General Orders No. 74.
I. A board of officers will fonveno at Atlanta
on Monday, May 4th, to revive ami count the
returns of the erection recently held iu Georgia,
and report for the action of the Major General
commanding the names of all persons elected, and
the offices for which elocted.
11. In the dischurge ot this duty, the Board will
carefully compare the returns with the ballotsaud
registration books and lists, will investigate and
report upon any charge* of fraad or malfeasance
in office on the part of registrars, managers, or
other officers connected with the registration or
the receiving of ballots—ami incases where frauds
are detected, or where, from the evidence submit
ted, the board are of opinion that from any
cause the election should be sc4aside, their report,
witli evidence and facts, wilt ho presented to the
Mujor General Commanding.
111. Tho attention of the hoard ie particularly
directed to the revision of the registration during
the five days preceding the election, and it will
examine into tho causes assigned by registrars for
striking off names j comparing the saim: with the
statements of those whose liamcs have been
stricken off. In any case of abuse of authority, or
insufficient reasons given on the part of registrars,
the board will report the facts in the case for the
action of the Jlajor General Commanding.
IV. The board are also charged with the duty of
collecting all the facts and evidence in cases where
the eligibility of candidate# is disputed, reporting
the result of their investigations to the Major Gen
eral Commanding lor his decision and action
V. Iu tho execution of the foregoing duties the
hoard are fully empowered with all the authority
requisite for the same —it is authorized to send for
persons and papers —to take testimony ou affida
vit#, and, where necessary, to call on the Com
manding officer, snb-Distriet of Georgia, to make
such investigations as may he desired. The Com
manding officer suh-Distnct of (ftcorgia, tiie Super
inteadent of Registration, mid others, tire hereby
required to answer any calls made by the hoard—
to have sauh investigations made —and to produce
any hooks, papers etc., that may be called for.

compensation, of all such persons. Great caro
must be taken that this authority is not abused
by overworking tho prisoners or retaining them
longer in confinement than necessary.

cases where it is impracticable to furnish the
proper guard, or when there is danger of escape
but this order is not intended to revive or au

held at Baltimore ou the 7th of June, 1804,
do appoint that a National Convention of
tlie Union Republican party bo held at the
city ol Chicago, 111., on Wednesday, the
20th day of May next, at 12 o'clock m., for
tho purpose of nominating candidates for (lie
offices of President and Vice President of
the United States. Each Stale in the United
States is authorized to lie represented iu said
Convention by the number of delegates equal
to twice tho number ol Senators and Repre
sentatives to which each Stale is entitled in
the National Congress.
'Vo invite the cooperation of all citizens
who rejoice that our great civil war has
happily terminated in the discomfiture of
the rebellion ; who would hold fast the
unity and integrity of the Republic, and
maintain its paramount right to defend to
the utmost its own existence, whether im
periled by secret conspiracy or armed
force; of all friends of an economical ad
ministration of the public expenditure, of
the complete extirpation of the principles
and policy of shivery, and of the speedy
reorganization ol those States whose Gov
ernments were destroyed by the Rebellion,
and their permanent restoration to their
proper practical relations with the United
States in accordance with the true princi
ples of republican government.

same, That a discount of seven (7) per cent, bo
allowed liy the Collector and Treasurer on all
payments for Taxes standinj; on the City Tax
Digest for the tear 1863, if the same shall be
paid iti United States currency before the lirst
day of July next; and an additional tax of five
(5) por cent, shall ho added to all such Taxes as
