from the pen of Cardina Wis mnn—nfact which
fives additional importance to it—was to lie nt the
various Roman Catholic churches and chapels on
Sunday last, and will bo othervylse circulated, with
the view of obtaining signatures to it, to testify to
the loyalty of the Roman Catholics ofEnglaud to
.-herMajesty’s Royal person, crown and dignity."
To the Queen's Most Excellent Majesty—
May it please your Majesty: We, the undersigned
aubjectsof your Majesty, residing in England, and
professing the Roman Catholic religion, beg to ap
proach your Mujesty's tiirone, there to express our
sentiments of unimpaired and unalterable fidelity to
your Majesty’s Royal person, crown and dignity.
Ata moment when attempts are being made to im
peach our loyalty, we consider it a duty to give fresh
utterance to these, our feelings.
During centuries of exclusion from the privileges
of the constitution, and from the right enjoined by
their fellow subjects, the Catholicsfof England re
mained true to their allegiance to the crown of this
realm, and yielded to none in their readiness, at nil
times, to defend its rights and its prerogatives against
every toe And now that, under your Majesty’s
wise rule, we enjoy equal participation with others
in thebenefit of tlio constitution, we arc more than
ever animated with the anme sentiments of fidelity
and attachment, and are equally ready to give proof
whenever occasion may present itself, of the sincerity
of our loyal professions.
The dearcBt of the privileges to which we have
thus been admitted by the wisdon of the British leg-
ulsture, is that of openly professing and practising
the religion of our fathers, in communion with the
Sea of Romo. Under its teaching wo have ever
learnt, a-a most sacred lesson, to give to Cmsar
the things that are of Ciesur, as we give to God the
things that are of God. In whatever, therefore, our
church has Bt ny time done for establishing its re
gular system of government amongst its members in
tbisisl nd, wo beg most fervantly and most sincerely
toassure your Majesty that the organization granted
to us is entirely ecclesiastical, and its authority pure
ly spiritual. But it leaves untouched every tittlo of
your Majesty’s rights, aut ority, power, jurisdic
tion, and prerogative, as our sovereign, end es our
sovereign over these realms,and does not theleastwjse
diminish or impair our profound reverence, ourloy
tlty and attachment to your Majesty’s august person
and throne; and wo- humbly assure your Alajesty
that, among your Majesty's subjects, there exists no
class who more solemnly, more continually or more
fervantly prey for the stability of your Majesty’s
throne, for the preservation of your Majesty’s Site,
and for the prosperity of your Majesty’s empire, than

First Discovery of California by Drake.
On the 15th November, in the year 1577, Capt.
Francis Drake, the circumnavigator, sailed from Ply
mouth with five Bhips, earlying 1C4 men and officers,
professedly on a voyage to Alexandria, in Egypt, but
really with the intention of sailing into the Pacific
Ocean, where the English flog had never been seen be
fore.
After passing the Cape de Verd Islnnds, he sailed
during 54 days without the sight of land, and then cm
fered the River Plate. After supplying his vessels with
water from the great river, Drake soiled south wards,
“a passing through tho straits named after the only
circumnavigator of the globe who had preceded him—
the Straits of Magellan—he entered the Pacific Ocean
the (ith of September. He arrived off Valparasio
°n the 2Dth of November. He plundered the town of
St. J«go, where he took a booty of 25,000 piezos of
’ery pu re and lino gold. Proceeding thence to a port
named Tarapaea, he landed, audtound a Spaniard
sleepiugf by the seaside; with 13 bars of silver lying by

On the 29th of February, they arrived at Lima,

ver.” At his departure from tlin country, Drake set
up,ns a monument of his having been there, as also of
her Majesty's l ight and title to the same, “a plate
nailed upon a fair great (lost, whereupon wasengravt-d
her Majesty’s (Queen Elizabeth s) name, the day and
year of our arrival there; with the free giving up of
the province into her Majesty’s hands, together with
her highness’s picture and hniis, and a pfeoo of six
pence of current English money;” under tin* plate
was also written the name of Drake. - ‘i t seemeth
(says the historian of the voyage) that tho Spaniards
hitherto had never been in this part of tho country ;
neither .did ever discover tile land, by many degrees
to the southward of this place.” Such was the ac
count of this land of gold, published in England in
tho reign of Queen Elizabeth. It certainly is one oi
thecunousitics of history that tho first laud ever ta
ken possession of by tile English on the continent of
