Republic. Many foreign States have entered into
liberal agreement* with us, while nations wliiuti
are far oft. and which heretofore have been
unsocial amJ exclusive, have become our friends.
The annual period of rest, which we have
reached in health and tranquility, and whuh is
crowned with so many blessings, is by universal
consent a convenient and suitable one forculti
vatmg personal piety nnd-practicing public devo
tion.

lawless acts have occurred in violation thereof,
whereby the lives and property <?f citiaeus have
been destroyed, the right of free speech im
paired, the performance of the duties of the
offlecs to which cilirens have been elected, de
nted, the lives of citizens so threatened as to
cause them to abandon their homes and prop
erty ;

ernment, and shall be impartial and com
plete;"

by law, charged with the preservation of fife,
property and peace in each eonnty :

every county in this State, to see to it that the
lives ami property of all citizens, and the peace
of the community, a‘ie preserved,; and that all
persons are protected in the free exercise of their
civil and political rights and privileges. And,
farther, to make known that, for failure in the
performance of duty, tho said Sheriffs und other
civil officers will be held to a strict accountability
under tho law. And, to charge upon every per
son, resident in this "State, that they render
prompt and willing obedience to the said Sherifis

officers protection, when threatened or disturbed
in their person or property, or with denial of

duty of the military authority to preserve the

held in any of the States;* and, whereas, this
dutv'brs become the more imperative, from the
existing political excitement i« the public mind,
from the recent organization of civil govern
ment. and from the tact that Congress has, by
statute; prohibited the "organization ofmilitary
forces in the several States ot this Denirtmcut,
