Reaction In California.
We publish below, a statenoni which presents'a

whilom laud of gold. It was drawn up and signed
by the passengers of the Alabama returning from
Cslitornia, and handed to us hy Col. Mills, formerly
of Texas, with a pressing request that we should
give it a place in ..ur columns. Col- nel Mil's is nr.

The great object of a California emigrant is no

him. They agreed to his terms, labored faithfully
ami persevef ingly during five -months, and could w-
pay him only one hundred and thirty five dollars of

The Post-msster reviews the condition ..f the For-
i ign Man rierviee, as connected with Great Britain
and (lermstiy Arrangements with France are yet
to be adjusted, but the subject, he says, is now in
ehnrg ol our diplomatic representatives, and an ear-
t) and tavii ruble termination of their negotiations is
aimcipated. Iu respect to our correspondence with
tie VVeat indies and tioutb America, some suecidc
arrangement is desirable, and the early passage of a
joint resolution of Congress, authorizing tins De
partment to take measures to secure such an ar-
iRUgcinent. Is recommended. The mail service in
Calitormu and Oregon, and especially the former, is
still in an unsettled state nndt.ut partially reported
so that no eatisiactory sattsmeut in regard to it can
be submitted. Mr. Hall recommends that an officer
be sent to the Pacific Coasts to exumine into and
report upon the new mail routes which should be
laid out there. And ns regards Cheap Postage he
is fully up with the spirit of the President's Message.
Oil that point he lias also some very judicious and
well tilth d observations, upon the "inenmrr'iity'' seen
in the law o-n.bli-fcmg the California'steam-ship
bins, m providing fora conveyauct of the mads

g eatly redtived. He also inis somo good recoin-

on newspapers, coming under certain regul-lions.
Cheap letters and cheap newspapers the people ot
this cooutry must have, ana, we trust, therefore,
tout our National Legislators having so widely ex
tended our territories will notn-glect to give us the
means of keeping up a constant and cheap .-oimnu-
nicHtioti w.tb them. Doubtless as Mr. Hall remarks,
these c of template'.’ reductions will materially re
duce the revenues of the Department for toe first
three or four years, but attbeend of that period, the
lucerne under the reduced tariff - of postage will pro
bably again equal ita expenditures. At all events we
trust Oi.ngtcss, at this session, will consider the ex
per in. nt worth a fair trial.
