We suppose there has never been an
election in Georgia which has so much
deceived the calculations of everybody as
the one iu-t passed, thi the one hand, the
opponents of Its t.i.oi k and the Constitu
tion took it for granted that the counties
where the colored vo‘e was tile largest
were certain to vote against the “white
ninn's partv : ' and, ot course, they tliougnt
it useless to restrain themselves from
abusing and libelling the colored voters:

gia was mostly given up to "nigger- and
-ealawags: and the editorials of tluir
papers and the addresses ol their itineraut
orators wen directed entirely to the rally

banner. They labored assiduously for a
division of parties founded on the dis
tinction of races.
How has it resulted .' In some of the
counties having a large negro population
the Democrats have managed to secure a
majority. It may be saiil that this result
was arrivyd at by fraud, intimidation, and
bribery; but that immaculately virtuous
factiou have never been know n to resort to
illegal voting, ballot box stuffing,or fraud,
to earn tin election. All violence and
corruption have always been committed
by their quiet and law abiding opponents,

cans. AN e care not how the majorities in
those counties, like Houston, were ob
tained, or liow it Happened that the vote

tional candidate for Governor in other
counties was increased far beyond the
registered colored vote- the tact remains

the expectations of the -Democratic calcu
lators themselves; and had the ratification
of the Constitution and the election ol

On the other hand the Democratic b ad
ers persuaded themselves that Northern

their calculations a powerful element: they j
forgot that the mountains were always the ,
la-t refuge of freedom in all ages and in ;
all the world ; they forgot that a majority j
of the people of Northern (ieorgia longed !
for a restoration to the government of their
fathers, and despised the men who were I
prominent in inaugurating the reign of j
terror under which they sidl'ercd during
the Confederacy. They saw some of tin-e

of the falsely styled Democratic party, and
they distrusted them and their advice,
which they believed tended a' ain to civil
war. Confident in their future ability to
rule the State- as they, until secession,
always had ruled it they regarded the

to the Union they took the only path that
led to that goal.

the case, those so-called, self constituted
champions of what they are pleased to

11. In the discharge of thiadufy, the Board will
carefully compare the returns with the ballots ami
registration boohs and lists, will investigate ami
report upon any charges of fraud or malfeasance
in office on the part of registrars, managers, or
other officers connected with the registration or
the receiving of f»a I lots —and incases where frauds
are detected, or where, from the evidence submit
ted, the board are of opinion that from any
cause the election should be set aside, their report,
with evidence and facts, will he presented to the
Major General Commanding.
I*II. The attention of the board is particularly
directed to the revision of the registration during
the live days preceding the election, and it will
examine imo the causes assigned by for
striking off names ; comparing the same with the
statements of those whose names have been
stricken off. In any ease of abuse of authority, or
insufficient reasons given on the part, of registrars,
the board will report the facts in the case for the
act ion of the Major General Commanding.
IV. The hoard are also charged with the duty of
collecting all the facts and evidence in cases wiiere
the eligibility of candidates is disputed, reporting
t he result of their investigations to the Major Gen
eral Commanding for his decision and act ion
V. In the execution of the foregoing duties the
hoard are fully empowered with all the authority
requisite for the same —it is authorized to send for
persons and papers —to take testimony on atfida
vit*, and, where necessary, to call oh the Com
manding officer, sub District of Georgia, to make
such investigations as may be desired. The Com
manding oflicei snh-Distnet ot Georgia, the Super
intendent of lvegistration, ami others, are hereby
required to answer any calls made by the board-’-
to have such investigations made—and to produce
any (moke, papers etc., that may be called for.
