AN ACT relative to filing reports of railroad
companies.
Be it enacted by the Senate and House
of Representatives of the United Slates of
America in Congress assembled, That the
reports required to be made to the Secretary
of the Treasury on or before the first day of
July of each year, by the corporations
created by or entitled “An act to aid in the
construction of a railroad and telegraph line
from the Missouri river to tlffe Pacific ocean,
and to secure to the government the use of
the same for postal, military, and other
purposes," approved July first, eighteen
hundred and sixty two, and the acts supple
mental to and amendatory thereof, shall here
after be made to the Secretary of the Interior
on or before the first day of October of each
year. Said reports shall furnish full and.
specific information upon the several points
mentioned in the twentieth section of the
said aet of eighteen hundred and sixty l wo,
and shall be verified as therein prescribed,
and on failure to make the same as herein
required, the issue of bonds or patents to
company in default shall be suspended until
the requirements of this act shall be com
plied with by such company. And the
reports hitherto made to the Secretary of the
Treasury under the said act of July first,
eighteen hundred and sixty two, shall be
transferred and delivered by him to the
Secretary of the Interior to be file J by him.
Sec. 2 And be it further enacted, That
the corporations created by the provisions
of the acts of Congress approved July second,
eighteen hundred and sixty-four, and July
twenty-seventh, eighteen hundred and sixty
six, and known as the Northern- Pacific
Railroad Company, the Atlantic and Pacific
Railroad Company, shall make reports to the
Secretary of the Interior on or before the
first of October of each year, as are required
to be made by the Utiiou Pacific railroad and
branches, under the provisions of the first
section of this act, and on failure so to do,
shall be subject to the like suSpensie*.
Seo. 3. And be it further enacted, That flic
reports required from the commissioners
appointed to examine and report in relation
to the road of any of the corporations
whereto reference is made in this act, shall
be addressed to and filed in tho Department
of the Interior; and all such reports hereto
fore made shall lie transferred to and filed
in said Department of the Interior ; and so
much of any and all acts as requires any
reports from such companies or any officers
thereof, to be made to the Secretary of the
Treasury, is hereby repealed.
Sec. 4. And be it further enacted. That,
in addition to tho eight Subjects referred to
in section twenty of the act of July,
eighteen hundred and sixty-two, to lie
reported upon, there shaft also be furnished
annually to the Secretary qf the Interior all
reports of euginceers, superintendent', or
other officers who make annually reports to
any of said railroad companies.

America in Congress assembled. That for
lb* purpose ol carrying out treaty stipula
tions with various Indian tribes, and defray
ing the expenses and disbursements made
by the commission authorized by the act id
July twenty, eighteen hundred and sixty
seven, entitled “An act to establish peace
with certain hostile Indian tribes, during the
year eighteen hundred and sixty eight." the
sum of one hundred and fitly thosaud dollars
is hereby appropriated out of ;lliy money in
the treasury not otherwise appropriated, to
be expended under the direction of said
commission.

AN ACT to change the times of holding (he
district and circuit courts of the United
States in the several districts in the State
of Tennessee.
Be it enacted by the Senate and House
of Representatives of the United States of
America in Congress assembled, That the
circuit and district courts lor the district of
East Tennessee shall hereafter be held at
Knoxville, on the second Mondays of
January and July in each year ; and for the
district of Middle Tennessee, at Nashville,
on the third Mondays of April and October
of each year ; and for the district of West
Tennessee, at Memphis, on the fourth
Mondays of May and November, of each
year; and that all recognizances, indictments
or other proceedings, civil and criminal,
now pending or returnable in said courts,
shall bo entered in court and be heard and
tried according to the times of holding said
courts as herein provided. This act shall
take effect from and after the first Monday
in July, eighteen hundred and sixty-eight.

AN ACT to amend an act entitled “Au aet
granting lands to aid in the construction
of a railroad and telegraph line from the
Central Pacific railroad, in California, to
Portland, in Oregon.”
Be it enacted by the Senate and House
of Representatives of the United States of
America in Congress assembled, That section
six of an act entitled “An act granting lauds
to aid in the construction of a railroad and
telegraph line from the Central Pacific rail
road, in California, io Portland, in Oregon,"
approved July twenty-fifth, eighteen hundred
and sixty-six, be so amended as to provide
that instead of the limes now fixed in said
section, the first section of twenty miles of
said railroad anti telegraph shall be comple
ted within eighteen months from the passage
of this act, and nt least twenty miles in each
two years thereafter, and the whole on or
before the first day of July, Anno Domini
eighteen hundred and eighty.

The National Republican party of the United Slates,
assembled in National Convention, ill the city of Chi
cago, on the 20th day of May, 186 s, make the following
Declaration of Principles :
Ist. We congratulate the country on the assured suc
cess of the reconstruction policy of Congrens, ai
evinced by the adoption, in n major'lly of the bUtos
lately in rebellion, ot Constitutions securing equal civil
and political rights to all, aud regard it ah the duty of
the Govemment to sustain rln.se institutions, and to
prevent the people of mich States from being remitted
to a state of anarchy. '
2d. The guarantee, by Congress, of equal milfrage to
all loyal men in tho South was demanded by every con
sideration of public safety, of gratitude and Os justice,
and must be maintained, while the question of suffrage
in all the loyal States properly belongs to the people of
those States.
3d. We denounce all forms of repudiation as a na
tional crime, and the national honor requires the pay
ment of the public indebtedness, in the utmost good
faith, to all creditors, at homo and abroad, not only
according to the letter, but the spirit of the laws
under which it was contracted.
4th. It is due to the labor of the nation that taxation
should be equalized and reduced as rapidly as the na
tional faith will permit,
sth. The nationaldebt, contracted, as >t has been, for
the preservation of the Union for all time to come,
should be extended over a fair period for redemption,
and it is the duty of Congress to reduce the rate of in
terest thereon, whenever it can honestly be done.
6th. That the best policy to diminUh our burden of
debt is to so improve our credit that capitalists will seek
to loan us money at lower rates of interest than wo now
pay, and must continue to pay, so long as repudiation,
partial or total, open or covert, is threatened or sus

ruptions whicli have been so shamefully nursed and

81b.'We profoundly deplore the untimely and tragic
death of Abraham Lincoln, and regret tpc accession of
Andrew Johnson to the Presidency, who has acted
treacherously to the people who elected him and Ihe
cause he was pledged to support; has usurped high
legislative and judicial functions; has refused to exe
cute the laws; has used his bigli office to induce other
officers to ignore and violate the laws; has employed
his executive powers to render insecure the property,
peace, liberty and life of the citizen; has abused the
pardoning power; has denounced the National Legisla
tureasunconstitutional; has persistently aud corruptly
resisted, by every mcaauiein bis .power, every proper
attempt at the reconstruction of the Slates lately iu re
belliou; has penerUrl the public patronage iiif9 an
engine of wholesale corruption ; and has been justly
impeached for high ctiffies and misdemeanors, and
properly pronounced guilty thereof by the vote of
thirty five Senators.
9th. The doctrine of Great Britain and other European
powers, that bsguwse a man is once a subject, he is
always be resisted at every hazard by flic
United Stites, as a relic of the feudal time, not author
ized by the law of nations, aud at war with our nstional
honor and independence. Naturalized citizens arc enti
tled to be protected in all their rights of citizenship as
though they were-natural born, and no citizen of the
United Stau-s, native or naturalized, must be liable to
arrest and impriubimicut, by any foreign power, for acts
done, or words spoken, in this country, and if so arrested
and Imprisoned, it Is the duty of the Government to
interfere la his behalf.
10th. Os all who were faithful in the trials of the late
war, there were none entitled to more especial honor
than thebrave soldiers and seamen, who endured the
hardships of the campaign and cruise, ami imperilled
their lives in the service of the country. The bounties
and pensions provided by law for these brave defenders
of the nation are obliagtions never to be forgotten. The.
widows and orphans of the gallant dead are the wards e*
the people, a sacred legacy bequeathed to the nation’s
protecting care.
11th Foreign immigration, which hi the past has
added so much to the wealth, development of resources,
and increase of power of I his nation, the asylum of the
oppressed of all nations, should be fostered and encour
aged by a liberal and just policy.
12th. This Convention declares its sympathy with all
th" oppressed people which are struggling for their
