By the new Constitution of Georgia, which

Court’ is to he abolished. Wo learn that

Gin. Meade decides that these Courts shall
exercise their functions until otherwise
ordered by military authority.

excelled in the English language.
The Hog ((uention.
This seems to be /Ac question (or discus
sion. On tiio 20th inst., in accordance with
previous notice, tho Polico were out early,
and the canine race went down, and up, and
under, in a brisk way. Seventy live “ regu
lation dog collars” were sold by it o’clock
p. in., nt the Police office, and on yesterday
dogs were shot and dog collars in demand all
day. There are two sides to this question.
Dogs are not properly in the eye of the law.
but many of them are very valuable, and
therefore arc considered property by their
owners, some selling even as high as two
hundred dollars. There are, however, very
many worthless curs and hybrids ex tun 1
that should be exterminated. Now, as the
City Council has the object in view of rais
ing revenue by taxation, and as we under
stand that this dog tax of two dollars and a
half each is for that purpose, why not
require each man to give in his dogs when
he gives in his other taxablcs, and if he
chooses to pay tax for a dozen dogs, why let
him do so, and when the dog days come
around, when “Sirius, the dog star, ranges,”
let a wire muzzle be required to he put on
all the dogs that are Buffered to run loose in
the streets, and in case hydrophobia should
become prevalent, then use guns or strychnia
to destroy the useless curs that are so plen
tiful in some parts ol the city. The owners
of valuable dogs will take care of them, and
the worthless ones should he destroyed.

The Ku Klux organs all over the Slate ol
Georgia are advocating a Conventi m, and a
thorough organization of the “odds and
ends” composing the awfully whipped party
calling itself Democratic, and we suppose
during the Summer such u Convention wilj
he held. Well, who’s afraid ? Tret them
hold Convention ; lit them organize their
piebakl concern, if they wish—they can get
any number of candidates they may want,
und any amount of whiskey that may ho
needed; but we are railier of the opinion
they will fail in getting what \v, think they
in" t need—and that is rotes! Tliev can
amuse themselves, and tlie.“rent of man
kind,” by ns many high fantastic tricks as
they can get up; but wc opine they will find
that road one bard to travel, very expensive,
and tho goal to lie sought far beyond their

men in the different Congressional Districts
in Georgia—especially tin: second—tlie Ku
Kiux Democracy seem to have been very
highly elated; but our judgment i; very
cleat- l hat such a direct and palpable attempt
at tlie destruction of their best interests and
legal rights, under the law, will not. be again
charged lo tlie discredit of tlie colored men
of Georgia, who were cajoled into voting lor
their enemies.

Negotiations are pending for tlie purchase
of a fine residence in Yinevilic (a suburb of
Macon), for Bishop Beckwith. The ptice
asked is nine thousand dollars. Besides
being new, it is one of tlie best constructed
and arranged houses in Georgia, and will
no doubt please the Bishop. We understand
that tlie titles wiil be transferred to him.

“That any freo white inhabitant, being a
citizen ot the United States and of this State,
and residing within tlie limits of any county
or school district, organized tinder this act,

and any disabled and indigent soldier of this
Slate under thirty years of age, shall bo en
titled to instruction in the Georgia school ol
suid County or District without charge for
tuition or incidental expenses.”

among the Vice Presidents and Secretaries
in the permanent organization.

support Wilson.
Congressional.
Washington, May 21. —Senate Thq
President has transmitted the Constitutions
of North Carolina, Louisiana, and Georgia,
which wore referred to the Judiciary Com
mittee.
D.ivi.s introduced a preamble and resolu
tion appointing a Committee of three to
investigate the attempts to influence and
intimidate Senators.
Henderson made a personal explanation,
stating that he had been requested to appear
before the managers, anil desired the sense
of the Senate on his duty.
A long nnd desultory discussion ensued,
the Republicans maintaining that the object
of the managers was to elicit facts to sup
port additional articles, whereof the Presi
dent attempts to corrupt Senators, and to
this end Henderson should testify.
The Democrats maintained that proceed
ings were against Senators. In this sense
Henderson rightly refused.
Without action the Senate adjourned to
Monday.
