pointed to prepare tiie following suggestions:

powered to pay for tlie article, must depend upon its
cost of delivery ut the consuming markets, and us
that cost must depend upon the rate of freight, order,
lo-.s in weight, &c., it is important that cotton should
be packed so as to go forward ut the cheapest possi
ble freight, and be lauded in a sound condition. Now
nearly all tlie cotton is compressed before shipment,
and as tlie more weight u bhip can carry, tlie lower
tlie freij-h , t.ie planter derives the full benefit qf the
reduction. Uniformity of package and strength of
rope and bagging, are great requisites in its beiiig re
duced to the smallest possible compass. Jute rope is
1 ulinusl useless to put oil the bags ugain afror pressing,
and the buyer or shipper of the cotton must pay ex
tra for new ropes. Thin bagging bursts under pr-v-
sure, anil in such cases the bales must be covered
| anew. End-packed bales will not bear compressing,
as tiie cotton is forced out at the ends, nud the pack-
use is not compressed hut only elongated.

The wind wus fresh from thenorrhward and eastward,

ed brakers on a seventeen feet spot. For twelve hours
this search was continued, only discontinued by bad
weather coming on, which drove me into Buvaunuh,

United States Stocks to foreigners at the Treasury,

Speculators are turning tlieir attention to Texas
bonds. Some activity in the operations may be ob
served. If capitalists become satisfied that Mr. Clay’s
scheme will be sanctioned by Congress, the bonds
will ruse to eight or ninety dollars in the hundred—

that Texas wil accept any liberal offer, and Congress
will make none that is not libeaal. It is in the po wer
of Congress, therefore, grearly to benefit the private
holders and establish tlie reputation which, as lias
been said, the Anglo-Saxons have maintained, as a
debt-paying people*
The receipts from customs during the last nine
months of the fiscal year terminating on the 30th of
June next, including those of California, exceed al
ready the whole annual estimate of the Secretary of
the Treasury. Mr. Meredith estimated the annual
revenue from customs at $31,500,000 and it already
exceeds $32,000,000.

hound with Jute, Grass or Bark rope, or end-packed,
are likelv to lie rejected or passed over by the buyer,
particularly in a dull and declining market, or taken
only ut a disproportionate reduction in price, as a
compensation for the expense und trouble of them,
lor these reasons it iB manifestly for the interestol'
planters to use only heavy bagging and strong hempen
rape, and a screw or lever press with a box about 5fi
4 inches long, and about.21) inches wide, and to put on
not less than live bands, though six would be prefer
able. These suggestions are the result of experience
and obrervntion. and i re respectfully offered as inti
mately connected with the true -nterests of tlie plan
ter, and calculated to do what all should be happy
and proud to nt complrih, viz: to raise the standard
of character of Ui orgia cotti n, in whatsoever market
it may chow itself. It is a fit occasion to cong'ra u-
late and compliment our planting friends on’what
they haw at complithed, in an almost incredibly short
time, in changing their packing from round to square
