The follow. \ £ is the proposed Article ot
the Constituting w hich must be adopted by
the Legislature before the State can be
represented in Congress :
Resolved, by the Senate and Douse of
Representatives of the United Slates of
imerica , in Oo«y.«*o anwmbM, two thirds
of both Houses concurring-, That the follow
ing articles be proposed to the Legislatures
of the several States os an amendment to
c : Constitution of the United Stales, which,
when ratified by three fourths of said Legis
latures, shall be valid as a part of the
Constitution, namely:
Article —, Section 1. All'persons born
0 naturalized in the United States, and
subject to the jurisdiction thereof, are citi
ans of the United States and of the State
wherein they reside. No State shall make
or enforce any laws which shall abridge the
privileges or immunities of citizens of the
United States, nor shall any Slato deprive
any person of life, liberty, or property,
without due process ol law, nor deny to any
person within its jurisdiction the equal
protection of the laws.
sec. 2. Representatives shall be appor
tioned among the several States according
to their respective numbers, counting the
wawe number of persons in each State,
excluding Indians not taxed. Rut whenever

Oeuaral Orders No. 72, to confinement at hard
labor at the Drv as remains unexpired,
oil the receipt of this Order at Fort JeHemon, is
hereby remitted, and the prisoners will be dis
charged.
In thus early these prisoners, the
Major General Commanding trusts the clemency
extended toward them will not he misunderstood.
These misguided and thoughtless young men
were convicted, after a fair trial, of acts of vio
fence and outrage against a citizen, with the ob
ject of driving him out of the State.
Thu frequent complaints of similar conduct,
and the failure of the civil authorities to repress
the evil, rendered it necessary to exercise the
power conferred on him by law, ami bring these
prisoners be foie a military tribunal. Their con
viction and punishment having, however, vindi
cated the principle involved, tho Commanding
General, in view of tho suffering imposed on the
relatives and friends of tho prisoners, of tho
promises made of future good conduct, and in
the belief that a proper example, earlier made,
might have deterred the prisoners from commit
ting the offence, has directed tho discharge of
the prisoners.
The Commanding General takes this occasion
to state that similar clemency need not be ex
pected in future, aud he warns tho people of
his District, that ho is determined to sup
press all lawlessness and violence, and ail at
tempts of individuals to take tho law into their
own hands, or decide who shall not live in
the country. To protoct every person in his
rights of person and property, »s made by the
law the paramount duty ot tho Commanding
General, ami it is well the people of tho District,
and the authorities having in charge the preser
vation of the peace, and the execution of tho
laws, should know that ho is determined to
exercise all tho power under his command in tho
discharge of this duty, and that hereafter no
consideration such as are horc allowed, will in
fluence him to relievo tho guilty from the just
punishment awarded them.
