State of Georgia! We can scarcely believo
that any man in his sound sensos would
utter sueh sentiments. Much less can wo
believe that a Georgian—“ Unionist” though
he may have been even through tho war—
can bo the author of them. Wo ask our
selves, “can such things be and overcome
us like a Summer's dream?” Well does
the editor of that delcotable Southern jour
nal know, that Ex-President Davis was but
tho servant of the people—one of those who
joined the cause of the South after the
right of secession had been exercised; and
eailed to the Presidency of the Confederate
Government by tho united voice of his
people. Well does ho know that Mr. Davis
was not the author of “the Rebellion” (so
called), nor was he its self constituted
]eader. Rut it matters not what were his
political faults. 110 has more than expi
ated them in a martyrdom which will ren
der the name of Jeff' Davis glorious and
mcifforable, while it leaves a blot upon tho
honor of our nation that ages cannot efface.
That martyrdom bus extorted sympathy
even from his most relentless enemies—and
hard indeed must be that heart which cau
withhold a tear of regret that so brave a
man, so noble a spirit, should bo singled out
to suffer for the faults of millions of others
equally as guilty as himself. Such a heart,
is fouud iu tho State of Georgia! Callous
to the dictates of humanity, unmindful of
the feelings of those who nourish and warm
it into existence, only that it may sling
them with his venom in return for their
kindness, it utters its disunion sentiments
under a Vaviug National banner, with the
motto, “United, wo stand ; Divided, we fall.”
“The star spangled banner in triumph doth
ware
O’er the land of tho free and the homo of
the brute /”
We ask no tear for Mr. Davis from such a
source; no tears for the gallant soldiers
who havo gone to “slumber in tho dust”
beneath tho garlands woven and deposited
there by tho hand of beauty and inuocenco.
All wo ask of him is silence—respect for
the feelings of those whose hearts are
crushed with tho calamity of national woo
and individual loss.

Fohty-Eight Years in Augusta.—
H. Caffin is anxious to go back to his native
France, aud will, consequently, sell off his
stock of goods, consisting of coffins, second
hand furniture, lumber, trimming, and
ornaments for coffins, at easy rates.
Recorder’s Court.—There were but
three cases before this Court yesterday morn •
ing. A 16th Section case was fined $5 and
costs; an “idlo and dissolute” case was
sentenced to S6O fino or 90 days work on
the public .*tracts; and tin 10th Section case
was fined $5, or ten days work on the streets.
A Card. — Messrs. Houston and Mc-
Knight return thanks for tho favorable re
ception which they met with in Augusta.
We hope that it may induce them to visit
our city professionally again.
Ox Monday, at 94 A. M., Mr. Day
will “speak a-pioce” about a large and
varied assortment of goods—such as Brown
Stout Porter, Groceries, Dry Goods, and
many other things too numerous to men

Quinn. —We are pleased to learn that
our friend Quinn is going to move up Broad
street near tho Constitutionalist office. The
location will be more convenient to his
patrons and the public generally. He has
our thanks for late publications.

An Ordinance.
TO PREVENT THE INTRODUCTION
of Glandert-ri and Diseased Horses and
Mules into the City of Augusta ?
Whereas, tho terrible and contagious dis
eases kuown as Glanders, Nasal Gleet, and
Pharcy, are prevailing to an alarming extent
in this City, and are known to have been
introduced here hy evil and designing per
sons tor the purpose of ga*n—
Sec. I. lie it ordained by the City Coun
cil of Augusta, and it. is hereby ordained by
tho authority of the same, That any person
or persons who shall bring into this City,
any Horse or Mule having Glanders, Nasal
Gleet, Pharcy, or other infectious diseases,
endangering the health or lives of other
Horses and Males, shall, on conviction, be
fined in a sum not exceeding Five Hun
dred Dollars.
Sec. IT. Any person or persons, who
shall keep or allow to be .kept on his or
their premises, any Glandered or Diseased
Horses or Mules, endangering the health or
lives of other Horses or Mules, or allow
them to run at large, shall, on conviction,
bo fined in a sum of Ten Dollars for every
day such offence is committed.
Sue. 111. Any Vendue Master, or Auc
tioneer, in this City, who shall sell or allow
to he sold by his Agents, or others in liis
employ, any (jlaodcred or Diseased Horses
or Mules, endangering the health or lives
of other Horses or Mules, shall on convic
tion, be fined in a sum not exceeding Fifty
Dollars for each and every such offence.
Sec. IV. And be it further ordained,
That all Ordinances and parts of Ordinances
militating against this Ordinance be aud the
same nre hereby repealed.

An Ordinance
TO ALTER AND AMEND THE 79th
Section of the General Ordinance in
relation to the standard weight of Corn :
Sec I. Be it OrilaiDcd by the City Coun
cil of Augusta, and it is hereby Ordained
by the authority of the same, That the
standard weight of all Corn sold by weight
shall be as follows: Shelled Corn shall
weigh sixty-six pounds per bushel, and Corn
in the car shall weigh seventy pounds per
bushel ; and tho Clerk of the Market, or his
deputy, is authorized and shall make a rea
sonable deduction for wet, if, iu his judg
ment, any should be made on that account,
and make, or cause to be made, a fair re
turn of the weight to the person entitled to
tho same.
Sec. 11. Any person, either buyer or
seller, violating any of the provisions of this
section, shall, on conviction, be fined in a
sum not exceeding fifty dollars.
Hec. 111. And bo it further Ordained,
That all Ordinances and parts of Ordi
nances militating against this Ordinance
be. and the same arc hereby, repealed.

TO AMEND TIIE GENERAL TAX OR
DINANCE of the City of Augusta:
Sec. I. Be it Ordained by the City Coun
cil of Augusta, aud it is hereby Ordained
by the authority of the same, That the
General Tax Ordinance be amended as fol
lows :
On all sales at auction there shall be a
tax of two per cent., except upon Real Es
tate, upon which there shall be a tax of one
percent., aud on Bonds, Stocks and other
securities, k of one per cent.; Provided that
there shall bo no tax upon sales made by
Administrators, Guardians, or by virtue of
legal process.
Sec. 11. And be it. further Ordained, That
all Ordinances aud part3 of Ordinances
militating against this Ordinance be, and
the same are hereby, repealed.

cil of Augusta, and it is hereby Ordained

any person or persons who -shall be
engaged in tho Buying and Selling of Gold,
Bonds, Stocks, or Exchange.for speculation,
shall register and pay a tax of live hundred
dollars.
Sec. 11. Any one failing to take out a
license or register shall be subject to a fine
not exceeding one hundred dollars.
Sec. 111. And be it further Ordained.
That all Ordinances and parts of Ordinances
militating against this Ordinance be and
the samo arc hereby repealed.

Sec. I. Beit Ordained by the Authority
of tho City Council, and it is hereby or
dained by the authority of the same, That
tho Twentieth Section of the General Ordi
nance bo amended by the addition of the
following paragraph :
Any person or persons making use of the
signal or call for the Police, such as rapping
upon the pavement, trees, or posts, and
any unauthorized person or persons atewpt
ing to pass themselves off as Policemen,shall,
upon conviction before tho Recorder's
Court, be fined in a sum not exceeding one
hundred dollars.
Sec. 11. And be it further Ordained,
That all Ordinances and parts of Ordinances
militating against this Ordinance be and
the same are hereby repealed.

Sec. I. Be it Ordained by the City
Council of Augusta, and it is hereby Or
dained by the Authority of tho samo, That,
after the first quarter of the license year,
Liquor Licenses (Numbers One and Two),
Dray Licenses, and Business Licenses, may
bo taken out for the unexpired period of
the year, at pro rata rates ; counting, in all
cases, that part of the quarter in which
said licenses are granted as a whole quarter;
Provided : That no such licenses shall be
taken out for a less time than the unex
pired portion of the year.
Sec. 11. And be it further Ordained,
that all Ordinances aud parts of Ordinances
militating against this Ordinanco be and
the same are hereby repealed.
