NEW-YORK, Oct. 18, 1850.
Tho Fizzle Convention of tho “National” Whigs
who backed out from tlie one at Syracuse, met
yesterday at Utica, and like tho army that marched
up the hill, and then marched down aguin, they
went and, will return, having made a fizzle and
nothing more. The tickrt previously recommended
was endorsed, nt the delegates discovered, I don't
know by what means, that by taking that ticket
they did not take Sewnrdisin. The object, however,
has heqn attained, and harmony 1 presume, establish,
ed iu tho Whig ranks. The Fugitive Slave Bill is a
serious obstacle ; the abolitionists don’t like it at all,
and Seward being a deep-dyed one, has determined,
to agitate, agitate, uutil it is either abolished or great-
ly modified, lienee the party split jnto agitators and
anti-“ngitators,” tho latter refusing to endorse Sew
ard, and thus eountenuiice his designs, ln the mean
time tho law will he carried out. whenever it is invok
ed by the owners of sIhvos for the recovery of
their property, despite the resolutions of fanatics
and the advice of incendiary minister* of the gos
pel, who I am shamed to say, huvo made the law a
subject of Directive from their pulpits. One very
objectionable feature of the bill, is, I see, removed
by the discision of the Attorney General, who holds
that the right of Habeas Corpus is not taken away
by any clause in the hill. This is proper because it
affords the claimed slave an opportunity of proving
any error or mistake, on the part of the claimant;
for every law is liablo to b.' abused, and no doubt
thero are many who would not scruple to make this
one the means of carrying our. most nefarious de
signs.
The U. R. steamer Saranac, arrived hero yesterday
from Norfolk, iu twenty hours, on a trial trip. She
is at the N uvy Yard.
The negro who murdered the man on Sunday
night, is snid to he playing possum, and is not so veri-
mad after all. lie was calm and rational enough yes
terday. He is a frightful looking fellow of herculean
size—a native of tho Sandwhich Islands. His hair
actually stands on end, and, together with u snvage,
expression of the eyes, gives him, by no means, an
attractive appearance. Two more murders have
been committed here this week—in one ease, a man
was thrown from one of the piers at midnight, and
did not rise again—{he other, a brutal, drunken beast,
residing in Ilcad-st., knocked his wife down stairs,
and falling on her, beat her to death. They havefivo
children.

Parodl, tlie great singer, has written to u person in
this city, denying any intention of coming to Ameri

manager to obtain subscribers. M
You will have seen it stated that G. ]’. R. James
lias declined his intention of becoming a citizen of
the^J. States—this is a fact, but bo will not; hernltfir
permanently remain here, as he lias land and property
iu England. It is done with the view of taking ad-
vantngo of tho copy-right law, so that he must re
main hero two years, ami will have the privilege of
\ oting for our next President. He will shortly pub-
lisha serial novel in the “International'' Magazine;
he is also to contribute to Graham’s Magazine.
Tripler Hall was opened lust night by Madatne
Bishop, with a grand monster concert; it was not
bail filled, however, and looked somewhat cheerless.

Tho papers received by the lastj steamer from Li
verpool contain news of tho American exploring
expedition. It seems that traces have been discover
ed at Capo Reilly, of an encampment of a British
vessel, and a rope witli a Woolwich mark was found,
which ieud to tho belief that it was one of Franklin’s
vessels. Truces of tho same party were found nt
Beechy Island ; hut 11101X3 they were lost. Ono of
the Americuu vessels was aground nt the last accounts,
but was expected to be got off.
We are rather in want ol some stirring incident
at New York at present—murders are commonplace,
and politics decidedly a bore; no doubt, something
will occur belorolong tourouse the community.

Late accounts from ltio Janeiro state that the
English have not yet concluded their insolent pro
ceedings on the coast of Brazil. Tho steamer Har
py is hovering around the harbor of Rio, ami seizes
every now and then some unsuspecting Binzilliuu
schooner or brig. In this manner tho FeiUceira was
cupturcd and sent off to Sr. Helena by Admiral Rey
nolds. It was sniil that the Harpy was preparing for
u visit to the coast of Africa. Much excitement ex
isted iu Rio an account of these proceedings of tho
British, but we do not find tliut thero lias yet been
any Government actiou on the subject.
At Para and other towns on the const the yellow
lever vras prevailing to a fearful extent. The Jour
nal says that in Fortugul in almostevery town masses
were snid and prayers addressed to Heaven to
abate tlie disastrous epidemic which wtts ravaging
tho coast of Brazil.

From Mexico.
The New-Orleans Picayune has advices from Mex
ico to tlie 18th tilt.
The returns of tho election for President, which
had just been held, were beginning to coino in pretty
freely. It was not known positively who was elect
ed, though the cbunccs appear to us to be in favor of
Aristu, though tho Defensor of Tampico considers
Almonte’s election certain. Arista, though supported
by the whole Government inllueuce, did not pod
near so strong a vote ns had been expected. Aguas-
caliuntcs and some other places voted for Hunta
Anna.
Tho returns so far look very confused, and it is not
possible to tell who is elected. The vote is given by
States, and the rightof suffrage is extremely limited.
Should Almonte he elected, it will ben triumph of
the extreme Federal or Democratic party, the pur os
ezaltados, as they are culled. Arista and Rosa lie-
lung to tho Moderate Republican school of politics.
Whether the election will result in a revolution ora
pronunciamusnto remains to bo setli.
The Mexican Government 1ms taken the alarm at
the movements of the Indians on the North-eastern
frontier. Arista, the Secretary of Wnr, has issued a
kind of General order, in which he alludes to tho
treaty of Guadalupe as binding the United States to
keep the savages from making incursions into the
Mexican Territory, lie then says that the United
States is engaged in drivingjthe Indians out of all that
Territory which formerly belonged to Mexico, and
