The following is the proposed Article ol

So much of the sentences of (he prisoners (Won
Poltitfrew. Frank 11. Mumlav, Ilugh-L. White,
Thomas W Roberts, James Steel©, John Cullen,
au«i Svumul Strayhorn, citiseus), sentenced l>y
(•©rural Onlera So. 7*2, to confinement at hard
labor at the Dry Tortugaa, ns remain* unexpired,
oil the receipt of this Order at Fort Jefferson, is
hereby remitted, and the prisoners will he dis
charged.
In thus early releasin'* these prisoners, the
Major (5 one ml Commanding trubts the clemency
exiended toward them will not ho misunderstood.
Then* misguided and thoughtless young men
were convicted, after n fair trial, of acts of vio
lence and outrage against a citixeu, with the ob
ject of driving him out of the State.
Tho frequent complaints of similar conduct,
and tho failure of the civil authorities to repress
tho evil, rendered it necessary to exercise the
power confcirod on him by law, and bring these
prisoners lu foie a military tribunal. Their con
viction and punishment having, however, vindi
cate! tho principle involved, the Commanding
General, in view of tho suffering imposed on the
relatives and friouds of tho prisoners, of the
promises made of future good conduct, and in
the belief that a proper example, earlier made,
might have deterred tho prisoners from commit
ting the offence, has directed the discharge of
the prisoners.
The Commanding General takes this occasion
to state that similar clemency need not he ex
pected in future, and ho warns the people of
his District, that ho is determined to sup
press all lawlessness and violence, and nil at
tempt? of ind-viduals to take tho law into their
own hand., or decide who .-hall not live in
the country. To protect every person in his
rights of per .*n and property, »s made by tho
l.tlv tho paramount duly oi the Commanding
General, and it is well the people of the District,
amt tho authorities having in charge the preser
vation of the peace, and tho execution of the
laws, should know that ho is determined to
exercise all tho power under his command in the
discharge of this duty, and that hereafter no
consideration such as arc hero allowed, will iu
fl tienee him t * relieve thy guilty from tho just
punishment awarded them.
