Russian’ Emancipation —An impe
rial ukase announces that the work of
abolishing serfdom will be completed by
August next. Emancipation has been
gradual in Russia, It was commenced
in 1861. It has been a work of great
difficulty to transfer 20,000,000 of people
from the condition of vassalage to one
of partial citizenship, but the govern
ment being in a condition of profound
peace, has been able to accomplish the
work with no serious disturbance in the
industrial system of the empire. The
peasants are now allowed and encouraged
to become landholders, but do not enjoy
the elective franchise. Even by the grad
ual process, they are not yet considered
entitled to the highest prerogative of per
fect citizenship. It is reserved for the
radicals of the United States to advocate
the immediate and unqualifi and enfran
chisement of the untutored peasant in
our midst. Experience, analogy and
reason, all proclaim the absurdity of the
fanatical idea of the Republican party.

gratified to learn on inquiry, that the Insurance
Company Which pnwt so promptly its loss by
the nrt on the corner of whitebait and L-ecatur
streets, is a Southern Company, and noneother
than that reliable institution of our State, Th*
Georgia Home Insurance Company of Columbus,
of wld h Mr. Jbo. C. Wlntner is Agent. The
payment was made within twelve hours after
the first cry of fire was heard, whilst smoke
was still issuing from the ruins. No third
party came forward to sift nnd feel about for
flaws, but the Agent issuing the policy also
makes the paymept just so soon os satisfied of
its justness.
We ask our merchants and eitisens to note
these facts. The cry has been raised that all
Bontfrerh Companies were totally ruined. The
answer to this is, their intestments were made
before the war. and were never changed. Their
loss, therefore, was merely the profits and the
labors for four years—though some, like the
Georgia Home, have even come out better than
they entered the war. It is false that they are
insolvent. A most; remarkable feature of
Southern Companies is the absence of “Special
Agents” and ‘•Adjusters” to settle up losses.
They go on the prasumpiion that the man they
appoint as agent is honest and capable, suffi
ciently so to t e entrusted with the responsible
duty of making out a policy promising to pay
you id case of loss, and sufficiently so as to pay
up lasses ivhcn they do occur. When, there
fore, you insure with them, your hwt transac
tion is with the same man—your friend, your
neighbor, your fellow-oitixen—with whom your
first occurred.
We do not mean to be sectional in our ad
vice, but we do think when we can build up
ourselves and Our own people at the same cost
and with great* r a ivantuge to ourselves, it is
our duty to do so. There hre a number of

perfectly reliable.
