Very True.—The following, which
wo clip from the Macon (Ga.) Citizen of the
10th inst., is very true and very just. Wo
endorse it fully, and hope that our excellent
Governor will give a due consideration to
the subject:
THE GOVERNOR'S PROCLAMATION.
Believing that thi3 document is of gene
ral public interest wo give it a place in our
columns, though not called upon to do so,
officially, by his Excellency. We do not
think the policy of ordering the publication
ot such papers in some half a dozen favorite
journals of the State is one worthy of so en
lightened a gentleman as Governor Jen
kins. If the State is too poor to pay the
expense, wo doubt not that every editor in
the State will publish gratuitously, pro btmo
publico , as we do. But that is not the
point. Messages and Proclamations, if de
signed for the eye of the citizens, generally,
should be published in every secular journal
of the State. The country press should not
be overlooked in a matter of so much im
p >rtanee, and it should not bo required to
•‘work for nothing and find itself.” We
hope the Governor will hereafter take a
more liberal view of his duty in the prem
ises.

“New York, April la, 1866.
“Since our last Circular, dated 6th inst.,
we are in receipt of telegraphic advices
from Liverpool to the 31st ult., by the
steamers Asia, at Halifax, and Belgian, at
Portland. March 29th, 30th and 31st, were
observed as close holidays in the Liverpool
market. We have to report the transactions
of the five days as light, aud that quota
tions were reduced about a half penny,
Middling Orleans being quoted at 19al9jd,
and Uplands, Large transactions
to arrive had been made at 18J for Mid
dling. The aspect of allairs between Aus
tria and Prussia is more alarming than by
previous advices, and it seems by no means
probable that the peace of Europe is about
to be disturbed by a most unnecessary ap
peal to arms. The condition of affairs no
doubt was a partial cause of the decline, as
the reduction which would thus be caused
in the demand in Manchester would be very
considerable ; yet this would of itself bavo
proved an insufficient cause for the decline,
if the heavy receipts at our ports had not
exercised their depressing influence. Al
though the consumption of the raw staple
by the British mills is enormous, every
steamer brings them news of continued
supplies, and while such is the case, we are
firm in tho opinion that no advance can be
expected. In sympathy with that of Liver
pool, our market has declined during the
week, till Thursday, when the decline was
checked in a measure by the higher gold
premium and firmer feeling in Sterling Ex
change.
The receipts of this week show but little
difference from those of last, yet our stock
has been reduced by our enormous report of
some 60,000 bales, and the improvement in
Exchange will tend to stimulate rather
than restrict tho operations of exporters.
The price of Cotton for the next eight
weeks depends entirely on our receipts. If
they continue heavy, we cannot advance,
and will probably go still lower : whereas, a
falling off, if it be sustained, will inevitably
produce a sharp reaction. By the middle
of Jitwe the amount on hand will probably
be definitely known, and then the price of
our old crop will binge entirely on the pros
pects of the new ; aud by that time we will
commcneo to learn how tho Freedtncn labor
when “Grass” confronts them. If they
work well the chances of 2,000,000 of bales
are good, but if they neglect their duties
and disregard their contracts we must look
for a scanty crop, and high prices for tho
fortunate few who succeed in their efforts.
The passage of the Loan Bill by Congress,
giving the Secretary of the Treasury more
ample powers, has given gold a slight up
ward tendency: yet we do not think it at
all possiblo there will be any marked ad
vance, as under existing circumstances tho
Government has the power to* break the
price at any moment, and it is a power not
slow t* be exercised, when speculation at
tempts to push up the premium. From the
best evidence we can obtain. Sterling Ex
change must continue in improved demand,
as the large imports for the Spring trado in
a majority of cases yet remain to be covered.
With a firmer feeling in Exchange there
will be more activity in cotton, as many ex
porters, not only here but in all the sea
board markets have been restricted in their
operations by the difficulty in effecting sales
of their bills.
—A curious marriage is reported to
have occurred some days since near
Bay City, Michigan, which reads like
this : “It seems that a farmer lost his
wife by death, and that the said wife
died early in the morning. The farmer
did not appreciate being left alone in
the world, and ere his wife’s eyes had 1
hardly closed in the sleep that knows no
waking, he decided to marry again.
Hitching up his team, he takes in his
servant girl and goes to Bay City to buy
garments for the dead. While there, he
married the girl and returned to his
home the same night with his second
wife, so that by actual count, he was
not a widower twelve hours. The new
wife appeared at the funeral the next
day in deep black, and was one of the
principal mourners over the body of the
first w ife.
—Governor Morton reached his home
at Indianapolis on the 13th inst., not
much benefited by the treatment of the
eminent physicians of Paris and New
Y’ork.
