General Orders No. 71.
I. A board of officers will couvene at Atlanta
on Monday, May 4th, to receive mid count the
returns of the election recently held in Georgia,
and report for the action of the Major General
commanding the names of all persons eiected, and
the offices for which elected.
H. In the discharge of this duty, the Board will
carefully compare the returns with the ballots and
registration hooks and lists, will investigate and
report upon any charges of fraud or malfeasance
in office on the part of registrars, managers, or
other officers connected with the registration or
the receiving of ballots—and incases where frauds
ure detected, or where, from the evidence submit
ted, tlie hoard uro of opinion that from any
cause the election should he set aside, their report,
with evidence and facts, will ho presented to the
Ma jor General Commanding.
111. The attention of the hoard is particularly
directed to the revision of the registration during
the five days preceding tile election, and it wifi
examine inw the caused sssigued by registrars for
strikiug off names ; comparing the’ same with the
statements of those whoso names tyive been
stricken off. In any case of abuse of authority, or
insufficient reasons given on the part of registrars,
the hoard will report the facts in the case for the
action of the Major General Commanding.
IV. The hoard arc also charged with the duty of
collecting all the facts and evidence in cases wliere
the eligibility of candidates is disputed, reporting
the result of their investigations to the Ma jor Gen
eral Commanding for liisdeci-i-m uuduction
V. In the execution of the foregoing duties the
hoard are fully empowered with all the authority
requisite for the same—it is authorized to send for
persons and papers —to take testimony on affida
vits, and, where necessary, to call oa the Com
manding officer, sub-District of Georgia, to make
such investigations as may be desired. The Com
manding officer sob-District of Georgia, the Super
intendent of Registration, and others, are hereby
required to answer any calls niado by the bonrd--
lo have such investigations made—and to produce
any hooks, papers etc., that uiay be called fur.

the Union Republican party he held at the
city of Chieago, 111., on Wednesday, the
20th day of May next, at 12 o’clock m., for
the purpose of nomir.aiiug candidates for the
offices of President and Vice President of
the United States. Kaeh State in the United
States is authorized to lie represented in said
Convention by the number ol delegates equal
to twice the number ot Senators and Repre
sentatives to which inch State is entitled in
the National Congress.
We invite the cooperation of all citizens
who rejoice that our great civil war has
happily terminated in the discomfiture of
the rebellion ; who would hold fast the
unity and integrity of the Republic, and
maintain its paramount right to defend to
the utmost its own existence, whether im
periled by secret conspiracy or armed
force ; ot all friends of an economical ad
ministration of the public expenditure, of
the complete extirpation of the principles
and policy of s'avery, and of tho speedy
reorganization ol those States whose Gov
ernments were destroyed by tho Rebellion,
and their permanent restoration to their
proper practical relations with tho United
States in accordance with tho true princi
ples of republican government.
