The Cholera.
In view of the existence of Cholera
in Enrope and the West India Islands,
and vague rumors of sporadic cases
here and; there on this continent, it be
hooves our authorities and our people
to take every precaution to prevent its
appearance in our community. It is,
perhaps, one of the most tractable in the
catalogue of diseases, when taken in
time and properly treated. And it is as
easily prevented, if due precautions and
necessary sanitary measures are ob
served and enforced. The first requis
ite to prevent its occurrence, or spread,
is cleanliness. Filth will engender it,
or, if engendered, will spread and sus
tain it. Hence, our citizens should see
to it that their premises are not only
thoroughly cleaned, but kept so ; and
the Municipal authorities should rigidly
enforce all the ordinances on the sub
ject, and see that the trash and de
cayed matter in the streets are prompt
ly removed and destroyed.
In the way of diet, all greasy sub
stances should be discarded, and all
food used should be dry and thoroughly
cooked. Water should be used as
sparingly as possible, and a little brandy
in it would be beneficial. Regularity in
habits, cleanliness and dry food, then,
are the principal requisites to be ob
served ; and, withal, tear should not be
allowed to take possession of the mind.
It has been observed, that fear has often
brought on the disease during epidemics,
it being impossible to assign any other
cause for it. Therefore, if this scourge
of mankind should, despite every neces
sary precaution, nake its appearance
in this section of the country, our people
should keep cool, calm, aud collected,
avoid all undue excitement, follow the
rules which wo have already laid down,
and they may reasonably expect an ex
emption from the disease, or, if they
should unfortunately take it, their
chances of recovery will be almost cer
tain.
We do not believe that the disease
will make its appearance in this por
tion of the Union. It may reach our
seaboard and take effect on the coast
cities, and along those navigable
s'cnmr, where travel and trade are
constantly flowing, but amid the sand
and pines of tbe interior it scarcely ever
comes. It certainly will not appear
spontaneously. It must be brought
from some infected place ; and even
then if the atmosphere is not in a condi
tion to receive it, it will not spread.
We think, upon the whole, that there
is no cause for alarm ; hut it is well
that we should use every precaution
against the approach of so unwelcome a
visitor, and hence we have penned these
few paragraphs to call attention of all
to this necessity and to allay any unne
cessary excitement on the subject.
The Asiatic cholera, so called from
it3 originating in Asia, seems to be
almost indigenous to cold climates. It
is more frequent in St. Petersburg than
in lower latitudes,“Still it is often very
virulent in warm climates, and when it
takes up its periodical course around
the wor'd it does not appear to regard
climate or locality, but moves on un
impeded in a given circuit, following,
however, as we have said, the line of
navigable rivers, railways, and other
regular routes of travel and trade. Thus
in 1850, when it raged in this country,
it made its appearance at New Orleans:
whither it was brought on ship board
from »ome infected district, and pro
ceeded up the Mississippi river, raging
with fatal eJFect along that stream and
its tributaries. And so it was in other
localities, always following th.e public
thoroughfare? s aud highways. It would
be advisable, therefore, to strictly en
force quarantine regulations whenever
it becomes necessary ; that is to say if
the disease should visit any place with
which communities in this section arc
in communication.
There are some other points in con
nection with this subject which wc would
like to refer to, but we have not the
space and time now. Our principal
object, at present, is to urge the adop
tion of such measures as will compel
the cleaning and keeping clean of pri
vate and public premises and th.e streets
and alleys of cities generally; for that
is after all the best preventive of the
disease, and the most necessary thing to
be done. _
—The eight hour bill failed to pass
the Ohio Legislature before the adjourn
ment of that body.
The Providence musical people are
considerably excited now by the prepara
tions for the great “Smngerbund” of the
New England States, tbe States of New
York and'New Jersey, and the city of
Philadelphia, which is to take place in
the capital of Rhode Island on the 26th,,
27th and 28th of June next. Some five
hundred singers will take part in the
festival. The Providence Liederkranz
have engaged an orchestra of about fifty
of the best performers in Boston.
—The Supreme Court of Errors at
Hartford (Conn.) has reversed the de
cision of the lower court in the Shaker
case of guardianship, which lias been a
long time in- litigation. A widow left
her children with the Enfield Shakers to
be supported till they became fifteen
years of age: since'then she has married
again, and now claims the custody of
the children, though the eldest is Only
ten. The highest court in the State
now decides that they must stay with
the Shakers.
Trustworthy advices from Texas,
Louisiana, Arkansas, Georgia, and Ala
bama, report that planters are putting
in cotton to tbe full extent of their
ability, and that in some sections the
amount ol land that has been assigned
to cotton culture is greater than ever
before known. The fears of a scarcity
of seed have proved groundless, as seed
is found to be plenty, though much of it
is risky from being too old.
—The Nashville Press & Times says
that Andrew Johnson was decidedly op
posed to Mr. Lincoln's Emancipation
proclamation. He believed it to be
hostile to the dogmas of State Rights
and State Sovereignty. Accordingly,
Andrew .Johnson, then Military Gov
ernor of Tennessee, exerted his influ
ence to get Mr. Lincoln to except Ten
nessee from the Emancipation procla
mation.
—Tt is proposed iu London to form a
“Girls’ Household Brigade,” in order to
employ girls under fifteen years of age
in domestic work, and to save part of
their earnings, so as to enable them in
time to emigrate or get into better ser
vice, having made a character for them
selves by honest industry.

tected and secured in all their rights by the
laws of the State, and tho adnjinistratioi
of them by its officers and Courts, Com
manding Officers of Posts are hereby ordend
to turn over to the proper Civil Authority
of the State, all persons,not soldiers, held it
confinement, or under arrest awaiting trill,
or under bonds for their appearance before
any Court or Commission for crimes or mis
demeanors charged to have buen committed
ly them, except where committed again*
the General Government, to be tried by the
Civil Courts of the State.
Iu future, all freedmen or others, except
soldiers, who may be arrested by the Mili
tary Authorities for crimes or misdrmeanotl
charged to have been committed by them,
except where committed against the Gene
ral Government, and those arrested for
petit offenses, of which Agents of the Freed
men’s Bureau may take cognizance under
provision of Circular No. 4, Series of 1865,
Bureau of Refugees, Freedmen aud Aban
doned Lands, State of Georgia, will be
turned over to the Cml Authorities of the
county or town in which the offense is com
mitted, for trial before the civil Courts of
the State.
Exceptions made to this Order, for trill
by Military Commission, will be specially
directed from these Headquarters.
