night by a large and fashionable audience, who, by
their attention and frequent bursts of applause man

ances. .We took time to visit tbe Alheniturn for a
half hour, and vere gratified by the recognition o|
old favprites, aud favorably impressed with tho
new accessions to the corps. Notwithstanding the
fatigue# of a long railroad journey, the members of

tives requested that tbe net should be prepared and
sent to them, whereupon power wna given to Nla

Alderman Mallery moved to reconsider tho reso

ting tha intended extension of the city limits from
city taxation for the next five years—Carried.
Alderman Mallery then moved to substitute in

The Committee on the Fire Department,
milting the annuel report, required of them before
the term of office shell Ihevo expired, regret to re
port the utter and complete disorganization of the
Fire Department of the cily. Tho members com
prising the Savannah Fire Company have sent in
their resignation as Firemen, and have published it
in the newspapers prior to its being coiniwuuicsled
to the Board, end have given to the world their ree-
eons for the step they have lakcu, and fur thus
forcing Council to fill their places with comparative
ly inexperienced Firemen.

The fire company adjourned to meet at Ihe Ex

Oo Monday night last, the residence of tby
Rev. Wesley P. Arnold, of Wilkes county, w«« con
sumed by fire. Tbe Gaietir is peiuod to learn
that everything belonging to tho house, together with
all his .provisions were destroyed. Mr. A. is the
circuit Preachor of the Methodist Church for Wilks
lu their address to the Mayor and Aldermen, the
Snvannah Fire Company havwgcno into an nrgtimwnf
and made statements which require a notice from
th e Committee. They base their resignation on Ihe
ordinance of the dth ol October, 1833. A reference
to that ordinance will show that they either have
uot read it or they have entirely misapprehended its
iruo meaning. In speaking of the Oglethorpe Fire
Company they sty : " As they do* own their en
gine, you thus place it aud tbe members of that
company beyond the cootrol of the Chief Fireman,
who is contemplated by the previously existing ordi-
nnnce* as the bead of the Fire Department.”
The Committee confess their utter astonishment
that any mau could make such an assertion with
tho following words of the ordinance bufore him,
account of the Reception Vault now building at
Laurel Grove Cemetery.

absolute control be not lie given to the Chief Fire
men by this ordinance, then words have lost their

The address brings those further charges against
this Board.
In pursuing this course agaiust our judgment

This your Committee feel forced to say i« a most
groundless charge, existing only in the imagination
of the writer. This Board has fully sustaiued the
previously existing organization, aud expressed its
untire confidence in it.
The Ordinance of the 0th October, 1833, in no
manner changer that organization, nor does it, as
chnrged in anothor portion of their address, "in
troduce now elements of discord" in it.
This llourd, on assuming office, found the Ogle-
tliorpe Fire Company already existing, therefore, if
tha*. be the clement of discord, this Board is guiltless
of introducing it By a law of the Slute of Georgia,
" the two first officers of the Ogb thorpe Fire Com
pany No. 1 shall be ex officio additional members"
of the Savannah Fire Company. This law was
passed in 1847, certainly not at the instance of this
Board. How then being made members of the Su
sannah Fire Company by tlio Ordinance of the Oil)
October, 1853, in compliance with a law of the

Death feom aiv Over Dose op Laudanum
JoeepkineCushiug.a child 4 years of age, died iu
New York ou 8unday night, from the effects cf
over dose of Inudauum, administered by its mother.
The child, it appears, had been iu the habit of tak
iuglaudauuni for the tooth ache aud restlessness at
night, and on Sunday evening tho mother gave he
knlto-tesapoon-full, which was a spiollor dose than
some she had previously given. Tbe child soon sf
terwards became hungry, and eat a hearty meal, af-
‘ter which she retired to bed, and about 10 o'clock
awoke aud asked for water. She theu became sick
nod vomited, and in half an hour expired.
The Atlata Bank—A Triumph at Last.—

selves to notify you of our ilual conclusions ou the
subject.
Tho controversy with iho Oglethorpe Fire Co.
ose from a lack of proper eubordiuatiou ou their
part, aud so fur as thut mutter was coucerncd, the
report adopted by you oo the 28th July, sustained
the MCtioo of tho Savauuah I* ire Company. But
in attempting to legalize a connection or co-opera-
betwoou tin. two companies, you have struck
ow at our corporate positiou, and ut strict
subordination, to which wn cannot conform.

and your special committee, terms were suggested

the ordinance which you have passed, however,
have omitted two important and to us, vital
provisions. One, giving us a check upon the nomi

officers of the Ogluthorpo and Wushingtou Fir«
Companion, thus forcing upon us as partloipauts
charitable or corporate feud.—those who

of this Board. The Legislature of the 8lute of
Georgia chartered tbe white fire companies, and if
there bo any blame, let it fall ou iheir shoulders.
The gist of the whole matter ia tlua; The Savan
nah Fire Company claimed that, after the election
of tlm first two officers by tho Oglethorpe Fire Com
pany, tho persons so elected should be submitted to
their approval or disapproval, and t if approved of^
the Savannah Fire Company would then nominate
them to the City Council for confirmation.
To this it was replied, that this would render the
charter of the Oglethorpe Fire Company null aud
void, aa by their veto they eould prevent any nemi
nation going before Council, and could thus preveut
any member of that Comnauy ever bocouiing a
member of the Savaunah Fire Company, as had
been ordained by tho Legislature ; but as their
charter does nut mako the Oglethorpe Firo Compa
ny independent of Council, Council would take the
best precaution in Iheir power to secure the selec
tion of proper parsons as first officers of that Com
J inny, by requiring that their election should not bn
iual until approved of by Council, aud that this
would place them on exactly tba same footiug ae the

ship, as no person can. by the existing Ordinances,

the wonder is that the first two officers of the Ogle
tliorpe Fire Company should have waited from 1847
to 1853, before claiming tlieir membership, distinct
ly conferred upon them by the Legislature.
It was also suggested to the Savenuah Fire Qpm
puny, that by its charter il was entitled to tbirty-Iivi
members, that under the circumstances now exist
ing, there could bo only four additional members
from tbe two while Fire Companies, aud that thirty
five men ought to outvote and coutrol four men il
they should misbehave. Both by their charter and
the ordinance of the 6tb October, 1833, the moment
they become members of the Savannah Fire Com
pany, they become subject to all its rules and regu
Iutions, aud if they violated them they could be
puuisbed or expelled. Tbe power was ample to
procure and enforce subordination, but of course
it must be exercised to bo of avail.
Tbe acting Chairman of the Special Committee,
referred to by the Savannah Firemen in tbeir ad
dross, is the Chairman of this Committee. Knowing
Ihe importance of the subjoct he was anxious at all
times to produce an amicMble settlement of tbe dm
pute existing belwoeu the two companies, as Ids re
port submitted to and adopted by ibis Board, oo the
28th July 1843, will abundantly testify. No one in
private or in public, hus boruc more emphatic teiti
mony of his high appreciation of tho admirable con
duct, discipline aud efficiency of the Savannah Fire
Compauy. But having maturely considered the sub
ject lor three months, having sought and obtained
the advice of aomnof tbe dearest legal beads in this
community, he thought his judgment well founded,
aud however auxioue to retaio the valuable service*
of the members composiug the Savannah Fire Com
pany, he could not not contrary to that judgment, lie
could net report an ordinance as they wiabed him
to do, virtually annulling the power of the Ogle-
thropeFire Company tochooee its own officers. He
did uot make the law, bot he felt himself bound by
it. If the law be improper, if it has Introduced "a
uew and conflicting dement in the Fire Depart
ment," the remody lies with the Legislature, not with
this Board, und it is moot unfair to throw tbe
spotiftibilkiy ou it.
The objection that the ordinance doe* not give
control to the Chief Fireman of "all the apparatus
used it extinguishing fires whether belonging to "
city or not, is certainly a strauge one." The |

all f re companies shall obey the orders ot the Chief
Fireman.

it if they were forbidden to do so by the Chief Fire-

therefore ex-officio additional members of the Ha-
vaunah Fire Company, but subject to all the rules
aud regulations of said firo company in Ihe same
niauner as any other members of said Savannah
"ire Company.
Section 2. And be it further ordained, That im
mediately upon the termination of their official posi
tion, either by resignation or otherwise, all the
rights duties and responsibilities crusted by tills or
dinance shall cease to exist iu thorn, andbetrana-
fered to their successorv.

cistern, engiue house, engine, fire plug, ladder, fire
hooks, buckets, axes, or any other property or ap
paratus used for extinguishing fires, belonging lo
ihe city of Savannah, shall be used at any fire, by
any person or persons, except under the direction,

Company, through its acliug chief, and all order*

perior to, this company, which manages ten or more
engine*, aud tlieir appropriate accompaniments.
And us they now own tlieir engine, you thus place
il and the member* of thut company beyond the
control of the Chief Fireman, who is contemplated
by tbe previously existing ordinances us the lieud
of the Firo Department.
In pursuing this course against our judgment
id wishes, we feel that you have prououucir
against tbe previously existing system, and in favor
of a change of organization, such as wo cannot
sanction or submit to. Our object in eudoavoriiig
to influence you, while makiog additions to tho ox-
isting ordinances, was not to*les»en the requisite
subordination, but to define the position of u now
nud conflicting clement in the firo Deportment, and
to protect ourselves from diificuHiie which we had
encountered, and with which we were further
threatened. We have served the city for many
years, gratuitously, at much expense of time, labor
and money, at risk of health xiid lilu, and we had
thought our wishes and opinion*, the latter, tho fruit
of some experience should have some weight.—
The exemption from military aud jury duty which
is the only boon we have enjoyed, we eau obtain
if desired, from other sources, and we prefer to re
tire from a fluid of labor that ceases to yield either
satisfaction or self respect.

feel that you have relieved its of the responsibility
of our position, aud wo shall give you the opportu
nity to fill our places, or of reorganizing the whole

properly, except under such an organization us our
judgment piouounces efficient. You have taken
the responsibility of cliauging it, and to you the
cominuuity must look for a remedy. You have
struck a blow at our efficiency by introducing new
elements of discord, and as we cannot serve tho cily
unitedly, we unitedly give way to those who may
foul Uitfercinly, und who, we hope, will come for
ward with alacnly to fill our places.
That it may not be said, that we act hastily, from
bad temper or seditiously, or that we take auy ad
vantage of our positiou or your necessities, we here
by notily you that wn will hold our places, if desired
by you, until tbe first Friday in December, (at the
close of our next regular meetiug) that you may have
ample time tu make such arrangements as the occa
sion may oall for, and relieve you from any euiliar-
russtueui in the way of re organization. Men may
change but principle* uever; and while you may
drive away from you men who claim tho meed of
faithful service from their fellow citizens, you muai
yet fall back upon the principle of true success iu a
Fire Department—thorough subordination.
