The President's Proclamation.
It will bo remembered that when the
President’s Peace Proclamation was
issued, we expressed great doubts about
the effect of the Proclamation in re
moving martial law from, and restoring
the writ of habeas corpus to, the late
“insurrectionary States.” Some of our
cotemporaries, however, took a different
view of the subject, and became quite
jubilant over the return of peace, and
eloquent in their rejoicings at the com
plete restoration of civil authority. We
hoped that they might be cornet, but
we did not deem the President’s Proc
lamation sufficiently explicit on this
point to warrant such conclusions ; and
it appears now that it was not justifia
ble, as we are reliably informed that
martial law does still exist in the State
of Georgia. We have, however, officers
in charge of this Department who have
adopted a wise and conciliatory policy
in the administration of affairs, and they
will continue to do so, giving as much
scope to the civil authorities as may be
consistent with their orders and duties.
We regret exceedingly that our co
temporaries who took a different view
of the effect of the Proclamation were
in error ; we should have preferred to
know that they were correct; but we
have made up our minds long since to
accept “the situation,” whatever it
might be, and we have endeavored, to
the best of our ability, to persuade our
readers to pursue the same course. We
have fallen under the fortunes of war,
and we must abide the consequences
with the best grace that we can. But,
at the same time, we do not see any
additional cause of complaint in this
regard. The President has acknowl
edged our loyalty and determination
to keep our promises in good faith,
and if we continue in the path of
duty in the future as we have in the
Jjast, we are satisfied that martial law
will not be oppressively used against
us, but that, ere long, it will be entirely
abrogated. Until, then, “the good time
coming” comes, let us “possess our
souls in patience,” trusting that the
peace which has been proclaimed may,
ere long, be effective.
Jefferson Davis -A Writ of lla.
deas Corpus. —We find the following in
the Savannah Herald of yesterday. We do
not know what credence to give it; but as
it has been decided that martial law is still
in force in the Southern States, we do not
bslieve that the writ will be served :
Washington, April 4.—Private dispatch
es are just received from Richmond to the
effect that a movement is already on foot in
that city for the release es Jefferson Davis
from prison, by suing out a writ of habeas
corpus.
The Washington correspondent of tho
Philadelphia Press writes :
There is an on dit prevalent, though its
reliability is open to question, that follow
ing the principles of the recent proclama
tion of Andy Johnson, Jeff'. Davis is to ho
released from his prison at Fortress Monroe
by the action of a writ of habeas corpus.
The frionds of the ‘‘stern statesman” are
said to be making their arrangemants for
the matter. Meanwbile, though the writ
may be issued it has yet to be served.
The Philadelphia Ledger's Washihgton
correspondent says:
The case of Jeff. Davis remains in statu
qno } he is a sort of elephant in the Govern
ment’s hands, but the President can see no
way of getting rid of him unless he sets
him at liberty on parole, with the under
standing that he is to appear when the
charge of treason is tried.
