So much of the sentences of the prisoner* (Wm.
I'ettigivw. Frank 11. Munday, Ilngh-L. White,
Thomas W Roberta, James Steele, John Cullen,
and Sauna 1 Stray horn, citizen*), sentenced by
General Order* No. 7*2, to oonllnetueut at hard
labor at the Dry Tortuga*, as remains unexpired,
on the receipt of this Order at Fort Jefferson, is
hereby remitted, and the prisoner* will bo dis
charged.
In thus early releasing these prisoners, the
Mayor General Commanding trusts the clemency
extended to want them will not be misunderstood.
These misguided and thoughtless young men
were convicted, after a fair trial, of acts of vio
lence and outrage against a citizen, with tho ob
ject of driving him out of the State.
The frequent complaints of similar conduct,
and the f&iluro of the civil authorities to repress
the evil, rendered it nccossary to exorcise the
power conferred on him by law, and bring those
prisoners he foie a military tribunal. Their con
viction and punishment having, however, vindi
cated the principle involved, tho Commanding
General, in view of tho suffering imposed on the
relatives and friends of tho prisoners, of tho
promise* tmulo of future good conduct, and in
tho belief that a proper example, earlier made,
might have deterred the prisoners from commit
ting tho offence, has directed tho discharge of
the prisoners.
The Commanding General takes this occasion
to stato that similar clemency nood not be ex
pected in future, and ho warns tho peoplo of
his District, that ho is determined to sup
press all lawlessness and violence, and all at
tempts of individuals to take tho law into their
owu hands, or decade who shall not livo in
the country. To protect every porson in his
rights of person and property, »s mado by the
law tho paramount duty ot tho Commanding
General, and it is well tho people of tho District,
and tho authorities having in charge tho preser
vation of tho peace, and tSie execution of tho
laws, should know that bo is determined to
exorcise all the power under his command in the
discharge of this duty, and that hereafter no
consideration such as arc hero allowed, will in
fluence him to relieve the guilty from tho just
punishmont awarded thorn.
