
the fiooc and accused Brooks of robbing his
partners. Butler asked Brooks if, while
Butler was fighting, Brooks, in this House,
did not call Butler a good robber?
_ B.ooks replied, “Yes, and I made you
disgorge sixty thousand to a citizen of New
York.”
Crimination and recrimination followed,
tvhen the Speaker called Brooks to order.
Brooks did not know why the Speaker
had not called Butler to order.
Brooks did not know how he was to get
satisfaction. He could not get it personally
from a man like Butler, who had been whip
ped at his home, in Massachusetts, by a
bricklayer, lor insulting tho bricklayer’s
wife. The resolution was tabled—7o to 26.
During the debate Eldridge called Logan
no gentleman, and Logan called Eldridge a
blackguard. Adjourned.
Evarts closed at 5 p. m.
After rece3s,Stanberry commenced, saying
that although feeble in health, an irresistible
impulse urged him on—unseen, but friendly
Lands sustained him, and voices, inaudible
to others, he heard whispering of hope and
confidence, and saying, or seeming to say,
feeble champion of the right, hold not back.
Remember “the race is not always to the
swift, nor the battle to the strong.” Remem
ber a single pebble from a brook was enough
to ovet throw the giant that defied tho armies
of Israel. Court adjourned.
Arrested.
Moktuo.m i.«v, May I.—Mr. I{. Randolph,
editor of the Tuscaloosa Monitor, was, some
weeks ago, held to bail in a Circuit Court for
Alabama, and placed under a bond for an
affray with a negro. He afterwards reported
in person to General Shepherd, Command
ing the District of Alabama, his arrest
having been ordered, he was placed in con
finement here, and subsequently sent to
Selma to be tried by Military Commission.
Judge Busteed, of the United States Court
sot Alabama, on application, granted the
writ of habeas corpus applied for last Mon
day, but the military is still holding Mr.
Randolph.
The following telegraph correspondence

Whereas, a libel of information lias been filed
in the District Court of the United States fur the
Southern District of Georgia, on the 7th dav of
March, in the year 1868, bv Henry S. Fitch, Esq ,
Attorney of the United States for the said District ,
in behalf of the United States of America, against
the following property, to wit : 518 barrels ot
distilled spirits, marked [P|, for reasons and
causes in said libel of information mentioned, and
praying the usual process and monition ot the
Court in that behalf to be made, and that all
persons interested in said property may he cited
in general and special to answer the premises;
and all due proceedings being had, that the said
property mentioned be condemned, and tlie pro
ceeds thereof distributed according to law : uud.
whereas, the said Court has issued its warrant- of
arrest commanding me to seize said property; and,
whereas I have executed said warrant; now,
therefore, 1 do hereby notify all persons in
terested therein that a seizure has lr*en made
in pursuance of* said warrant and monition of
